City of Peru City Council met Feb. 10

A regular meeting of the Peru City Council was called to order by Mayor Ken Kolowski in the Peru City Council Chambers on Monday, February 10, 2025, at 7:00 P.M.
City Clerk Dave Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno present. Mayor Kolowski present.

PRESENTATION
MINUTES/FINANCIAL REPORTS/ACTIVITY REPORTS
Mayor Kolowski presented the Regular Minutes of January 27, 2025.Alderman Payton made a motion the minutes be received and placed on file. Alderman Lukosus seconded the motion; motion carried.
FINANCE AND SAFETY COMMITTEE
Alderman Ballard presented the following disbursements for payment on February 12, 2025:

Alderman Ballard made a motion the disbursements be received, placed on file and bills paid in the usual manner. Alderman Tieman seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno voting aye. Motion carried.
PUBLIC SERVICES COMMITTEE
Alderman Tieman made a motion to authorize Board of Fire and Police Commissioners to hire selected candidate as a lateral entry. Alderman O’Sadnick seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno voting aye. Motion carried.
Alderman Payton made a motion to authorize the Board of Fire and Police Commissioners to seek applications for a lateral entry police officer eligibility list. Alderman Tieman seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno voting aye. Motion carried.
Alderman O’Sadnick made a motion to approve a proposal from Kmetz Architects to perform a preliminary study for a pool in the amount of $7500.00 to be paid for out of the pool fund. Alderman O’Sadnick reported he reached out to three local architectural firms, with Kmetz Architects being the only one qualified.
Alderman O’Sadnick stated they would request the pool study to focus on reasonable expectations based on hotel/motel tax fund availability. Alderman Moreno seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno voting aye. Motion carried.
PUBLIC WORKS COMMITTEE
Alderman Lukosus made a motion to approve purchase of cable for the hydro 34.5kv line, from, in the amount of $27,309.08. Alderman Moreno seconded he motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno voting aye. Motion carried.
Alderman Lukosus made a motion to approve the purchase of quantity 2, 300kva pad mount transformers from T&R Electric for a total of $29,000.00 to replenish spares. Alderman Moreno seconded the motion.
Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno voting aye. Motion carried.
REPORT OF CITY ATTOREY/ORDINANCES AND RESOLUTIONS
Corporate Counsel Scott Schweickert presented the minutes of the February 5, 2025, Planning/Zoning Commission hearing held on the petition of Kim Lundy concerning property located at 2404 13th Street, Peru, IL. Alderman Moreno made a motion the minutes be received, placed on file and concur with the recommendation. Alderman Lukosus seconded the motion. Motion carried
Corporate Counsel Scott Schweickert presented a proposed ordinance entitled:

AN ORDINANCE GRANTING A VARIANCE AS SOUGHT BY THE PETITION OF KIM LUNDY CONCERNING PROPERTY LOCATED AT 2404 13TH STREET IN THE CITY OF PERU, ILLINOIS.
Alderman Lukosus made a motion the ordinance be adopted as written and read. Alderman Moreno seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno voting aye. Motion carried.
ORDINANCE NO. 6923
AN ORDINANCE AUTHORIZING THE CEDING OF 2025 PRIVATE ACTIVITY BONDING AUTHORITY TO THE UPPER ILLINOIS RIVER VALLEY DEVELOPMENT AUTHORITY (UIRVDA)
Alderman Payton made a motion the ordinance be adopted as written and read. Alderman Tieman seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno voting aye. Motion carried.
PROCLAMATIONS
Clerk Bartley presented a proclamation proclaiming Fair House Month for April 2025. Alderman Edgcomb made a motion the proclamation be received and placed on file. Alderman Payton seconded the motion. Motion carried.

PETITIONS AND COMMUNICATIONS
Clerk Bartley presented a petition from Ryan Chambers seeking variances from the Zoning Ordinance for property located at 1615 6th Street. Alderman O’Sadnick made a motion the petition be received, placed on file and referred to Planning & Zoning for review and recommendation. Alderman Tieman seconded the motion. Motion carried.
Clerk Bartley presented a petition from Randy Tomaseski seeking rezoning and a special use for the property generally located at N 2331st Road and Illinois Route 251 (PIN # 17-21-306-000). Alderman Moreno made a motion the petition be received, placed on file and referred to Planning & Zoning for review and recommendation. Alderman Ballard seconded the motion. Motion carried.
Clerk Bartley presented a communication from Chris Ellberg of IVAR requesting permission to hold the annual Pet Fest at Baker Lake on Saturday, September 6th and to allow dogs in the park. Alderman Ballard made a motion the communication be received, placed on file and permission granted. Alderman Tieman seconded the motion. Motion carried.
MAYOR’S NOTES
Mayor Kolowski congratulated the Peru Parkside 5th grade volleyball team on their 1st place win in the Ottawa Wallace tournament.

CLOSED SESSION
Alderman Lukosus made a motion to go into closed session to discuss the operation by a municipality of a municipal utility or the operation of a municipal power agency or a municipal natural gas agency when the discussion involves (i) contracts relating to the purchase, sale, or delivery of electricity or natural gas or (ii) the results or conclusions of load forecast studies. Alderman Moreno seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno voting aye. Motion carried.
Closed session began at 7:33 p.m. and ended at 8:13 p.m.

Alderman Tieman made a motion that the meeting be adjourned. Alderman Ballard seconded the motion and motion carried. The meeting was adjourned at 8:14 p.m.
