City of Marseilles City Council met Feb. 19

Here are the minutes provided by the council:

The City Council of the City of Marseilles met in the City Chamber of City Hall at the hour of 6:00 P.M. on February 19, 2025.

Pledge of Allegiance was said.

Roll call showed the following present: Mayor Hollenbeck, Commissioner Kaminski, Small, Scheib, and Buckingham. Absent: None.

Moment of silence was held for reporter Charlie Ellebrock

Moved by Commissioner Kaminski seconded by Commissioner Buckingham that the minutes from the Council meeting of February 5, 2025 be approved as displayed and placed on file and waive a reading of the minutes. Ayes: Commissioner Kaminski, Small, Scheib, Buckingham, and Mayor Hollenbeck. Nays: None.

Pete Hall addressed the council about having a Memorial Day event at the wall.

Commissioner Kaminski let him know to fill out an online permit form for approval.

Brad Swanson asked for a child at play sign at both sides of the 1100 block of Union Street.

Moved by Commissioner Kaminski seconded by Commissioner Buckingham that the accounts payable for the first half of February in the amount of $100,967.26 be approved and a warrant be drawn on the City Treasury for the said amount. Ayes: Commissioner Kaminski, Small, Buckingham, and Mayor Hollenbeck. Nays: Commissioner Scheib.

Commissioner Schieb asked Commissioner Kaminski if there is a move in date for 200 Riverfront Drive. Commissioner Schieb asked if the City has spent any money on environmental remediation since taking ownership. Schieb said October 2023 IEPA site evaluation stated out of compliance with NFR for 200 Riverfront Drive. Schieb said he found these documents on IEPA document explorer.

Moved by Commissioner Kaminski seconded by Commissioner Buckingham that the payroll for the first half of February in the amount of $86,229.45 be approved and a warrant be drawn on the City Treasury for said amount. Ayes: Commissioner Kaminski, Small, Buckingham, and Mayor Hollenbeck. Nays: Commissioner Schieb.

Moved by Commissioner Kaminski seconded by Commissioner Small that the financial audit proposal from Hopkins and Associates in the amount of $20,900 be approved.

Ayes: Commissioner Kaminski, Small, Buckingham, and Mayor Hollenbeck. Nays: Commissioner Schieb.

Commissioner Small thanked the residents for parking properly during the latest snowstorms. She also stated her department will start going after properties that need to be cleaned up.

Commissioner Scheib stated he believes it was a bad idea to spend $1,300,000 on a new building that has contamination.

Commissioner Buckingham state he worked at 200 Riverfront Drive for 24 years and is only aware of the “helicopter pad” as having arsenic underneath it.

Moved by Mayor Hollenbeck seconded by Commissioner Kaminski that Resolution 2025-2, a resolution approving and authorizing the execution of a legal services contract with KGG, LLC be adopted. Ayes: Commissioner Kaminski, Small, Buckingham, and Mayor Hollenbeck. Nays: Commissioner Schieb.

Moved by Commissioner Small seconded by Commissioner Kaminski that the city council adjourn to executive session authorized under section 2 (C) 1 Collective Bargaining of the Open Meetings Act and to approve closed session minutes.

Moved by Commissioner Scheib seconded by Commissioner Kaminski that the city council reconvene to regular session. Ayes: Commissioner Kaminski, Small, Scheib, Buckingham, and Mayor Hollenbeck. Nays: None

Moved by Commissioner Kaminski seconded by Commissioner Buckingham that the City Council adjourns. Ayes: Commissioner Kaminski, Small, Scheib, Buckingham, and Mayor Hollenbeck. Nays: None
