City of Peru Finance Committee met Feb. 17
Here are the minutes provided by the committee:
Alderman Tieman made a motion to approve the Finance Committee Minutes of February 3, 2025.
Alderman Ballard seconded the motion; motion carried.

PUBLIC COMMENT

FINANCE
Finance Officer Tracy Mitchell initiated discussions on the following:
• Executime (payroll)
○ Referenced meeting with Tyler Technologies on program
○ One-time fee of $15,870.00; annual fee of $14,500
○ Alderman Payton commented that this transition will tie multiple processes
• Concur
○ Encouraged department heads to make a point of looking at notes. Electric Operations Manager Kevin Minnick reported that he cannot see the notes.
• FY26 Budget
○ Preliminary budget draft is out for review and wants to schedule meetings to discuss
HUMAN RESOURCES
Human Resources Director Kim Reese reported the employee handbook is an ongoing process, living, breathing document.
Alderman Payton reported we received preliminary health insurance rates and likely see a 10% plus increase January 1st. Alderman Payton noted a 15% loss ratio and raising trends.

CLOSED SESSION
Alderman Tieman made a motion to go into closed session to discuss the purchase or lease of real property for the use of the public body is considered, including meetings held for the purpose of discussing whether a particular parcel should be acquired, meetings on collective negotiating matters between the public body and its employees or their representatives, or deliberations concerning salary schedules for one or more classes of employees, and meetings held to discuss the appointment, employment, compensation, discipline, performance or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee or legal counsel for the public body to determine its validity. Alderman Sapienza seconded the motion. Clerk Bartley called the roll with Aldermen Payton, Sapienza, Ballard and Tieman voting aye. Motion carried.
Closed session began at 4:15 p.m. and ended at 5:10 p.m.
