City of Peru Committee of a Whole met March 24

Here are the minutes provided by the committee:

A Committee Of A Whole meeting was called to order by City Clerk Dave Bartley in the Peru City Council Chambers on Tuesday, March 11, 2025 at 6:00 p.m.

City Clerk Dave Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, Lukosus and Moreno present. Alderman O’Sadnick absent. Mayor Kolowski present.

PUBLIC COMMENT

MINUTES

Clerk Bartley presented the Committee of A Whole Minutes of March 11, 2025. Alderman Payton made a motion that the minutes be received and placed on file. Alderman Moreno seconded the motion; motion carried.

PRESENTATION

Representatives from the Illinois Municipal Electric Agency addressed the committee regarding extension of power services contract.

FINANCE COMMITTEE

Alderman Payton reported on ongoing budget meetings.

PUBLIC SERVICES COMMITTEE

PUBLIC WORKS

Alderman Lukosus reported on Gascova pump replacement. Chris Perra, President of T.E.S.T noted the 20 year service life.

Eric Carls, Director of Engineering and Zoning noted the three bids for Area 2 Phase 1 Sewer Separation. Mr. Carls reported on the lowest bid of $2,135,533.88 from Ski Construction and noted if awarded, it will be highly monitored.

Kevin Minnick, Electric Operations Manager, noted the replacement of 1960-1970 breakers noting a 40-year upgrade.

PSM/Fire Chief Jeff King reminded the committee of the start date of the following services:

• Chipper Service begins April 7th

• Hydrant Flushing begins March 31st – April 11th

• Yard Waste Bag pickup begins April 7th.

CLOSED SESSION

Alderman Lukosus made a motion to go into closed session to discuss the appointment, employment, compensation, discipline, performance or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee or legal counsel for the public body to determine its validity, and meetings on collective negotiating matters between the public body and its employees or their representatives, or deliberations concerning salary schedules for one or more classes of employees. Alderman Sapienza seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, Lukosus and Moreno voting aye. Alderman O’Sadnick absent. Motion carried.

Closed session began at 6:24 p.m. and ended at 6:53 p.m.

Alderman Edgcomb made a motion to reopen the meeting. Alderman Ballard seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, Lukosus and Moreno present.

Alderman O’Sadnick absent. Mayor Kolowski present.

ADJOURNMENT

Alderman Tieman made a motion that the meeting be adjourned. Alderman Sapienza seconded the motion and motion carried.

Meeting adjourned 6:54 p.m.
