Village of Diamond Village Board of Commission met March 25

Here are the minutes provided by the commission:

The scheduled meeting of the Diamond Village Board was held on Tuesday, March 25, 2025, at 6:00 p.m. with Mayor Teresa “Terry” Kernc presiding. Upon a roll call Commissioners present, Mark Adair, Dean Johnson, Jeff Kasher and Dave Warner.

Approval of 03-11-2025 Minutes

MOTION was made by Commissioner Kasher, SECOND by Commissioner Johnson to approve the 03-11-2025 meeting minutes and place it on file. All Ayes: Motion Carried.

Approval of March 25, 2025, Bill List

MOTION was made by Commissioner Johnson, SECOND by Commissioner Adair to approve March 25, 2025, bill list and place it on file. All Ayes: Motion Carried.

New Business

Approval of Resolution #2025-03, Maintenance Under the Illinois Highway Code

Mayor Kernc stated this is for the Rebuild Illinois grant for the partial payment due.

MOTION was made by Commissioner Kasher, SECOND by Commissioner Warner to Approve Resolution #2025-03, Maintenance Under the Illinois Highway Code. All Ayes: Motion Carried.

Approval of Maintenance Engineering Agreement

Mayor Kernc stated this is for the street maintenance program in the amount not to exceed $36,647.30.

MOTION was made by Commissioner Johnson, SECOND by Commissioner Warner to Approve the Maintenance Engineering Agreement in the amount of 36,647.30. All Ayes: Motion Carried.

Approval of Apex Construction for Concrete Work in the Amount of $12,000.00

Mayor Kernc stated this is for curb and gutter, and a driveway apron which needs to be completed in the village. Kernc stated this is the least expensive way to complete the work. MOTION was made

by Commissioner Warner, SECOND by Commissioner Adair to Approve Apex Construction for Concrete Work in the Amount of $12,000.00. All Ayes: Motion Carried.

Old Business

Grundy and Will County Sheriff’s Monthly Update

Mayor Kernc stated there was nothing out of the ordinary to report however the Will County Sheriff’s report has had an increase in calls due to the opening of Jewel/Osco.

Waive Competitive Bid for WWTP Clarifier Catwalk Proposal

Mayor Kernc presented two proposals for the work. One from Wren Construction in the amount of $ 118,745.00 and the other from Dahme Mechanical Industries, Inc. in the amount of $ 88,888.00.

Commissioner Kasher was not familiar with Dahme and asked the Village Engineer about this firm.

Perry stated he only knows they do work in the Naperville area. Perry also stated Wren Construction subcontracts some of this work out so that is reflected in the cost. Kernc stated, Dahme was recommended by a relative who has worked with this company in Naperville. MOTION was made by Commissioner Warner, SECOND by Commissioner Johnson to Waive Competitive Bid for the

WWTP Clarifier Catwalk Proposal. All Ayes: Motion Carried.

Approval of Bid for WWTP Clarifier Catwalk

MOTION was made by Commissioner Warner, SECOND by Commissioner Adair to Approve the Bid for the WWTP Clarifier Catwalk to Dahme Mechanical Industries, Inc. in the amount of $88,888.00. All Ayes: Motion Carried.

Engineer Updates

Public Works Department Updates

Public Works Supervisor Jim Dunning stated the new lift station panels should be delivered tomorrow.

The rafters are being installed on the new maintenance building, and they should be starting to install the tin on the sides. There are several trees which need to be cut down on an easement on McGinty and Division St. Dunning stated there were some trees which fell on the fence at the sewer plant and has to determine if they were the village’s responsibility or the owner of the property behind to remove them.

Clerk Updates

Village Clerk Lori Holmes stated interviews are being conducted for her replacement. There was an issue with water loss and Dunning, Ferguson Waterworks, Locis and herself had a conference call and have determined that several of the commercial businesses with larger water meters had been incorrectly coded for over 20 years, which no one was aware of the coding. Holmes will be correcting the issue and hopefully this will resolve some of the unaccounted water loss issues. Commissioner Warner would like a letter sent to those customers explaining the situation so they are aware of the change which will affect their next water bill and future water bills. Warner stated, we will not be looking back at the years they were not billed correctly, only those moving forward from this point on.

MOTION was made by Commissioner Warner, SECOND by Commissioner Adair to enter closed session at 6:23 p.m. All Ayes: Motion Carried.

MOTION was made by Commissioner Warner, SECOND by Commissioner Kasher to enter open session with no action taken at 7:02 p.m. All Ayes: Motion Carried.

MOTION was made to adjourn at 7:03 p.m. by Commissioner Kasher, SECOND by Commissioner Adair. All Ayes: Motion Carried.
