City of LaSalle Illinois Valley Regional Dispatch Board met March 25

CALL TO ORDER
The meeting was held Tuesday, March 25, 2025 at the Peru Municipal Building, 1901 4th Street, Peru, Illinois. Chairman Popurella called the meeting to order at 10:00 a.m.

MINUTES
Chairman Popurella presented the minutes of the IVRD meeting of February 25, 2025. Mike Margis made a motion the minutes be received and placed on file. Jason Curran seconded the motion. All in favor; motion carried.
PUBLIC FORUM (CITIZEN COMMENT)

PRESENTATION
Lee Thompson of Connecting Point provided a presentation on the IVRD Network Assessment Update and Preliminary Network and Project Plan. Internal and external vulnerability scans were performed, which no major concerns were found. An IVRD inventory report is being prepared and is almost ready to be presented to the board and executive director. Lee Thompson is working with another company to meet the criminal justice requirements. They are working to separate IVRD shared data, keeping town data separate as requested. The goal is to build a bigger, better and safer system. A design plan is being prepared to meet Central Square’s needs. They are attempting to get the IT departments of the towns together to review the needs to get the Central Square CAD System up and running. The CAD system is server based (not cloud). Other organizations’ setups will be reviewed for options and costs. A final report will be prepared once all items are confirmed.
COMMUNICATIONS
STANDING COMMITTEE REPORTS
FIRE/EMS OPERATIONS COMMITTEE
Jerry Janick reported the Fire/EMS Operations Committee met March 5th at the LaSalle Fire Department. Future meetings will take place one hour before the normal IVRD Board meeting on opposite months from the Law Enforcement Operations Committee.
LAW ENFORCEMENT OPERATIONS COMMITTEE
Executive Director Miller reviewed the response configuration for police for CESSA. After-hours contacts need to be updated.

REPORTS
IVRD EXECUTIVE DIRECTOR REPORT
• CAD: Connecting Point continues to work through back-end configuration. We are setting up a CAD computer lab for configuration and end-user training in the breakroom at IVRD. The next phase is set to start in mid-April. Gatza is off today and asked me to report on Quickit. Currently, there is no integration with Central Square however, one could be built for a cost, indicating that he thinks that using quick standalone when I have a profound impact on workflow.
• Staffing: Holloway is progressing well with training. She is finishing up on the cover shift and will move to the night shift for a few nights and then move to the day shift to complete her training.
• CESSA: The pilot begins on April 1. We have a mandatory staff meeting tomorrow night to make sure everyone is comfortable with the process. Changes in procure response, and determinants for medical and fire protocols have been approved by the chief. The medical protocol was forwarded to the EMS system where it was approved by the EMS system coordinator and our medical director, Dr. Kahn. With the caller's consent calls meeting the criteria will be transferred to Center Stone which is the state's 988 Call Center.
• Record Disposal: Melissa and I met with the Archivist Last week. Our application and schedule are expected to go before the state board in May once we receive that back we have to wait 30 days and then we can move forward with disposal records.
• Legislative: On April 29, Illinois, APCO, and NENA are hosting a 911 goes to Springfield event at the capital. This year there is an initiative to double the 911 surcharge in the State of Illinois Therefore, I will not be at the next board meeting because I feel it necessary to have IVRD represented at this event.

Chairman Popurella presented and reviewed the February financial report. John Duncan made a motion to receive and place the February financial report on file and to approve and pay bills in the usual manner. Gregory McDermott seconded the motion. Melissa Carruthers called the roll with Bernabei, Curran, Duncan, Janick, Kent, Margis, McDermott, Smudzinski, and Popurella voting aye; Hochstatter (Boelk), Fisher, Grove, Hogan, Kolowski, Rutishauser, King absent; motion carried.

RESOLUTIONS & ORDINANCES
Motion to approve an ordinance approving and authorizing the execution of an addendum to the intergovernmental agreement that established the “Illinois Valley Regional Dispatch” to approve the Village of Dalzell as an associate member and to provide dispatch services to the Village of Dalzell (Illinois Valley Regional Dispatch, La Salle County, Illinois) by Doug Bernabei. Tyler Kent seconded the motion. Melissa Carruthers called the roll with Bernabei, Curran, Duncan, Janick, Kent, Margis, McDermott, Smudzinski, and Popurella voting aye; Hochstatter (Boelk), Fisher, Grove, Hogan, Kolowski, Rutishauser, King absent; motion carried.
