City of Marseilles City Council met April 2

Here are the minutes provided by the council:

The City Council of the City of Marseilles met in the City Chamber of City Hall at the hour of 6:00 P.M. on April 2, 2022.

Pledge of Allegiance was said.

Roll call showed the following present: Mayor Hollenbeck, Commissioner Kaminski, Small, Scheib, and Buckingham. Absent: None.

Moved by Commissioner Kaminski seconded by Commissioner Buckingham that the minutes from the council meeting on March 19, 2025 be approved as displayed and placed on file. Ayes: Commissioner Kaminski, Small, Buckingham, and Mayor Hollenbeck. Nays: Commissioner Scheib.

Pete Hall said he wanted to thank the City of Marseilles for the wonderful things Marseilles has done for him and his family. Pete sold his house and will be moving to St. Louis.

Garbage committee members, Brad Miller, Larry Cowie, and Jeff Owens asked the council if at the next city council meeting, they would be willing to talk about 1 waste hauler. Commissioner Small stated she was in favor of addressing this at the next meeting April 16, 2025.

Commissioner Scheib was asked by Joseph Spreitzer at 2729 Jaret Ave. to read an e-mail.

Spreitzer said they feel unsafe and want police protection while living at Timber’s Edge.

Commissioner Small said they have police presents around the clock. Commissioner Scheib said he will respond to the Spreitzer’s.

Justine Larabee with Hampton Inn Ottawa, asked for the City of Marseilles support during the Combat Vet rally held May 23-25, 2025.

Moved by Commissioner Kaminski seconded by Commissioner Buckingham that the accounts payable for the last half of March in the amount of $110,671.90 be approved and warrants be drawn on the city treasury for the several amounts. Ayes: Commissioner Kaminski, Small, Buckingham, and Mayor Hollenbeck. Nays: Commissioner Scheib.

Moved by Commissioner Kaminski seconded by Commissioner Scheib that the payroll for the last half of March in the amount of $86,751.36 be approved and warrants be drawn on the city treasury for the several amounts. Ayes: Commissioner Kaminski, Small, Scheib, Buckingham, and Mayor Hollenbeck. Nays: None.

Moved by Commissioner Kaminski seconded by Commissioner Small that the payment to Phalen Steel in the amount of $75,261.00 for the city hall and police department remodel project be approved. Ayes: Commissioner Kaminski, Small, Scheib, Buckingham, and Mayor Hollenbeck. Nays: None.

Moved by Mayor Hollenbeck seconded by Commissioner Buckingham that Brad Miller as chairman and Jim Hanlon as Co-chairman of the plan commission board be approved.

Ayes: Commissioner Kaminski, Small, Scheib, Buckingham, and Mayor Hollenbeck.

Nays: None. Commissioner Schieb asked Brad Miller what his vision is as board chairman. Brad said to move forward as the city has been trying to do for many years.

Moved by Mayor Hollenbeck seconded by Commissioner Kaminski that the purchase of vacant lots 8-12 on Young Street in the amount of $29,000 be approved. Ayes: Commissioner Kaminski, Small, Scheib, Buckingham, and Mayor Hollenbeck. Nays: None.

Mayor Hollenbeck discussed the City’s support for Fair Housing Law and Junior Achievement Proclamation.

City Engineer Mike Etscheid said First Avenue water main will be replaced. Also, working on retention pond located at Bratton and Rutland.

Moved by Commissioner Small seconded by Commissioner Kaminski that the City Council adjourns. Ayes: Commissioner Kaminski, Small, Scheib, Buckingham, and Mayor Hollenbeck. Nays: None.
