City of Peru City Council met April 7

Here are the minutes provided by the council:

A regular meeting of the Peru City Council was called to order by Mayor Ken Kolowski in the Peru City Council Chambers on Monday, April 7, 2025, at 7:02 P.M.

City Clerk Dave Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno present. Mayor Kolowski present.

PUBLIC COMMENT

PRESENTATION

MINUTES/FINANCIAL REPORTS/ACTIVITY REPORTS

Mayor Kolowski presented the Regular Minutes of March 24, 2025, Building Permit Report- 1st Quarter 2025, and Peru Police Department Monthly Report for March 2025. Alderman Payton made a motion the minutes be received and placed on file. Alderman Sapienza seconded the motion; motion carried.

FINANCE AND SAFETY COMMITTEE

Alderman Sapienza presented the following disbursements for payment on April 9, 2025:

Alderman Sapienza made a motion the disbursements be received, placed on file and bills paid in the usual manner. Alderman Tieman seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno voting aye. Motion carried.

Alderman Payton made a motion to approve quote from Dimond Bros. Insurance, in the amount of $7,515 for airport liability insurance for the TBM Avenger and Salute to Veterans event. Alderman Tieman seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno voting aye. Motion carried.

Alderman Ballard made a motion to approve $500 donation to the ACES Baseball Organization for upcoming traveling baseball tournament at Veterans Park with proceeds going to St. Jude Children’s Hospital. Alderman Payton seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno voting aye. Motion carried.

Alderman Tieman made a motion to approve $3,000 donation to Illinois Valley Animal Rescue. Alderman Moreno seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno voting aye. Motion carried.

PUBLIC SERVICES COMMITTEE

PUBLIC WORKS COMMITTEE

Alderman Moreno made a motion to hire selected candidate for the position of Leading Journeyman Maintenance Operator with the Electric Department. Alderman Ballard seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno voting aye. Motion carried.

Alderman Moreno made a motion to authorize Human Resources to seek applicants for an Apprentice Lineman position. Alderman Lukosus seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno voting aye. Motion carried.

Alderman Moreno made a motion to approve Memo of Agreement with IBEW Local 51. Alderman Lukosus seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno voting aye. Motion carried.

Alderman Sapienza made a motion to approve quote from Advanced Asphalt in the amount of $ for milling/resurfacing Prospect Street between Rte. 6 and 5th Street. Alderman O’Sadnick seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno voting aye. Motion carried.

Alderman Sapienza made a motion to receive and place on file the Water and Sewer Acreage and Impact Fees for 2025. Alderman Lukosus seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno voting aye. Motion carried.

Alderman Ballard made a motion to approve purchase quantity 6 100 kva poletop transformers from T&R Electric for $16,350. Alderman Moreno seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno voting aye. Motion carried.

Alderman Ballard made a motion to approve purchase quantity 1 300 kva padmount transformer from T&R Electric for $12,514. Alderman Sapienza seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno voting aye. Motion carried.

Alderman Lukosus made a motion to approve quote from Dragos in the amount of $25,480.00 for operational technology (OT) cybersecurity. Alderman Sapienza seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno voting aye. Motion carried.

REPORT OF CITY ATTOREY/ORDINANCES AND RESOLUTIONS

Corporate Counsel Scott Schweickert presented the minutes of the March 26, 2025, Planning/Zoning Commission hearing on the petition of GKD Partners, LLC concerning property generally located at 3940 IL Route 251, Peru, IL. Alderman Edgcomb made a motion the minutes be received, placed on file and concur with the recommendation. Alderman Sapienza seconded the motion. Motion carried.

Corporate Counsel Scott Schweickert initiated a discussion on the GKD Parnters, LLC petition and noted the unfavorable recommendation by:

Corporate Counsel Scott Schweickert presented a proposed ordinance entitled:

ORDINANCE NO. 6932

AN ORDINANCE AUTHORIZING EXECUTION OF LABOR AGREEMENT BETWEEN THE CITY OF PERU AND PROFESSIONAL FIRE FIGHTERS LOCAL 4751 OF THE INTERNATIONAL ASSOCIATION OF FIRE FIGHTERS FOR PERIOD MAY 1, 2025 THROUGH APRIL 30, 2028

Alderman Edgcomb made a motion the ordinance be adopted as written and read. Alderman Tieman seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, Lukosus and Moreno voting aye. Alderman O’Sadnick absent. Motion carried.

Alderman O’Sadnick reported on meeting with Kmetz Architects and they are getting closer to getting answers to bring to a public meeting.

PETITIONS AND COMMUNICATIONS

Clerk Bartley presented a communication from Horizon House requesting permission to hold an event at Centennial Park on Sunday, August 31st (small carnival themed event with games). Alderman Tieman made a motion the communication be received, placed on file and permission granted. Alderman Ballard seconded the motion. Motion carried.
