Coal City Planning & Zoning Board met April 7

At 7:00 p.m., April 7, 2025, in the boardroom of the Village Hall, chairwoman, Maria Lewis called to order the meeting of the Planning & Zoning Board. Roll call-members; Walt Mahaffay, Jill Breneman, Jason Peters, Brad Littleton, Amanda Burns, Cody Krug and Maria Lewis. Also in attendance were, Kyle Watson, building official, Trustees Bill Mincey and Pamela Noffsinger and Matt Fritz, village administrator.
The minutes of the March 3, 2025 were reviewed. Peters moved to approve the minutes as written, second by Burns. Roll call-Ayes; Mahaffay, Breneman, Peters, Littleton, Burns, Krug and Lewis. Nays; none. Absent; none. Motion carried.
No public comment at this meeting.
PRESENTATION - Variance & Map Amendment - Samuel Burnoski (Kozy Resters LLC) 929 Covey Lane. Burnoski distributed a packet to the Board and went over the details. Burnoski is seeking a lot to change from RS2 to RM1 to allow for construction of a duplex. This lot is under contract for purchase with Nicobe Development (Dave Clubb) and Clubb being the current order has given permission for this process to move forward. Burnoski is here to provide new housing at attainable prices for entry level buyers in the community and build a good relationship with the village. The price range would be approximately $250,000 - $275,000 and a sample drawing with specifications was included.
Mahaffay inquired about the square footage of the current lot. Burnowski replied with 12,150 square feet and is requesting to get two lots at 6,075 square feet. The build will also have a garage per unit at 240 feet, which will require another variance. Mahaffay also requested he speak directly with the neighbor to the west of the lot as they have a house and as a courtesy allow them to know they are planning on building a duplex. The size of the duplex in the drawing is currently 9.5 ft. away from each side of the lot line due to the soffit but can changed to adhere to the 10 ft. set back.
Breneman inquired about the purpose of the original zoning being RM1 to RS2. Mr. Clubb, the developer, explained at the time due to the number of duplexes already in the village it was decided to build houses within the subdivision as well.
Peters added he would like Burnoski to speak with the neighbor to the wast of the lot and get their prospective on the duplex build as when they purchased their home that lot is zoned for a single family home.
Trustee Mincey inquired about what type of wall will be built between the two units. Frank Burnoski the foreman on the job explained it would depend on what the village required. They will install what is needed and it will also include the sound barrier as well.
Trustee Noffsinger asked if they will need more than 1 variance. Fritz explained they would need to add a variance for the garages being at 240 square feet if they decide to keep them that size. Noffsinger also wanted to know if Burnoski planned on selling both or renting them. They will both be sold and not used for rentals.
The next meeting will be the public hearing on Monday, April 21st and the variance will be added to the consideration at that time.
Burnoski also inquired about a 65 acre lot about potential future development. Burnoski and the board briefly discussed the area and its potential for building.
Burns moved to end the meeting, second by Breneman. All were in favor and the meeting was adjourned at 7:30 p.m.
