City of Marseilles City Council met April 16

The City Council of the City of Marseilles met in the City Chamber of City Hall at the hour of 6:00 P.M. on April 16, 2025.
Pledge of Allegiance was said.
Roll call showed the following present: Mayor Hollenbeck, Commissioner Kaminski, Small, Scheib, and Buckingham. Absent: None.
Moved by Commissioner Kaminski seconded by Commissioner Buckingham that the minutes from the council meeting on April 2, 2025 be approved as displayed and placed on file and waive a reading of the minutes. Ayes: Commissioner Kaminski, Small, Buckingham, and Mayor Hollenbeck. Nays: Commissioner Schieb.

Moved by Commissioner Kaminski seconded by Commissioner Buckingham that the accounts payable for the first half of April in the amount of $87,241.67 be approved and warrants be drawn on the city treasury for the several amounts. Ayes: Commissioner Kaminski, Small, Buckingham, and Mayor Hollenbeck. Nays: Commissioner Scheib.
Moved by Commissioner Kaminski seconded by Commissioner Small that the payroll for the first half of April in the amount of $84,583.49 be approved and warrants be drawn on the city treasury for the several amounts. Ayes: Commissioner Kaminski, Small, Scheib, Buckingham, and Mayor Hollenbeck. Nays: None.
Moved by Commissioner Kaminski seconded by Commissioner Small that Ordinance 1882, an ordinance amending Section 30.10 (B) of the municipal code of the City of Marseilles, LaSalle County, Illinois be adopted. Ayes: Commissioner Kaminski, Small, and Mayor Hollenbeck. Nays: Commissioner Schieb and Commissioner Buckingham.
Commissioner Small stated the police department is still working on ordinance citations.
She reminded people to watch for school zones and not to speed. The police department is almost fully staffed with an officer back from overseas military duty.
Moved by Commissioner Small seconded by Commissioner Kaminski that the special event permit application for Fun in the Summer Sun and Movie by the River held July 12, 2025 be approved and the permit fee be waived. Ayes: Commissioner Kaminski, Small, Scheib, Buckingham, and Mayor Hollenbeck. Nays: None.
Moved by Commissioner Small that the special event permit application for Renaissance Faire to be held September 13, 2025 be approved and the permit fee be waived. Ayes: Commissioner Kaminski, Small, Scheib, Buckingham, and Mayor Hollenbeck. Nays: None.
Commissioner Scheib will be installing a blind curb sign at the corner of Aurora and Wallace street. He asked for anyone who lives near the Church of Nazarene if they would contact Commissioner Schieb in writing and explain their experiences with getting off the road so he can share with IDOT.
Moved by Commissioner Scheib seconded by Commissioner Small that Resolution 2025-3, a resolution authorizing purchase of a dump truck be adopted. Ayes: Commissioner Kaminski, Small, Scheib, Buckingham, and Mayor Hollenbeck. Nays: None.
Moved by Commissioner Buckingham seconded by Commissioner Small that Resolution 2025-4, a resolution authorizing purchase of a bucket truck be adopted. Ayes: Commissioner Kaminski, Small, Scheib, Buckingham, and Mayor Hollenbeck. Nays: None.
Moved by Mayor Hollenbeck seconded by Commissioner Small That a Class “A” Retail liquor license be issued to Kim Frye, Michael Ringelsten, Benson LLC., Craig Collier, John Hicks, Robert Kaminski, James Schultz, Spirit’s Liquor, Circle K, Marseilles Lions Club, Jason Wolfe, and Brian Szczygiel. A Class “B” Club liquor license be issued to Post 235 American Legion. Class “C” Package liquor license be issued to Marseilles Mart, Casey’s General Store and Marshell Station. Class D Restaurant liquor license El Patron Authentic Mexican Cuisine #3, Class “E” Beer Garden Liquor License be issued to Craig Collier, Michael Ringelsten, Benson LLC., Robert Kaminski, John Hicks, Jason Wolfe, Brian Szczygiel, and Jim Schultz, for fiscal year 2025-2026 be approved. Ayes: Commissioner Small, Scheib, Buckingham, and Mayor Hollenbeck. Abstain: Commissioner Kaminski. Nays: None.
Moved by Mayor Hollenbeck seconded by Commissioner Buckingham that a game room license be issued to Bowl-Rite Lanes, River’s Edge bar and Grill, Benson LLC, Snug Harbor Marina, Bud’s Tap, Slot City, Illini Lounge, Spirit’s, Ziggy’s, Marseilles Lions Club, and Marshell Station for fiscal year 2025-2026 be approved. Ayes: Commissioner Small, Buckingham, and Mayor Hollenbeck. Abstain: Commissioner Kaminski. Nays: None Commissioner Schieb.
Moved by Mayor Hollenbeck seconded by Commissioner Kaminski that ordinance 1883, an ordinance amending section 132.01 (A) of the municipal code of the City of Marseilles, LaSalle County, Illinois be tabled. Ayes: Commissioner Kaminski, Small, Scheib, Buckingham, and Mayor Hollenbeck. Nays: None. Moved by Mayor Hollenbeck seconded by Commissioner Kaminski that the purchase of vacant lots 8-12 on Young Street in the amount of $29,000 be approved. Ayes: Commissioner Kaminski, Small, Scheib, Buckingham, and Mayor Hollenbeck. Nays: None.
