Present: Mayor Robert Hasty, Commissioners Wayne E. Eichelkraut Jr., Thomas G. Ganiere, Marla K. Pearson and Brent F. Barron.
Absent: None.
Commissioner Eichelkraut presented minutes of previous meeting.
Moved by Commissioner Eichelkraut that the minutes of a regular meeting of the Council of the City of Ottawa, Illinois, held on Tuesday, April 1, 2025, be approved as recorded in the permanent files of the City Clerk.
Second by Ganiere.

Mayor Hasty presented Proclamation.
Moved by Mayor Hasty that a Proclamation declaring the week of April 13-April 19 as Telecommunicator Week in the City of Ottawa, be adopted.

In celebration of Telecommunicator Week in the City of Ottawa, Commissioner Ganiere presented the Telecommunicators with their service awards
Commissioner Eichelkraut presented Biweekly Salary Payroll.
Moved by Commissioner Eichelkraut that the Biweekly Salary Payroll of April 11, 2025, in the amount of $637,256.35, be approved and warrants issued.
Second by Pearson.

Commissioner Eichelkraut presented Bimonthly Expense Report.
Moved by Commissioner Eichelkraut that the Bimonthly Expense Report dated April 15, 2025, showing expenses in the amount of $1,024,278.02, be approved and warrants issued.

Commissioner Eichelkraut presented Monthly Financial Report.
Moved by Commissioner Eichelkraut that the Monthly Financial Report of City Clerk, Shelly L. Roalson, for the month of March 2025, be received and placed on file.

Commissioner Eichelkraut presented Resolution.
Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of an amendment to the transportation provider service agreement between the City of Ottawa and MTM Inc., for NCAT, which has been on file for public inspection since April 1, 20205, be adopted.
Second by Pearson.

Commissioner Eichelkraut presented Ordinance and Set public hearing.
Moved by Commissioner Eichelkraut that an Ordinance adopting the Operating Budget for the fiscal year commencing May 1, 2025, be received and placed on file for public inspection. Be it further moved, a public hearing be set for Tuesday, April 29, 2025, at 8:00 a.m. on this said budget.
Second by Barron.
Commissioner Eichelkraut added that $375,000.00 of reserves would be used and if money wasn’t received for our Federal projects, we wouldn’t be able to finish them. We are still waiting for $636,000.00 to be reimbursed for Green Street. Mayor Hasty added that our health insurance line items are over in the current year’s budget and we are looking at our benefits in depth with renewal information coming in the next 2-3 weeks.

Moved by Commissioner Ganiere that a Resolution authorizing the execution of an agreement between the City of Ottawa and Business Employment kills Team Inc., for EMS class reimbursement, which has been on file for public inspection since April 1, 2025, be adopted.
Second by Eichelkraut.

Moved by Commissioner Ganiere that a Resolution authorizing the execution of a lease agreement and an equipment maintenance agreement between the City of Ottawa and Marco Technologies LLC, for a copy machine for the Police Department, be received and placed on file for public inspection.

Moved by Commissioner Pearson that a Resolution authorizing the execution of a proposal from Midwest Testing Services Inc., for East Stevenson Road’s geotechnical report, be received and placed on file for public inspection.

Moved by Commissioner Pearson that the City Clerk be authorized to advertise for Bids for the 2025 Curb Replacement Project. Bids will be received until Tuesday, April 29, 2025, at 10:00 a.m.

Commissioner Barron awarded Bid.
Moved by Commissioner Barron that the Low Bid received from John Pohar & Sons Inc. in the amount of $571,726.10, for the 2025 Watermain replacements, be accepted and paid for from the Water Fund.

Commissioner Barron asked about benchmarks and deliverables. The Mayor added there would be network capabilities.

Mayor Hasty presented Proclamation.
Moved by Mayor Hasty that a Proclamation declaring Friday, April 25, 2025, as Arbor Day in the City of Ottawa, be adopted.

The Mayor added that Arbor Day will be at Central School at 10:30 a.m. Commissioner Barron noted that the City received that the Tree City designation for the 9th year in a row.

Moved by Mayor Hasty that a Resolution authorizing the execution of an amendment to the grant of easement agreement between the City of Ottawa, Corey Rickey, and Amy Rickey for property located at 1753 Green Street, be received and placed on file for public inspection.
