City of Oglesby City Council met April 21

Here are the minutes provided by the council:

The April 21, 2025, meeting of the Oglesby City Council was called to order by Mayor Jason Curran at 6 p.m.

ROLLCALL: Commissioners Rich Baldridge, Austin Cullinan, Gregory McDermott, Hilary Moyle, Mayor Jason Curran. City Clerk Becky Clinard and City Attorney Patrick Barry were present as well.

PUBLIC COMMENTS

There were no comments from the public on agenda items.

A MOTION WAS MADE BY Baldridge, SECONDED By Moyle to approve the April 7, 2025, meeting minutes. AYES: Baldridge, Cullinan, McDermott, Moyle, Curran. MOTION CARRIED.

A MOTION WAS MADE BY Cullinan, SECONDED By Moyle to table the bills presented for payment after a tabulation error was discovered. The minutes will be approved at the special meeting on April 28, 2025. AYES: Baldridge, Cullinan, McDermott, Moyle, Curran. MOTION CARRIED.

A MOTION WAS MADE BY Cullinan, SECONDED By Baldridge to approve the April 11, 2025, payroll in the amount of $46,721.06. AYES: Baldridge, Cullinan, McDermott, Moyle, Curran.

MOTION CARRIED.

The primary matter addressed under new business was the approval of an access road for the wastewater treatment plant. A bid from Pohar was considered, with a base amount of $19,320.

McDermott told the council that additional work, if required, could push the agreement over $25,000.

A MOTION WAS MADE BY McDermott, SECONDED By Baldridge to accept the proposal from Pohar & Sons for work on an access road to the waste water treatment plant at a cost not to exceed $25,300 AYES: Baldridge, Cullinan, McDermott, Moyle, Curran. MOTION CARRIED.

Moyle then asked the council to approve an extension of the agreement with IVCC for the school resource officer. The college needs an agreement in place, but the city is in negotiations with the FOP and that contract will impact the terms of the agreement with IVCC. The extension will be in effect until the new terms are agreed to. There was a question if the agreement could be retroactive to include the SRO officers new rate of pay. Barry told the council it would be incumbent upon them to negotiate that with the college.

A MOTION WAS MADE BY Moyle, SECONDED BY McDermott to extend the SRO agreement with IVCC. AYES: Baldridge, Cullinan, McDermott, Moyle, Curran. MOTION CARRIED.

McDermott told the council that the city had received three bids for Phase One of the wastewater treatment plant with the lowest being $22,725,251 from Vissering Construction, Streator. The city’s engineering firm is reviewing the bids.

A MOTION WAS MADE BY McDermott, SECONDED BY Baldridge to place the bids for Phase 1 of the waste water treatment plant on file. AYES: Baldridge, Cullinan, McDermott, Moyle, Curran.

A MOTION WAS MADE BY McDermott, SECONDED BY Baldridge to approve the Sept. 13, 2025, street closure request by We Are Oglesby for a car show. . AYES: Baldridge, Cullinan, McDermott, Moyle, Curran. MOTION CARRIED.

Public Comments on Any Topic

Brandy Day said she was alarmed by the mayor’s actions in the recent election which contained a referendum to change the city’s form of government. Day faulted Curran for bypassing the council he was elected to work with in an attempt to gain power. Day asked how the city could thrive in an environment where “leadership prioritizes power over people?”

Another resident, Angie Partridge, expressed gratitude for the council’s approval of the road closure. Partridge also asked to be able to give a presentation to the council to discuss the group’s efforts. Partridge expressed the desire to work with the council. Curran told Partridge that the special meeting on April 28 would be a good opportunity for the group to attend and participate in.

Partridge, Day and Curran then exchanged comments about past attempts to meet, with both sides alleging that the other was not making a good faith effort. The discussion ended when Baldridge asked if the discussion was “productive?”

Commissioner Reports

Austin Cullinan, Accounts and Finance Commissioner

❖ Reported that planning for Summer Fun Fest continues, noting that a formal request for volunteers would go out soon on social media. He also announced that Party in the Park, a SFF staple, is getting a makeover this year and will be held on Sunday.

❖ Talked about the new software updates

❖ Thanked everyone involved in a recent push to get letters of support for two projects NCICG will be submitting for funding.

❖ Said that he’s working on a change of the domain for the city website.

Hilary Moyle, Public Health and Safety Commissioner

❖ Announced that Spencer Shaw was named the WAO/City of Oglesby First Responder of the Month.

Gregory McDermott, Streets, Water and Sewer Commissioner

❖ Announced branch chipping is the first full week of May.

❖ Hydrant flushing started April 21. 2025

❖ Told residents on Clark Street that the contractor would be back to address groundcover in the right of way.

Richard Baldridge, Electric and Public Property Commissioner

❖ Announced that the Girls Softball Board received and $8,500 grant from the Oglesby Elks for improvements at the small field. City workers will assist in the improvements.

❖ Read a letter from Axe Church asking for projects to do around the city for “Hope Week.” Baldridge told the council that Parks Director JP Rose had provided a list of projects. Baldridge thanked the Church for their efforts.

❖ Updated on the IMEA solar project, saying that the project should be up and running very soon.

Mayor’s Report

❖ Thanked everyone who wrote letters of support for the projects that NCICG will be submitting on the city’s behalf for congressional grants.

❖ Announced the special meeting on Monday, April 28, 2025, with a public hearing on the annexation agreement with at 5:45 p.m.

A MOTION WAS MADE BY McDermott, SECONDED By Moyle to enter into executive session at 6:33 to discuss the Collective negotiating matters between the public body and its employees or their representatives, or deliberations concerning the salary schedules for one or more classes of employees. 5 ILCS 120/2(c)(2). AYES: Baldridge, Cullinan, McDermott, Moyle, Curran.

MOTION CARRIED.

The Council reentered regular session at 7:57 p.m.
