City of Marseilles City Council met May 7

Here are the minutes provided by the council:

The City Council of the City of Marseilles met in the City Chamber of City Hall at the hour of 6:00 P.M. on May 7, 2025.

Pledge of Allegiance was said.

Roll call showed the following present: Mayor Hollenbeck, Commissioner Kaminski, Small, and Scheib. Absent: Commissioner Buckingham.

Moved by Commissioner Kaminski seconded by Commissioner Small that the minutes from the Council meeting of April 16, 2025, be approved as displayed and placed on file and waive a reading of the minutes. Ayes: Commissioner Kaminski, Small, and Mayor Hollenbeck. Nays: Commissioner Scheib.

Pete Hall addressed the council and spoke about his time as a Marseilles resident.

Moved by Commissioner Kaminski seconded by Commissioner Small that the accounts payable for the last half of April in the amount of $293,208.92 be approved and a warrant be drawn on the City Treasury for the said amount. Ayes: Commissioner Kaminski, Small, and Mayor Hollenbeck. Nays: Commissioner Schieb.

Moved by Commissioner Kaminski seconded by Commissioner Small that the payroll for the last half of April in the amount of $78,419.84 be approved and a warrant be drawn on the City Treasury for said amount. Ayes: Commissioner Kaminski, Small, Scheib, and Mayor Hollenbeck. Nays: None.

Moved by Commissioner Kaminski seconded Commissioner Small that the payment to Phalen Steel in the amount of $83,324.00 for City Hall and Polce Department remodel be approved. Ayes: Commissioner Kaminski, Small, Scheib, and Mayor Hollenbeck. Nays: None.

Moved by Commissioner Small seconded by Commissioner Kaminski that the special event permit application for Marseilles Freedom Fest held June 21, 2025 be approved and the permit fee be waived. Ayes: Commissioner Kaminski, Small, Scheib, and Mayor Hollenbeck. Nays: None.

Moved by Commissioner Small seconded by Commissioner Kaminski that the special event permit application for haunted pool held October 24, 25 and 28, 2025 be approved and the permit fee be waived. Ayes: Commissioner Kaminski, Small, Scheib, and Mayor Hollenbeck. Nays: None.

Commissioner Small said she is working on a 1-year dispatch contract. She said to please be respectful and keep an eye out for children at Broadway Park. If any issues arise, contact the non-emergency police department. She said the Boat Launch and Broadway Park cameras will be installed soon. Also, stated with summer sports starting to be safe while traveling.

Moved by Commissioner Scheib seconded by Commissioner Small that Resolution 2025-5, a resolution for maintenance be adopted. Ayes: Commissioner Kaminski, Small, Scheib, and Mayor Hollenbeck. Nays: None.

Moved by Commissioner Scheib seconded by Commissioner Small that Resolution 2025-6, a resolution for improvement under the Illinois Highway Code be adopted. Ayes: Commissioner Kaminski, Small, Scheib, and Mayor Hollenbeck. Nays: None.

Moved by Commissioner Schieb seconded by Commissioner Small that Resolution 2025-7, a resolution for engineering services agreement be adopted. Ayes: Commissioner Kaminski, Small, Scheib, and Mayor Hollenbeck. Nays: None.

Ryan Owens was announced as receiving a promotion to Assistant Superintendent of streets and water department.

Mayor Hollenbeck read the 56th annual professional municipal clerks week proclamation.

Moved by Mayor Hollenbeck seconded by Commissioner Small that Resolution 2025-8, a resolution appointing Kathy Kocher to the Middle East Tribute Board be adopted.

Ayes: Commissioner Kaminski, Small, Scheib, and Mayor Hollenbeck. Nays: None.

Kathy is taking over for Bob Dupree.

Moved by Mayor Hollenbeck seconded by Commissioner Scheib that Ordinance 1883, an ordinance amending section 132.01 (A) of the municipal code of the City of Marseilles, LaSalle County, Illinois be tabled. Ayes: Commissioner Kaminski, Small, Scheib, and Mayor Hollenbeck. Nays: None.

Moved by Mayor Hollenbeck seconded by Commissioner Kaminski that Ordinance 1884, an ordinance amending Chapter 50 of the municipal code of the City of Marseilles, LaSalle County, Illinois be adopted. Ayes: Commissioner Kaminski, Small, and Mayor Hollenbeck. Nays: Commissioner Schieb.

Mayor Hollenbeck passed out copies of complaint filing with LaSalle County.

*Mayor Hollenbeck passed out copies of a complaint filing on behalf of himself and three city employees against Commissioner Scheib and the City of Marseilles Moved by Commissioner Kaminski seconded by Commissioner Small that the city adjourn to executive session authorized under section 2 (C ) 1 Personnel of the Open Meetings Act and to approve executive session minutes. Ayes: Commissioner Kaminski, Small, and Mayor Hollenbeck. Nays: Commissioner Scheib.

Moved by Commissioner Kaminski seconded by Commissioner Small that the city council reconvene to regular session. Ayes: Commissioner Kaminski, Small, Scheib, and Mayor Hollenbeck. Nays: none.

Moved by Commissioner Kaminski seconded by Commissioner Small the city council now adjourn. Ayes: Commissioner Kaminski, Small, Scheib, and Mayor Hollenbeck.

Nays: None.
