Village of Diamond Village Board of Commission met June 10

Here are the minutes provided by the commission:

The scheduled meeting of the Diamond Village Board was held on Tuesday, June 10, 2025, at 6:00 p.m. with Mayor Teresa “Terry” Kernc presiding. Upon a roll call Commissioners present, Denise Brown, Jeff Kasher, and Dave Warner. Absent-Dean Johnson.

Approval of May 27, 2025, Minutes

MOTION was made by Commissioner Kasher, SECOND by Commissioner Warner to approve the 05-27-2025 meeting minutes and place it on file. All Ayes: Motion Carried.

Approval of June 10, 2025, Bill List

MOTION was made by Commissioner Brown, SECOND by Commissioner Kasher to approve June 10, 2025, bill list and place it on file. All Ayes: Motion Carried.

Approval of the May 2025 Treasurer’s Report

MOTION was made by Commissioner Brown, SECOND by Commissioner Warner to approve the May 2025 Treasurer’s Report. All Ayes: Motion Carried.

Public Comment

New Business

Discuss proposed Residential Subdivision

Bill Slavik presented the Board with plans for the 40-acre property, including the final two phases of Country Meadows. The residential subdivision would include fifty-three single-family homes and thirty-six duplexes. Commissioner Kasher has reservations with slab vs crawl regarding the duplexes.

Conversations were had, the Board decided to move forward with continuing to discuss the proposed planning.

Approval for submission of the Flock Camera Grant for Diamond Market Place

Mayor Kernc received a consensus from the Board to pursue the grant, final approval. The MOTION was made by Commissioner Kasher, SECOND by Commissioner Warner for Approval for submission of the Flock camera grant for Diamond Market Place. All Ayes: Motion Carried.

Approve Plattville Coatings, Inc. to complete roof coating and additional work on the Public Works shop building in the amount of $7,800.00

Mayor Kernc received a consensus from the Board, final approval. MOTION was made by Commissioner Kasher, SECOND by Commissioner Brown to Approve Platteville Coatings, Inc. to complete the roof coating and additional work on the Public Works shop building in the amount of $7,800.00. All Ayes: Motion Carried.

Approve payment to Blunier Builders, Inc. Application No. 3 in the amount of $25,101.00

Mayor Kernc presented the payment. MOTION was made by Commissioner Brown, SECOND by Commissioner Warner to Approve payment to Blunier Builders, Inc. Application No. 3 in the amount of $25,101.00. All Ayes: Motion Carried.

Approve the Will County Sheriff’s Office Law Enforcement Service Contract, effective June 2, 2025, at the cost of $11,510.62 per year

Mayor Kernc presented the contract stating it is billed on previous years’ actual hours for calls for service, not routine patrol. She stated a patrol of 40 hours per week may be necessary in the future.

MOTION was made by Commissioner Brown, SECOND by Commissioner Kasher to Approve Will County Sheriff’s Office Law Enforcement Service Contract, effective June 2, 2025, at the cost of $11,510.62 per year. All Ayes: Motion Carried.

Approve Menards estimate for new Public Works pole building ceiling panels

Mayor Kernc presented the estimate for the ceiling panels from Menards, $10,925.57. She stated that a ComEd grant for $2,500.00 allowed the purchase of 53 LED lights. ComEd to credit the $2,500.00 after the ComEd bill. Commissioner Kasher expressed concerns with the seams when placing the panels. MOTION was made by Commissioner Kasher, SECOND by Commissioner Brown to Approve Menards estimate, with up to an additional $5,000.00 pending consultation with a contractor or builder on installation, for new Public Works pole building ceiling panels. All Ayes: Motion Carried.

Approve putting out a concrete bid for new Public Works pole building

Mayor Kernc stated she would like to put a bid out for concrete at the new Public Works pole building so we are compliant with Will County Stormwater rules & regulations. Commissioner Kasher expressed concerns regarding the gravel not being settled to do the concrete. After discussion, MOTION was made by Commissioner Kasher, SECOND by Commissioner Warner to Approve putting out a concrete bid for new Public Works pole building per the description with Village Engineer Perry for concrete and an alternative bid for gravel with a core test, if necessary. All Ayes: Motion Carried.

Mayor Kernc stated there was nothing significant or out of the ordinary to report.

Public Works Department Updates

Public Works Supervisor Jim Dunning stated the VFD drive on well 3 went out, it was original to the plant, it had 17k run hours, ordered a new one at $26,000.00, to be delivered tomorrow and scheduled to install next week. The storm tile projects are starting next week. The sewer line needed to be replaced at the Village Hall. The clarifier will be painted and in service next week. Continuing to hydro b-boxes and hydro water mains for future replacement.

Mayor Kernc

Mayor Kernc presented a proposed idea from a developer to build apartments at a property zoned for commercial use. The Board did not support this proposed idea for this property as it is zoned for commercial use and is contrary to the comprehensive plan.

MOTION was made to adjourn at 7:38 p.m. by Commissioner Warner, SECOND by Commissioner Kasher. All Ayes: Motion Carried.
