City of Ottawa City Council met June 17

Here are the minutes provided by the council:

Present: Mayor Robert Hasty, Commissioners Wayne E. Eichelkraut Jr., Thomas G. Ganiere, and Brent F. Barron.

Absent: Marla K. Pearson.

Commissioner Eichelkraut presented minutes of previous meeting.

Moved by Commissioner Eichelkraut that the minutes of a regular meeting of the Council of the City of Ottawa, Illinois, held on Tuesday, June 3, 2025, be approved as recorded in the permanent files of the City Clerk.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Barron, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Proclamation.

Moved by Mayor Hasty that a Proclamation celebrating June 20, 2025, as Francis Killelea Day in the City of Ottawa, be adopted.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Barron, and Mayor Hasty.

Nays: None.

A public hearing was held on 7 annexation agreements in Fields Hill. Corporation Counselor Christina Cantlin, noted that the 7 parcels are currently not contiguous, but will be annexed when they are. With no one publicly commenting, the hearing was declared closed at 7:03 p.m.

A second public hearing was held on 7 surrounded Southside parcels. The parcels are being annexed to clear up a mapping mistake with LaSalle County, so that we can start receiving property tax income. With no one publicly commenting, the hearing was declared closed at 7:05 p.m.

Commissioner Eichelkraut presented Biweekly Salary Payroll.

Moved by Commissioner Eichelkraut that the Biweekly Salary Payroll of June 6, 2025, in the amount of $641,929.81, be approved and warrants issued.

Second by Barron.

Commissioner Eichelkraut presented Bimonthly Expense Report.

Moved by Commissioner Eichelkraut that the Bimonthly Expense Report dated June 17, 2025, showing expenses in the amount of $1,620,830.43, be approved and warrants issued.

Ayes: Eichelkraut, Ganiere, Barron, and Mayor Hasty.

Nays: None.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of a contract renewal of the transit service agreement between the City of Ottawa and the Illinois Department of Veterans Affairs, for NCAT, be received and placed on file for public inspection.

Second by Barron.

Commissioner Eichelkraut wished City Treasurer Don Harris a Happy Birthday!

Commissioner Ganiere presented Resolution.

Moved by Commissioner Ganiere that a Resolution authorizing the execution of 7 employment agreements for the Police and Fire Management and IT personnel, which has been on file for public inspection since June 3, 2025, be adopted.

Second by Eichelkraut.

Commissioner Ganiere presented Request.

Moved by Commissioner Ganiere that the Request from the Ottawa Police Department to purchase a 2023 Jeep Grand Cherokee from Sierra Motor Mall in the amount of $25,218.70, be approved and paid for from the General Corporate Fund.

Second by Barron.

Commissioner Ganiere presented Quote.

Moved by Commissioner Ganiere that the Quote received from Stryker Sales LLC in the amount of $10,512.16 to purchase 2 Stair Pro’s for the Ottawa Fire Department, be approved and paid for from the General Corporate Fund.

Commissioner Ganiere presented Mayor Hasty with a City Code Book from 1891.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution authorizing the execution of a proposal with Marseilles Sheet Metal Inc., for the Police & Fire Station HVAC preventative maintenance, which has been on file for public inspection since June 3, 2025, be adopted.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Barron, and Mayor Hasty.

Mayor Hasty awarded Bid.

Moved by Mayor Hasty that the Low Bid received from Ruiz Construction in the amount of $48,511.00 for the IVCC Ottawa Center South deck replacement project, be accepted, approved, and paid for from the General Corporate Fund.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution appropriating $549,000.00 of Motor Fuel Tax Funds, be adopted.

Moved by Mayor Hasty that a Resolution authorizing the execution of a proposal between the City of Ottawa and Chamlin & Associates for the Main Street Bridge underwater inspection, be received and placed on file for public inspection.

Commissioner Barron presented Resolution.

Moved by Commissioner Barron that a Resolution authorizing the execution of amendment #2 to the agreement for professional services between the City of Ottawa and Fehr Graham for the new Wastewater Treatment Plant, which has been on file for public inspection since June 3, 2025, be adopted.

Second by Ganiere.

Mayor Hasty presented Ordinance.

Moved by Mayor Hasty that an Ordinance vacating a portion of a public street known as the alley located between 600 Columbus Street and 110 E. Main Street to OBC1 LLC, be passed and approved.

Moved by Mayor Hasty that a Resolution authorizing the execution of an intergovernmental agreement between the City of Ottawa and the Illinois Emergency Management Agency and the Office of Homeland Security, for the Green Street project, which has been on file for public inspection since June 3, 2025, be adopted.

Moved by Mayor Hasty that a Resolution authorizing the execution of 6 annexation agreements between the City of Ottawa and various property owners in Fields Hill, be received and placed on file. Be it further moved a public hearing be set for Tuesday, July 1, 2025, at 7:00 p.m. on these said annexation agreements.

Moved by Mayor Hasty that a Resolution authorizing the execution of an engineering and land surveying services agreement between the City of Ottawa and Etscheid Duttlinger & Associates Inc., for the parking lot improvements at 1120 Canal Street, be received and placed on file for public inspection.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution approving and authorizing the execution of an option to purchase and right of first refusal agreement to purchase Unit 5 in the Ottawa Industrial Park, between the City of Ottawa, Ann Parr, Mary Jane Parr, Susan Rechner and Sam S. Parr, be received and placed on file for public inspection.

Second by Eichelkraut.

Mayor Hasty presented Ordinance.

Moved by Mayor Hasty that an Ordinance authorizing the execution of an amended and restated development agreement between the City of Ottawa and Heritage Harbor Ottawa Resort Development LLC, which has been on file for public inspection since June 3, 2025, be passed and approved.

Moved by Mayor Hasty that an Ordinance authorizing the approval of the amendment to the professional services agreement between Jacob & Klein Ltd. and Heritage Harbor Ottawa Resort Development LLC, which has been on file for public inspection since June 3, 2025, be passed and approved.

Moved by Mayor Hasty that an Ordinance approving and adopting an extension to the redevelopment plan, projects, redevelopment project area, and tax increment financing for the Ottawa I-80 North TIF District, be passed and approved.

Mayor Hasty presented Ordinance.

Moved by Mayor Hasty that an Ordinance approving and adopting an extension to the  redevelopment plan, projects, redevelopment project area, and tax increment financing for the Ottawa U.S. Route 6 East TIF District, be passed and approved.

Moved by Mayor Hasty that this Council recess into Closed Session to discuss matters of personnel, collective bargaining, purchase or lease of real estate, sale or lease of real estate, and litigation.
