City of Ottawa City Council met June 17

Present: Mayor Robert Hasty, Commissioners Wayne E. Eichelkraut Jr., Thomas G. Ganiere, and Brent F. Barron.
Absent: Marla K. Pearson.
Commissioner Eichelkraut presented minutes of previous meeting.
Moved by Commissioner Eichelkraut that the minutes of a regular meeting of the Council of the City of Ottawa, Illinois, held on Tuesday, June 3, 2025, be approved as recorded in the permanent files of the City Clerk.
Second by Ganiere.

Mayor Hasty presented Proclamation.
Moved by Mayor Hasty that a Proclamation celebrating June 20, 2025, as Francis Killelea Day in the City of Ottawa, be adopted.

A public hearing was held on 7 annexation agreements in Fields Hill. Corporation Counselor Christina Cantlin, noted that the 7 parcels are currently not contiguous, but will be annexed when they are. With no one publicly commenting, the hearing was declared closed at 7:03 p.m.
A second public hearing was held on 7 surrounded Southside parcels. The parcels are being annexed to clear up a mapping mistake with LaSalle County, so that we can start receiving property tax income. With no one publicly commenting, the hearing was declared closed at 7:05 p.m.
Commissioner Eichelkraut presented Biweekly Salary Payroll.
Moved by Commissioner Eichelkraut that the Biweekly Salary Payroll of June 6, 2025, in the amount of $641,929.81, be approved and warrants issued.

Commissioner Eichelkraut presented Bimonthly Expense Report.
Moved by Commissioner Eichelkraut that the Bimonthly Expense Report dated June 17, 2025, showing expenses in the amount of $1,620,830.43, be approved and warrants issued.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of a contract renewal of the transit service agreement between the City of Ottawa and the Illinois Department of Veterans Affairs, for NCAT, be received and placed on file for public inspection.

Moved by Commissioner Ganiere that the Request from the Ottawa Police Department to purchase a 2023 Jeep Grand Cherokee from Sierra Motor Mall in the amount of $25,218.70, be approved and paid for from the General Corporate Fund.

Moved by Mayor Hasty that a Resolution authorizing the execution of a proposal with Marseilles Sheet Metal Inc., for the Police & Fire Station HVAC preventative maintenance, which has been on file for public inspection since June 3, 2025, be adopted.

Mayor Hasty awarded Bid.
Moved by Mayor Hasty that the Low Bid received from Ruiz Construction in the amount of $48,511.00 for the IVCC Ottawa Center South deck replacement project, be accepted, approved, and paid for from the General Corporate Fund.
