City of Ottawa City Council met July 1

Here are the minutes provided by the council:

Present: Mayor Robert Hasty, Commissioners Wayne E. Eichelkraut Jr., Thomas G. Ganiere, and Marla K. Pearson.

Absent: Brent F. Barron.

Commissioner Eichelkraut presented minutes of previous meeting.

Moved by Commissioner Eichelkraut that the minutes of a regular meeting of the Council of the City of Ottawa, Illinois, held on Tuesday, June 17, 2025, be approved as recorded in the permanent files of the City Clerk.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, and Mayor Hasty.

Nays: None.

Sean Garrett, is the owner & developer of 28 acres on Etna Road. He is looking forward to this development and more in the future.

A public hearing was held on 6 annexation agreements in Fields Hill. Corporation Counselor Christina Cantlin, noted that the 6 parcels are currently contiguous, so they are ready for annexation. With no one publicly commenting, the hearing was declared closed at 7:03 p.m.

Commissioner Eichelkraut presented Biweekly Salary Payroll.

Moved by Commissioner Eichelkraut that the Biweekly Salary Payroll of June 20, 2025, in the amount of $664,076.81, be approved and warrants issued.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, and Mayor Hasty.

Nays: None.

Commissioner Eichelkraut presented Bimonthly Expense Report.

Moved by Commissioner Eichelkraut that the Bimonthly Expense Report dated July 1, 2025, showing expenses in the amount of $609,846.79, be approved and warrants issued.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, and Mayor Hasty.

Nays: None.

Commissioner Eichelkraut presented Monthly Financial Report.

Moved by Commissioner Eichelkraut that the Monthly Financial Report of City Clerk, Shelly L. Roalson, for the month of May 2025, be received and placed on file.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, and Mayor Hasty.

Nays: None.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of a contract renewal of the transit service agreement between the City of Ottawa and the Illinois Department of Veterans Affairs, for NCAT, which has been on file for public inspection since June 17, 2025, be adopted.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, and Mayor Hasty.

Nays: None.

Commissioner Eichelkraut wished everyone a Happy 4th of July!

Commissioner Ganiere presented Report of Police Chief.

Moved by Commissioner Ganiere that the Report of Police Chief, Michael J. Cheatham, for the month of June 2025, be received and placed on file.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, and Mayor Hasty.

Nays: None.

Commissioner Ganiere presented Report of Fire Chief.

Moved by Commissioner Ganiere that the Report of Fire Chief, Brian R. Bressner, for the month of June 2025, be received and placed of file.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, and Mayor Hasty.

Nays: None.

Commissioner Ganiere presented motion.

Moved by Commissioner Ganiere that the Invoice received from Currie Motors Fleet to purchase a 2025 Ford F-150 truck in the amount of $47,448.00 and the Invoice received from Terry’s Ford to purchase a 2025 Ford Explorer in the amount of $45,424.00, both for the Ottawa Police Department be approved and paid for from the General Corporate Fund.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, and Mayor Hasty.

Nays: None.

Commissioner Ganiere presented Ordinance,

Moved by Commissioner Ganiere that an Ordinance authorizing the sale of personal property in a 2016 Ford Explorer from the Ottawa Police Department, be passed and approved.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, and Mayor Hasty.

Nays: None.

Commissioner Ganiere also wished everyone a Happy 4th of July!

Commissioner Pearson presented Resolution.

Moved by Commissioner Pearson that a Resolution authorizing the execution of a proposal with Marseilles Sheet Metal Inc., for preventative maintenance for the IVCC satelite building, Riordan Pool and City Hall, be received and placed on file for public inspection.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, and Mayor Hasty.

Nays: None.

Commissioner Pearson presented Resolution.

Moved by Commissioner Pearson that a Resolution authorizing the execution of a proposal between the City of Ottawa and Chamlin & Associates for the Main Street Bridge underwater inspection, which has been on file for public inspection since June 17, 2025, be adopted.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, and Mayor Hasty.

Nays: None.

Moved by Mayor Hasty that the Report of Registrar, Shelly L. Roalson, for the month of June 2025, be received and placed on file.

Mayor Hasty presented Report of Parking Administration.

Moved by Mayor Hasty that the Report of the Parking Administration Department showing fines collected of $1,924.00 for the month of June 2025, be received and placed on file.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Report of Building Official.

Moved by Mayor Hasty that the Report of Building Official, Mathew W. Stafford, for the month of June 2025, be received and placed on file.

Second by Pearson.

Mayor Hasty presented Report of Sidewalk Program.

Moved by Mayor Hasty that the Report of the Sidewalk Program showing 2 participants in the amount of $11,157.00 for the month of June 2025, be approved and paid for from the General Corporate Fund.

Second by Ganiere.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution authorizing the execution of 6 annexation agreements between the City of Ottawa and various property owners in Fields Hill, which has been on file for public inspection since June 17, 2025, be adopted.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution authorizing the execution of an engineering and land surveying services agreement between the City of Ottawa and Etscheid, Duttlinger & Associates Inc., for the parking lot improvements at 1120 Canal Street, which has been on file for public inspection since June 17, 2025, be adopted.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution approving and authorizing the execution of anoption to purchase and right of first refusal agreement to purchase Unit 5 in the Ottawa Industrial Park, between the City of Ottawa, Ann Parr, Mary Jane Parr, Susan Rechner and Sam S. Parr, which has been on file for public inspection sine June 17, 2025, be adopted.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Ordinance.

Moved by Mayor Hasty that an Ordinance annexing certain territory to the City of Ottawa, LaSalle County, Illinois, owned by Arthur and Ellen Mueller as Co-Trustees for property located at 2114 Fields Place, be passed and approved.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Ordinance.

Moved by Mayor Hasty that an Ordinance annexing certain territory to the City of Ottawa, LaSalle County, Illinois, owned by Clarence Conrad as Trustee for property located at 2111 Fields Place, be passed and approved.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, and Mayor Hasty.

Nays: None. 

Mayor Hasty presented Ordinance.

Moved by Mayor Hasty that an Ordinance annexing certain territory to the City of Ottawa, LaSalle County, Illinois, owned by James Clark Jr. for property located at 2105 Caton Road, be passed and approved.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Ordinance.

Moved by Mayor Hasty that an Ordinance annexing certain territory to the City of Ottawa, LaSalle County, Illinois, owned by Amanda Robinson for property located at 2120 Caton Road, be passed and approved.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Ordinance.

Moved by Mayor Hasty that an Ordinance annexing certain territory to the City of Ottawa, LaSalle County, Illinois, owned by Max & Alexandra Pierce for property located at 115 Beveridge Avenue, be passed and approved.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Ordinance.

Moved by Mayor Hasty that an Ordinance annexing certain territory to the City of Ottawa, LaSalle County, Illinois, owned by Guy Hadsell for property located at 2218 Spencer Place, be passed and approved.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Report of Plan Commission.

Moved by Mayor Hasty that the Report of the Plan Commission meeting held on Monday, April 28, 2025, and Monday, June 23, 2025, considering the conditional use permit request for a self storage facility from Columbus Development and Sean Garrett for property located at 550 E. Etna Road, be received and placed on file. Be it further moved, the Council concur with the recommendations of the Plan Commission and the conditional use permit be granted and the follow up Ordinance be passed and approved.

Second by Eichelkraut.

Commissioner Ganiere commented that he was happy to hear that the project would be adding more screening.

Ayes: Eichelkraut, Ganiere, Pearson, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Report of Plan Commission.

Moved by Mayor Hasty that the Report of the Plan Commission meeting held on Monday, June 23, 2025, considering the rezoning request from Lucas Enterprises LLC for property located South of Fosse Road and West of IL Route 23, be received and placed on file. Be it further moved, the Council concur with the recommendations of the Plan Commission and the property be rezoned from Class “A-1 Single Family Residence District” to Class “R-Rural District” and the follow up Ordinance be passed and approved.

Second by Eichelkraut.

Mayor Hasty noted that the property island locked by the railroad tracks.

Ayes: Eichelkraut, Ganiere, Pearson, and Mayor Hasty.

Nays: None.

The Mayor added that a meeting will held on July 21, 2025 at 5:30 p.m. at City Hall with the CHO group. The CHO group is looking for volunteers to speak at the August 12th meeting.

Mayor Hasty presented motion to adjourn.

Moved by Mayor Hasty that this regular meeting be adjourned.

Second by Eichelkraut.
