Village of Seneca Village Council met July 7

Here are the minutes provided by the council:

Seneca Village Council held a regularly scheduled Council meeting at Seneca Village Hall on July 7, 2025 and the meeting was called to order at 5:30 p.m.

Roll Call: Present: Mayor Olson, Commissioners Higgins, Peddicord and Victor

Absent: Weber

Also Present: Village Clerk Jennifer Peddicord and Attorney Bryan Wellner

All stood for the Pledge of Allegiance to the Flag of the United States of America.

A motion was made by Comm. Peddicord and seconded by Comm. Victor to approve the June 16, 2025 council meeting minutes as presented.

Roll Call: Ayes: Olson, Higgins, Peddicord and Victor

Nays: None

Absent: Weber

A motion was made by Comm. Peddicord and seconded by Comm. Higgins to approve the June 20, 2025 special council meeting minutes as presented.

Roll Call: Ayes: Olson, Higgins, Peddicord and Victor

Nays: None

Absent: Weber

A motion was made by Comm. Victor and seconded by Comm. Peddicord to approve the payment of bills as presented.

COMMUNICATIONS, PETITIONS, REPORTS AND ADDITIONAL AGENDA ITEMS:

OLD BUSINESS:

Commissioner Peddicord: A motion was made by Comm. Peddicord and seconded by Comm. Victor to approve the adoption of Ordinance 25-22, An Ordinance Amending the Text of the Zoning Ordinance to Include the Keeping of Backyard Chickens as a Permitted Use in Certain Residential Districts. Roll Call: Ayes: Olson, Higgins, Peddicord and Victor

COMMISSIONER'S REPORT AND NEW BUSINESS:

PUBLIC PROPERTY, WATER & SEWER - WEBER:

A motion was made by Comm. Higgins and seconded by Comm. Peddicord to approve an expenditure to James Olson d/b/a Olson's Iron and Disposal Recycling in the amount of $9,000.00 for clean-up days.

Nays: None

Abstain: Olson

Absent: Weber

A motion was made by Comm. Higgins and seconded by Comm. Victor to approve an expenditure to Illinois Environmental Protection Agency in the amount of $5,000.00 for annual NPDES (National Pollutant Discharge Elimination System) fee.

ACCOUNTS AND FINANCE - VICTOR:

A motion was made by Comm. Victor and seconded by Comm. Peddicord to approve an expenditure to Wex Bank in the amount of $3,942.10 for fuel expenses.

STREETS - HIGGINS:

A motion was made by Comm. Higgins and seconded by Comm. Peddicord to approve an expenditure to Hooks Excavating, Inc. in the amount of $3,250.00 for hauling gravel. This is for the Valley View road bed.

Roll Call: Ayes: Olson, Higgins, Peddicord and Victor

Nays: None

A motion was made by Comm. Higgins and seconded by Comm. Victor to approve an expenditure to Central Limestone Co., Inc. in the amount of $4,269.81 for gravel for streets program.

Nays: None

A motion was made by Comm. Higgins and seconded by Comm. Victor to approve an expenditure to Knoebel Concrete in the amount of $4,600.00 and to Western Sand & Gravel in the amount of $2,600.00 for sidewalk replacement. This is for the sidewalks by the high school bus barn, by the old high school walking bridge, and by Fitness Factory. All sidewalks have been completed.

PUBLIC HEALTH AND SAFETY - PEDDICORD:

A motion was made by Comm. Peddicord and seconded by Comm. Victor to approve the transfer of Officer Anthony Puleo from part-time to full-time at the hourly rate of $36.04. This is a lateral transfer.

Nays: None

PUBLIC AFFAIRS - OLSON:

A motion was made by Comm. Peddicord and seconded by Comm. Higgins to approve the adoption of Resolution No. 641, Semi-Annual Release of Executive Session Minutes.

Nays: None

PUBLIC COMMENT:

Jack Ferguson expressed support for Chief Cruz.

A motion was made by Comm. Victor and seconded by Comm. Peddicord to adjourn the council meeting.

The motion carried and the meeting adjourned at 5:39 p.m.
