City of Marseilles City Council met July 16
Here are the minutes provided by the council:
The City Council of the City of Marseilles met in the City Chamber of City Hall at 200 Riverfront Dr. at the hour of 6:00 P.M. on July 16, 2025.
Pledge of Allegiance was said.
Roll call showed the following present: Mayor Hollenbeck, Commissioner Kaminski, Small, Scheib, and Buckingham. Absent: None.
Mayor Hollenbeck made an announcement regarding council meeting rules and conduct.
He asked for no outburst and speakers to stay within a 5 minute timeframe. Mayor Hollenbeck said to pick a spokesperson if multiple people want to speak about the same topic.
Moved by Commissioner Kaminski seconded by Commissioner Buckingham that the minutes from the Council meeting of July 2, 2025, be approved as displayed and placed on file. Ayes: Commissioner Kaminski, Small, Buckingham, and Mayor Hollenbeck.
Nays: Commissioner Scheib.
Commissioner Scheib said he has an issue with the recap of the council minute posted on the City of Marseilles website. He asked the corporate counselor if amended minutes are posted correctly. Christina Cantlin said amended minutes can be posted before the amendment is approved. She then explained board minute posting requirements.
Resident Bob Hauge thanked the council for buying the new City Hall Police Department building. Bob said he loves that the city purchased the building.
Melissa Pointer addressed the council regarding FOIA concerns.
Resident Denise Parini asked about TIF 2 on 200 Riverfront Drive property. Denise suggested a raise for Commissioners and Mayor. Denise asked if tax exemption has been filed for 200 Riverfront Drive. Chrsitina Cantlin said the tax exemption has been filed.
Denise asked why the donation boxes are not back out for use, she said this is a first amendment violation. Denise said she is upset by an e-mail that was sent out associating her as a member of the Scheib Tribe.
Cathi McMickens said she found it offensive for Mayor Hollenbeck to take a selfie at church and post the picture on social media.
Moved by Commissioner Kaminski seconded by Commissioner Buckingham that the accounts payable for the first half of July in the amount of $276,550.35 be approved and
a warrant be drawn on the City Treasury for the said amount. Ayes: Commissioner
Kaminski, Small, Buckingham, and Mayor Hollenbeck. Nays: Commissioner Scheib.
Moved by Commissioner Kaminski seconded by Commissioner Small that the payroll for the first half of July in the amount of $100,745.19 be approved and a warrant be drawn on the City Treasury for said amount. Ayes: Commissioner Kaminski, Small, Buckingham, and Mayor Hollenbeck. Nays: Commissioner Scheib.
Moved by Commissioner Kaminski seconded by Commissioner Small that Ordinance 1888, an appropriation ordinance for 2025-2026 be adopted. Ayes: Commissioner Kaminski, Small, Buckingham, and Mayor Hollenbeck. Nays: Commissioner Scheib.
Moved by Commissioner Kaminski seconded by Commissioner Scheib that the payment to Phalen Steel in the amount of $4,048.00 for the City Hall and Police Department remodel project be approved. Ayes: Commissioners Kaminski, Small, Scheib, Buckingham, Mayor Hollenbeck. Nays: None.
Moved by Commissioner Small seconded by Commissioner Kaminski that the special event permit application for Midwest OCR held September 27, 2025 be approved. Ayes: Commissioners Kaminski, Small, Scheib, Buckingham, Mayor Hollenbeck. Nays: None.
Moved by Commissioner Small seconded by Commissioner Kaminski that the intergovernmental agreement for communication services between the City of Ottawa and the City of Marseilles be approved. Ayes: Commissioners Kaminski, Small, Scheib, Buckingham, Mayor Hollenbeck. Nays: None.
Commissioner Small said the bike rodeo will be held 7/19/25. Commissioner Small asked why the donation boxes are not out for use. She asked everyone to respect Broadway Park. She thanked the beautification committee for all their hard work on main street. She said the Marseilles fireman’s car show will be held on August 9, 2025.
Commissioner Scheib asked why the donation boxes are not out for use. Commissioner Scheib said he would like to make Tolin Street 1-way, traveling West. He said people are traveling very quickly on Tolin Street. Police Chief Todd Gordon said no complaints have been made. Commissioner Scheib said he will contact IDOT for a traffic study.
*Commissioner Scheib stated that he has asked for an investigation into the release of the Rogers HR Report to a member of the public.
Moved by Commissioner Scheib seconded by Commissioner Small that bids for the 2025 street resurfacing program be authorized to advertise. Bid opening will be held August 6, 2025 at 6:00 P.M. at city hall chambers. Ayes: Commissioners Kaminski, Small, Scheib, Buckingham, Mayor Hollenbeck. Nays: None.
Commissioner Buckingham thanked his department for receiving a certificate for maintaining perfect compliance on water.
Moved by Mayor Hollenbeck seconded by Commissioner Kaminski that Resolution 2025-12, a resolution appointing Bob Hornbeck to the Plan Commissioner Board be approved. Ayes: Commissioners Kaminski, Small, Scheib, Buckingham, Mayor Hollenbeck. Nays: None. Bob Hornbeck is relacing Jackie Hanlon.
Commissioner Scheib asked why Bob wants to be on Plan Commission board. Bob said he’d like to make the town better and he’s lived here for many years.
Moved by Mayor Hollenbeck seconded by Commissioner Small that Resolution 2025-13, a resolution appointing Denise Vangelisti to the Recreation Board be adopted. Ayes: Commissioner Kaminski, Small, Scheib, Buckingham, Mayor Hollenbeck. Nays: None.
Denise Vangelisti is replacing Brian Day. Commissioner Scheib asked why Denise wants to be on the Recreation Board. Denise said she has been helping with the board for over 2 years.
Mayor Hollenbeck said he reached out to Attorney Cantlin regarding the Republic garbage strike. Since Republic is a private company there is nothing, the city can do.
Mayor Hollenbeck is working with surrounding Mayor’s to come up with a letter to send Republic regarding lack of service. Commissioner Buckingham said he doesn’t believe the city should get involved.
