City of Ottawa City Council met July 15

Here are the minutes provided by the council:

Present: Mayor Robert Hasty, Commissioners Wayne E. Eichelkraut Jr., and Marla K. Pearson.

Absent: Thomas G. Ganiere and Brent F. Barron.

Commissioner Eichelkraut presented minutes of previous meeting.

Moved by Commissioner Eichelkraut that the minutes of a regular meeting of the Council of the City of Ottawa, Illinois, held on Tuesday, July 1, 2025, and the minutes of a special meeting held on Monday, July 7, 2025, both be approved as recorded in the permanent files of the City Clerk.

Second by Pearson.

Ayes: Eichelkraut, Pearson, and Mayor Hasty.

Nays: None.

Commissioner Eichelkraut presented Biweekly Salary Payroll.

Moved by Commissioner Eichelkraut that the Biweekly Salary Payroll of July 3, 2025, in the amount of $711,933.81, be approved and warrants issued.

Second by Pearson.

Ayes: Eichelkraut, Pearson, and Mayor Hasty.

Nays: None.

Commissioner Eichelkraut presented Bimonthly Expense Report.

Moved by Commissioner Eichelkraut that the Bimonthly Expense Report dated July 15, 2025, showing expenses in the amount of $2,038,177.11, be approved and warrants issued.

Second by Pearson.

Ayes: Eichelkraut, Pearson, and Mayor Hasty.

Nays: None.

Commissioner Eichelkraut presented Monthly Financial Report.

Moved by Commissioner Eichelkraut that the Monthly Financial Report of City Clerk, Shelly L. Roalson, for the month of June 2025, be received and placed on file.

Second by Pearson.

Ayes: Eichelkraut, Pearson, and Mayor Hasty.

Nays: None.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of transit service agreements between the City of Ottawa and multiple entities regarding public transportation through NCAT, be received and placed on file for public inspection.

Second by Pearson.

Ayes: Eichelkraut, Pearson, and Mayor Hasty.

Nays: None.

Commissioner Eichelkraut made several Special Event announcements which included a Special Events Committee Pool Party on August 3, 2025, Kids Fishing Rodeo from 5p-7p on July 31, 2025, Drinkin with Lincoln on July 25 and July 26, 2025 which includes a 3 hour set incorporated with Music in the Park by Rosie and the Rivets, and Jordan Block Commissioner Pearson presented Resolution.

Moved by Commissioner Pearson that a Resolution authorizing the execution of a proposal with Marseilles Sheet Metal Inc., for preventative maintenance for the IVCC satelite building, Riordan Pool and City Hall, which has been on file for public inspection since July 1, 2025, be adopted.

Second by Eichelkraut.

Ayes: Eichelkraut, Pearson, and Mayor Hasty.

Nays: None.

Commissioner Pearson awarded Bid.

Moved by Commissioner Pearson that the Bid received from Advanced Asphalt Company in the amount of $804,841.75 for the 2025 Street Maintenance program be accepted and paid for form the Motor Fuel Tax and General Corporate Funds.

Second by Eichelkraut.

Ayes: Eichelkraut, Pearson, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution approving and authorizing the execution of employment agreements for appointed City Officials in Piper Nanouski as full time Recreation Director and Haley Roalson as Benefits Coordinator, which has been on file for public inspection since July 7, 2025, be adopted.

Second by Pearson.

Ayes: Eichelkraut, Pearson, and Mayor Hasty.

Nays: None.

Mayor Hasty presented motion to adjourn.

Moved by Mayor Hasty that this regular meeting be adjourned.

Second by Eichelkraut.
