City of LaSalle Finance Committee met July 21

CALL TO ORDER

Chairman Ptak called the meeting to order at 6:00 p.m.

ROLL CALL

Present: Chairman Ptak, Aldermen Demes, Thompson, Reynolds, Lavieri, Jeppson, Herndon, and Crane

Others Present: Deputy Clerk Brent Bader, Economic Development Director Curt Bedei, Fire Chief Jerry Janick, and City Engineer Brian Brown

A quorum was present.

APPROVAL OF MINUTES

Moved by Alderman Reynolds and seconded by Alderman Thompson to approve the minutes of the Finance Committee meeting from the July 7, 2025, meeting.

Voice vote, all ayes. Motion carried.

DISCUSSION AND RECOMMENDATIONS

Chief Jerry Janick explained that the number of fire department personnel has doubled, making it crucial for department policies to meet industry standards. Partnering with Lexipol will help ensure policies comply with Illinois law, case law, and best practices and that critical training is accomplished. The program will be customized to the La Salle Fire Department and after the 6-12-month development process, daily training bulletins will be provided with the possibility of over 178 topics being covered. The bulletins will be accessible on employees’ telephones or desktops. Chairman Ptak added that Lexipol is a national public safety policy management system. Janick indicated Ottawa, Spring Valley, and Utica Fire Departments use Lexipol as does the La Salle County Sheriff’s Office; all are reportedly happy with the service. Funding would be appropriated from Law Appropriations. Janick mentioned that because the La Salle Fire Department belongs to the Illinois Fire Chiefs Association, there is a 10% discount on the fee.

Moved by Alderman Thompson and seconded by Alderman Demes to recommend to the Council to approve entering into an agreement with Lexipol to provide full implementation of Fire Policy and Annual Fire Policy Manual with Daily Training Bulletins at a cost of $22,849.20 and related matters.
