City of Ottawa City Council met Aug. 5

Here are the minutes provided by the council:

Present: Mayor Robert Hasty, Commissioners Wayne E. Eichelkraut Jr., Thomas G. Ganiere, Marla K. Pearson and Brent F. Barron.

Absent: None.

Commissioner Eichelkraut presented minutes of previous meeting.

Moved by Commissioner Eichelkraut that the minutes of a regular meeting of the Council of the City of Ottawa, Illinois, held on Tuesday, July 15, 2025, be approved as recorded in the permanent files of the City Clerk.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

A moment of silence was held for former City Clerk, Bette (Elizabeth) Taylor, who recently passed away.

Commissioner Eichelkraut presented Biweekly Salary Payrolls.

Moved by Commissioner Eichelkraut that the Biweekly Salary Payroll of July 18, 2025, in the amount of $696,861.37, and the Biweekly Salary Payroll of August 1, 2025, in the amount of $714,599.55, both be approved and warrants issued.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Commissioner Eichelkraut presented Bimonthly Expense Report.

Moved by Commissioner Eichelkraut that the Bimonthly Expense Report dated August 5, 2025, showing expenses in the amount of $1,365,618.60, be approved and warrants issued.

Second by Barron.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution approving and authorizing the execution of an employment agreement for Austin White as full time NCAT Bus Operator, be received and placed on file for public inspection.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of transit service agreements between the City of Ottawa and multiple entities regarding public transportation through NCAT, which has been on file for public inspection since July 15, 2025, be adopted.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of transit service agreements between the City of Ottawa, Goldwater Care Marseilles, the Center for Youth & Family Solutions, and the Earlville Lions Club, regarding public transportation through NCAT, be received and placed on file for public inspection.

Second by Barron.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution and amendment to the Downstate Operating Assistance Grant agreement for NCAT, be received and placed on file for public inspection.

Commissioner Eichelkraut commented on a fantastic week of Friendship Day activities.

Commissioner Ganiere presented Report of Police Chief.

Moved by Commissioner Ganiere that the Report of Police Chief Michael J. Cheatham, for the month of July 2025, be received and placed on file.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Commissioner Ganiere presented Report of Fire Chief.

Moved by Commissioner Ganiere that the Report of Fire Chief Brian R. Bressner, for the month of July 2025, be received and placed on file.

Second by Pearson.

Nays: None.

Commissioner Ganiere presented Resolution.

Moved by Commissioner Ganiere that a Resolution authorizing the execution of an intergovernmental agreement for communication services between the City of Ottawa and the City of Marseilles, for dispatching services, be received and placed on file for public inspection.

Second by Barron.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Commissioner Ganiere presented Resolution.

Moved by Commissioner Ganiere that a Resolution authorizing the execution of an intergovernmental agreement for communication services between the City of Ottawa and the Marseilles Fire Protection District, for dispatching services, be received and placed on file for public inspection.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Commissioner Ganiere presented Quotes.

Moved by Commissioner Ganiere that the Quotes received from Cole Communications in the amounts of $12,045.96 and $13,886.88, to outfit the new Police squads with equipment, be accepted and paid for from the General Corporate Fund.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Commissioner Pearson announced that we received approval to proceed with the Stevenson Road project.

Commissioner Barron noted that the Canal Street project is going according to plan.

Mayor Hasty presented Report of Registrar.

Moved by Mayor Hasty that the Report of Registrar Shelly L. Roalson, for the month of July 2025, be received and placed on file.

Second by Eichelkraut.

Mayor Hasty presented Report of Parking Administration.

Moved by Mayor Hasty that the Report of the Parking Administration Department showing fines collected of $2,551.00 for the month of July 2025, be received and placed on file.

Mayor Hasty presented Report of Building Official.

Moved by Mayor Hasty that the Report of Building Official Mathew W. Stafford, for the month of July 2025, be received and placed on file.

Mayor Hasty presented Report of Sidewalk Program.

Moved by Mayor Hasty that the Report of the Sidewalk Program showing 1 participant in the amount of $335.00 for the month of July 2025 be received and paid for from the General Corporate Fund.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution authorizing the execution of a memorandum of agreement between the City of Ottawa and Reach Strategies, for the transportation electrification plan, be received and placed on file for public inspection.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution approving and authorizing the execution of an option to purchase and right of first refusal agreement between the City of Ottawa and Providence Bank & Trust, regarding Unit 3 in the Ottawa Industrial Park, be received and placed on file for public inspection.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution to enter into an agreement for administration and coordination services with NCICG for a Community Development Block Grant for a new Pads homeless shelter in Ottawa, be received and placed on file for public inspection.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Mayor Hasty presented Proclamation.

Moved by Mayor Hasty that Proclamation naming Tuesday, August 12, 2025, as Gerald Hulsander Day in the City of Ottawa, be adopted.

Second by Eichelkraut.

Nays: None.

Mayor Hasty added that Friendship Days were a success!
