City of Ottawa City Council met Aug. 19

Here are the minutes provided by the council:

Present: Mayor Robert Hasty, Commissioners Wayne E. Eichelkraut Jr., Thomas G. Ganiere, Marla K. Pearson and Brent F. Barron.

Absent: None.

Commissioner Eichelkraut presented minutes of previous meeting.

Moved by Commissioner Eichelkraut that the minutes of a regular meeting of the Council of the City of Ottawa, Illinois, held on Tuesday, August 5, 2025, be approved as recorded in the permanent files of the City Clerk.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Commissioner Eichelkraut presented Biweekly Salary Payrolls.

Moved by Commissioner Eichelkraut that the Biweekly Salary Payroll of August 15, 2025, in the amount of $681,877.80 be approved and warrants issued.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Commissioner Eichelkraut presented Bimonthly Expense Report.

Moved by Commissioner Eichelkraut that the Bimonthly Expense Report dated August 19, 2025, showing expenses in the amount of $2,717,795.92, be approved and warrants issued.

Second by Barron.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Commissioner Eichelkraut presented Monthly Financial Report.

Moved by Commissioner Eichelkraut that the Monthly Financial Report of City Clerk, Shelly L. Roalson, for the month of July 2025, be received and placed on file.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution approving and authorizing the execution of an employment agreement for Austin White as full time NCAT Bus Operator, which has been on file for public inspection since August 5, 2025, be adopted.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of transit service agreements between the City of Ottawa, Goldwater Care Marseilles, the Center for Youth & Family Solutions, and the Earlville Lions Club, regarding public transportation through NCAT, which has been on file for public inspection since August 5, 2025, be adopted.

Second by Barron.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution and amendment to the Downstate Operating Assistance Grant agreement for NCAT, which has been on file for public inspection since August 5, 2025, be adopted.

Second by Ganiere.

Commissioner Eichelkraut reminded of upcoming Music in the Park dates.

Commissioner Ganiere presented Resolution.

Moved by Commissioner Ganiere that a Resolution authorizing the execution of an intergovernmental agreement between the City of Ottawa and the Illinois Department of Healthcare & Family Services, regarding 2026 supplement ambulance rates, be received and placed on file for public inspection.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Commissioner Ganiere presented Resolution.

Moved by Commissioner Ganiere that a Resolution authorizing the execution of an intergovernmental agreement for communication services between the City of Ottawa and the City of Marseilles, for dispatching services, which has been on file for public inspection since August 5, 2025, be adopted.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Moved by Commissioner Ganiere that a Resolution authorizing the execution of an intergovernmental agreement for communication services between the City of Ottawa and the Marseilles Fire Protection District, for dispatching services, which has been on file for public inspection since August 5, 2025, be adopted.

Second by Barron.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Commissioner Pearson presented Resolution.

Moved by Commissioner Pearson that a Resolution requesting permission from the Illinois Department of Transportation to close LaSalle Street from Lafayette Street to Lincoln Place from approximately 5:30 p.m. until 7:30 p.m. on Friday, November 28, 2025, for the Festival of Lights Parade, be adopted.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Commissioner Barron presented Change Order.

Moved by Commissioner Barron that Change Order #1 from John Pohar & Sons in the increased amount of $71,201.00 for the 2025 Caton Road water main extension project, be accepted, approved and paid for from the Water Fund.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Commissioner Barron wished everyone Happy Labor Day!

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution authorizing the execution of a fireworks display agreement between the City of Ottawa and J & M Displays Inc., for fireworks after the Festival of Lights Parade, be received and placed on file for public inspection.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution adopting a return to work policy for the City of Ottawa, be adopted.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution authorizing the execution of a memorandum of agreement between the City of Ottawa and Reach Strategies, for the transportation electrification plan, which has been on file for public inspection since August 5, 2025, be adopted.

Second by Ganiere.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution approving and authorizing the execution of an option to purchase and right of first refusal agreement between the City of Ottawa and Providence Bank & Trust, regarding Unit 3 in the Ottawa Industrial Park, which has been on file for public inspection since August 5, 2025, be adopted.

Second by Barron.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution to enter into an agreement for administration and coordination services with NCICG for a Community Development Block Grant for a new Pads homeless shelter in Ottawa, which has been on file for public inspection since August 5, 2025, be adopted.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Mayor Hasty presented Ordinance.

Moved by Mayor Hasty that an Ordinance authorizing the issuance of a certificate of appropriateness for 230 W. Main Street owned by the Forkan Family LLC, be passed and approved.

Second by Ganiere.

Nays: None.

Mayor Hasty presented Ordinance.

Moved by Mayor Hasty that an Ordinance approving and authorizing the execution of a professional services agreement for the establishment and annual administration of the Ottawa Business Development District #1 between the City of Ottawa, Jacob & Klein Ltd., and the Economic Development Group Ltd., be received and placed on file for public inspection.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Mayor Hasty presented Ordinance.

Moved by Mayor Hasty that an Ordinance amending Sections 86-18 and 86-19 of the Municipal Code of the City of Ottawa, LaSalle County, Illinois, regarding low speed bicycles and scooters, be passed and approved.

Second by Pearson.

A short discussion ensued with the Council agreeing that we may need tweaks in the future.
