City of Marseilles City Council met Sept. 3
Here are the minutes provided by the council:
The City Council of the City of Marseilles met in the City Chamber of City Hall at the hour of 6:00 P.M. on September 3, 2025.
Pledge of Allegiance was said.
Roll call showed the following present: Mayor Hollenbeck, Commissioner Small, Kaminski, Scheib, and Buckingham. Absent: None.
Moved by Commissioner Kaminski seconded by Commissioner Small that the minutes from the Council meeting of August 2, 2025, be approved as displayed and placed on file and dispense a reading of the minutes. Ayes: Commissioner Kaminski, Small, Buckingham, and Mayor Hollenbeck. Nays: Commissioner Schieb.
President of the Marseilles Lions Club Ralph Rowe and Jim Hanlon presented a check for $3,500 for Broadway Park shelter.
Pete Hall spoke regarding maintenance of the memorial wall. Arthur Minkel on 1st Avenue thanked city employee Jason Beldon for helping in July while he had low water pressure. Chris McKinnon said he’d like the council meetings recorded. Chris also spoke regarding following ordinances. Darryl Tedford spoke regarding a sign on Perry Street, he also asked about city hall bills, and FOIA’s.
Moved by Commissioner Kaminski seconded by Commissioner Buckingham that the accounts payable for the last half of August in the amount of $164,844.46 be approved and a warrant be drawn on the City Treasury for the said amount. Ayes: Commissioner Kaminski, Small, Buckingham, and Mayor Hollenbeck. Nays: Commissioner Scheib.
Moved by Commissioner Kaminski seconded by Commissioner Small that the payroll for the last half of August in the amount of $90,846.04 be approved and a warrant be drawn on the City Treasury for said amount. Ayes: Commissioner Kaminski, Small, Buckingham, and Mayor Hollenbeck. Nays: None. Abstain: Commissioner Scheib.
Moved by Commissioner Kaminski that ordinance 1890, an ordinance implementing a 1% non-home rule municipal retailer’s occupation tax and a 1% non-home rule municipal service occupation tax for the City of Marseilles, LaSalle County, Illinois be adopted.
Ayes: Commissioner Kaminski, Small, Buckingham, and Mayor Hollenbeck. Nays: Commissioner Scheib.
Moved by Commissioner Small seconded by Commissioner Kaminski that Resolution 2025-14, a resolution authorizing purchase of police vehicle be adopted. Ayes: Commissioner Kaminski, Small, Buckingham, and Mayor Hollenbeck. Nays: Commissioner Scheib.
Moved by Commissioner Scheib that Ordinance 1891, an ordinance amending section 36.16 of the municipal code of the City of Marseilles, LaSalle County, Illinois be adopted. Ayes: Commissioner Kaminski, Small, Scheib, Buckingham, and Mayor Hollenbeck. Nays: none.
Moved by Commissioner Scheib seconded by Commissioner Small that a forensic audit be approved. Ayes: Commissioner Scheib. Nays: Commissioner Kaminski, Small,
Buckingham, and Mayor Hollenbeck. Motion failed.
Commissioner Buckingham said the swimming pool closed on Labor Day. Buckingham stated that the water and sewer bills were mailed on August 25, 2025, but for an unknown reason, some residents have not received them. The city will allow an additional week for residents to receive and pay their bills, and no late fees will be applied until September 18, 2025.
Moved by Commissioner Small seconded by Commissioner Buckingham that the City Council adjourns. Ayes: Commissioners Kaminski, Small, Scheib, Buckingham, and Mayor Hollenbeck. Nays: None.
