Present: Mayor Robert Hasty, Commissioners Wayne E. Eichelkraut Jr., Thomas G. Ganiere, Marla K. Pearson and Brent F. Barron.
Absent: None.
Commissioner Eichelkraut presented minutes of previous meeting.
Moved by Commissioner Eichelkraut that the minutes of a regular meeting of the Council of the City of Ottawa, Illinois, held on Tuesday, August 19, 2025, be approved as recorded in the permanent files of the City Clerk.
Second by Ganiere.

Commissioner Eichelkraut presented Biweekly Salary Payroll.
Moved by Commissioner Eichelkraut that the Biweekly Salary Payroll of August 28, 2025, in the amount of $701,843.43 be approved and warrants issued.
Second by Pearson.

Commissioner Eichelkraut presented Bimonthly Expense Report.
Moved by Commissioner Eichelkraut that the Bimonthly Expense Report dated September 2, 2025, showing expenses in the amount of $2,612,084.48, be approved and warrants issued.

Commissioner Eichelkraut presented Resolution.
Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of an agreement for a performance of pest elimination services for 1603 Peoria Street in Peru for NCAT, be received and placed on file for public inspection.

Commissioner Eichelkraut presented Resolution.
Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of the Section 5311 Grant agreement with the Illinois Department of Transportation for NCAT, be received and placed on file for public inspection.

Commissioner Eichelkraut reminded that there are 2 Music in the Park dates left for this year and also that the Fall Fest parade will be Sunday, October 5, 2025, at noon.

Moved by Commissioner Ganiere that a Resolution authorizing the execution of an intergovernmental agreement between the City of Ottawa and the Illinois Department of Healthcare & Family Services, regarding 2026 supplement ambulance rates, which has been on file for public inspection since August 19, 2025, be adopted.
Second by Eichelkraut.

Commissioner Pearson presented Quote.
Moved by Commissioner Pearson that the Quote received from Northern Illinois Service Company in the amount of $58,960.00 to demolish the PADS shelter located at 1120 Canal Street, be accepted, approved, and paid for from the General Corporate Fund.

Commissioner Pearson presented Quote.
Moved by Commissioner Barron that base Quote received from M & O Company in the amount of $28,950.00 and the alternate flat built up roof Quote in the amount of $30,350.00 for a total of $59,300.00 to abate the asbestos at the PADS shelter located at 1120 Canal Street, be accepted, approved, and paid for from the General Corporate Fund.

Mayor Hasty presented Resolution.
Moved by Mayor Hasty that a Resolution authorizing the execution of a fireworks display agreement between the City of Ottawa and J & M Displays Inc., for fireworks after the Festival of Lights Parade, which has been on file for public inspection since August 19, 2025, be adopted.

Mayor Hasty presented Ordinance.
Moved by Mayor Hasty that an Ordinance approving and authorizing the execution of a professional services agreement for the establishment and annual administration of the Ottawa Business Development District #1 between the City of Ottawa, Jacob & Klein Ltd., and the Economic Development Group Ltd., which has been on file for public inspection since August 19, 2025, be passed and approved.
Second by Ganiere.

Mayor Hasty presented Resolution.
Moved by Mayor Hasty that a Resolution reappointing Mary Beth LeSeure and Heather Johnson, and appointing Anthony Williams and Abbie Kennedy all terms to expire April 2027 and appointing Jade Poundstone-Spears term to expire April 2026 and reappointing Rich Crum and appointing Gentry Nordstrom, Coleen Burns, and Cassi Skoflanc, terms to expire April 2028, all to the Board of Directors of the Ottawa Visitor’s Center, be adopted.

Moved by Mayor Hasty that a Resolution reappointing Scott Clinch, Ron Henson, Matt Mooneyham, Bob Rick, and Steve Swett and appointing Nick Lyle and Mike Cheatham, terms all to expire September 2027 to the Flood Plain Management Commission, be adopted.
Second by Barron.

Mayor Hasty presented Request.
Moved by Mayor Hasty that the Request from the Knights of Columbus to hold their annual Tootsie Roll Sale on Friday, September 19, from 8:00 a.m. until 4:00 p.m. and Saturday, September 20, from 8:00 a.m. until 12:00 p.m. at the intersection of Norris Drive and Columbus Street, be approved.
Second by Ganiere.

Mayor Hasty presented Report of Plan Commission.
Moved by Mayor Hasty that the Report of the Plan Commission meeting held on Monday, August 25, 2025, considering the Final Plat for Etna Storage from the Columbus Development Company LLC for property located at 550 E. Etna Road, be received and placed on file. Be it further moved, the Council concur with the recommendations of the Plan Commission and the Final Plat be approved and the follow up Ordinance be passed and approved.

Mayor Hasty presented Report of Plan Commission.
Moved by Mayor Hasty that the Report of the Plan Commission meeting held on Monday, August 25, 2025, considering the rezoning request from Marvid Corporation from Class “A-2 Single and Two Family Residence District” and Class “C-2 General Business District” to Class “D-Light Industrial District” for property located on Boyce Memorial Drive, be received and placed on file. Be it further moved, the Council concur with the recommendations of the Plan Commission and the rezoning request be granted and the follow up Ordinance be passed and approved.

Mayor Hasty presented Resolution.
Moved by Mayor Hasty that a Resolution authorizing the execution of a contract for the sale of real estate between the City of Ottawa and CL Real Estate LLC for the parking lot between Columbus and Jackson Streets, be received and placed on file for public inspection.
Second by Barron.

Mayor Hasty presented motion to recess.
Moved by Mayor Hasty that this Council recess into Closed Session to discuss matters of personnel, collective bargaining, purchase or lease of real estate, sale or lease of real estate and litigation.
