City of Peru City Council met Sept. 8

Here are the minutes provided by the council:

A regular meeting of the Peru City Council was called to order by Mayor Ken Kolowski in the Peru City Council Chambers on Monday, September 8, 2025, at 7:00 p.m.

City Clerk Jamey Mertel called the roll with Aldermen Ballard, Tieman, Sapienza, O’Sadnick, and Lukosus present. Aldermen Payton, Edgcomb and Moreno absent. Mayor Kolowski present.

PUBLIC COMMENT

PRESENTATION

MINUTES/FINANCIAL REPORTS/ACTIVITY REPORTS

Mayor Kolowski presented the Regular Minutes of August 25, 2025, and Peru Volunteer Ambulance Service Inc. Activity Summary for June 2025. Alderman Lukosus made a motion the minutes be received and placed on file. Alderman Tieman seconded the motion; motion carried.

FINANCE AND SAFETY COMMITTEE

Alderman Tieman presented the following disbursements for payment on September 10, 2025:

Alderman Tieman made a motion the disbursements be received, placed on file and bills paid in the usual manner. Alderman Sapienza seconded the motion. Clerk Mertel called the roll with Aldermen Ballard, Tieman, Sapienza, O’Sadnick, and Lukosus voting aye. Aldermen Payton, Edgcomb, and Moreno absent.

Motion carried.

PUBLIC SERVICES COMMITTEE

PUBLIC WORKS COMMITTEE

Alderman Sapienza made a motion to approve a change order from Layne Christensen Company to repair and store a 150 HP pump for well #8 in the amount of $29,400. Alderman Ballard seconded the motion. Clerk Mertel called the roll with Aldermen Ballard, Tieman, Sapienza, O’Sadnick, and Lukosus voting aye. Aldermen Payton, Edgcomb, and Moreno absent. Motion carried.

Alderman Ballard made a motion to approve the purchase of line construction materials from Fletcher Reinhardt for $150,245.28. Alderman Lukosus seconded the motion. Clerk Mertel called the roll with Aldermen Ballard, Tieman, Sapienza, O’Sadnick, and Lukosus voting aye. Aldermen Payton, Edgcomb, and Moreno absent. Motion carried.

Alderman Lukosus made a motion to approve the purchase of 45’ and 55’ utility poles from Mereduc for $19,014. Alderman Sapienza seconded the motion. Clerk Mertel called the roll with Aldermen Ballard, Tieman, Sapienza, O’Sadnick, and Lukosus voting aye. Aldermen Payton, Edgcomb, and Moreno absent. Motion carried.

Alderman Lukosus made a motion to approve the Municipal lease for a Model 1DPT-6K 6,000 lb. Single Drum Puller Tensioner for a 48-month term with quarterly payments of $20,703.89 from Custom Truck One Source. Alderman Sapienza seconded the motion. Clerk Mertel called the roll with Aldermen Ballard, Tieman, Sapienza, O’Sadnick, and Lukosus voting aye. Aldermen Payton, Edgcomb, and Moreno absent. Motion carried.

REPORT OF CITY ATTOREY/ORDINANCES AND RESOLUTIONS

Corporate Counsel Scott Schweickert presented a proposed ordinance entitled:

ORDINANCE NO. 6978

AN ORDINANCE DECLARING CERTAIN PUBLIC WORKS DEPARTMENT VEHICLES AND EQUIPMENT AS SURPLUS PROPERTY AND AUTHORIZING SALE THEREOF

Alderman Lukosus made a motion the ordinance be adopted as written and read. Alderman Tieman seconded the motion. Clerk Mertel called the roll with Aldermen Ballard, Tieman, Sapienza, O’Sadnick, and Lukosus voting aye. Aldermen Payton, Edgcomb, and Moreno absent. Motion carried.

Corporate Counsel Scott Schweickert presented a proposed ordinance entitled:

Corporate Counsel Scott Schweickert presented the minutes of September 3, 2025, Planning/Zoning hearing on the petition of Gina Cain concerning property located at 1914 3rd Street in the City of Peru. Alderman Sapienza made a motion the minutes be received, placed on file and concur with the recommendation. Alderman O’Sadnick seconded the motion. Motion carried.

ORDINANCE NO. 6979

AN ORDINANCE GRANTING A VARIANCE AS SOUGHT BY THE PETITION OF GINA CAIN CONCERNING PROPERTY LOCATED AT 1914 3RD STREET IN THE CITY OF PERU

Alderman O’Sadnick made a motion the ordinance be adopted as written and read. Alderman Sapienza seconded the motion. Clerk Mertel called the roll with Aldermen Ballard, Tieman, Sapienza, O’Sadnick, and Lukosus voting aye. Aldermen Payton, Edgcomb, and Moreno absent. Motion carried.

Council discussed temporary use of space at the Peru Municipal Building by Tri-County Opportunities Council. Alderman Sapienza made a motion to proceed with use agreement. Alderman O’Sadnick seconded the motion. Clerk Mertel called the roll with Aldermen Ballard, Tieman, Sapienza, O’Sadnick, and Lukosus voting aye. Aldermen Payton, Edgcomb, and Moreno absent. Motion carried.

Council discussed potential action regarding realignment of a section of Illinois Railway, LLC railroad track generally located south of the water street right-of-way between Pike Street and Putnam Street. Alderman Sapienza made a motion to proceed with taking action. Alderman Tieman seconded the motion. Clerk Mertel called the roll with Aldermen Ballard, Tieman, Sapienza, O’Sadnick, and Lukosus voting aye. Aldermen Payton, Edgcomb, and Moreno absent. Motion carried.

Clerk Mertel presented a petition from Kevin and Jessica Mateika seeking variances for the property located at 2103 Main Street. Alderman Sapienza made a motion the petition be received, placed on file and refer to Planning/Zoning Commission for review and recommendation. Alderman O’Sadnick seconded the motion. Motion carried.

Clerk Mertel presented a petition from Ana & Sabas Madera seeking variances for the property located at 2404 Plum Street. Alderman Sapienza made a motion the petition be received, placed on file and refer to Planning/Zoning Commission for review and recommendation. Alderman O’Sadnick seconded the motion. Motion carried.

Clerk Mertel presented a petition from Roger & Lisa Neal seeking variances for the property located at 1721 Peoria Street. Alderman Tieman made a motion the petition be received, placed on file and refer to Planning/Zoning Commission for review and recommendation. Alderman Lukosus seconded the motion. Motion carried.

MAYOR’S NOTES

Mayor Kolowski reported on the 9/11 display (Police, Fire and Ambulance) located near fountain (N. Peoria Street)

Mayor Kolowski reported that Five Below is now open with grand opening on Friday, September 12th.

PUBLIC COMMENT

Maurice Martin addressed the council regarding allegations his rights are being violated and inquired as to where he can submit his complaints.

ADJOURNMENT

Alderman Sapienza made a motion that the meeting be adjourned. Alderman Lukosus seconded the motion and motion carried. The meeting was adjourned at 7:16 p.m.
