Village of Diamond Village Board of Commission met Sept. 9

Here are the minutes provided by the commission:

The scheduled meeting of the Diamond Village Board was held on Tuesday, September 9, 2025, at 6:00 p.m. with Mayor Teresa “Terry” Kernc presiding. Upon a roll call Commissioners present, Denise Brown, Jeff Kasher, and Dave Warner. Absent - Dean Johnson.

Approval of August 26, 2025, Minutes

Mayor Kernc presented the minutes. MOTION was made by Commissioner Brown, SECOND by Commissioner Kasher to approve August 26, 2025, meeting minutes and place it on file. All Ayes: Motion Carried.

Approval of September 9, 2025, Bill List

Mayor Kernc presented the bill list. MOTION was made by Commissioner Kasher, SECOND by Commissioner Warner to approve August 26, 2025, bill list and place it on file. All Ayes: Motion Carried.

Approval of the August 2025 Treasurer’s Report

Mayor Kernc presented the treasurer’s report. MOTION was made by Commissioner Kasher, SECOND by Commissioner Brown to approve the August 2025 Treasurer's Report. All Ayes: Motion Carried

Public Comment

Robert Bianchetta of 710 S Berta Road stated he had served on the school board for sixteen years, trying to defend his students and keep them away from drugs. He feels this is against better judgement and introduces more options for students and it doesn’t look good for our community to be agreeing to this type of business. He requested the board to seriously consider before they vote to approve, Special Use Permit to Operate an Adult-Use Cannibis Dispensary within the B-3 Business District.

New Business

Approve Ordinance No. 2025-14; Granting a Special Use Permit to Operate an Adult-Use Cannabis Dispensary within the B-3 Business District

Mayor Kernc presented the ordinance. Attorney John Gallo stated the P&Z board recommended approval with a 3-2 vote. A brief discussion was had to answer a couple questions from Commissioner Kasher regarding what business would entail and what types of products would be sold. MOTION was made by Commissioner Warner, SECOND by Commissioner Brown to approve Ordonnance No. 2025-14; Granting a Special Use Permit to Operate an Adult-Use Cannabis Dispensary within the B-3 Business District. All Ayes: Motion Carried

Approve Ordinance No. 2025-15; Granting Certain Variances from the Zoning Code

Mayor Kernc presented the ordinance. Attorney John Gallo stated these are all landscape variations.

MOTION was made by Commissioner Kasher, SECOND by Commissioner Warner to approve Ordinance 2025-15; Granting Certain Variances from the Zoning Code. All Ayes: Motion Carried

Grundy and Will County Sheriff’s Monthly Update

Mayor Kernc stated there was nothing significant or out of the ordinary to report.

Engineer Updates

Absent

Public Works Department Updates

Public works supervisor, Jim Dunning stated restoration was started on all the digs that were done this year, SCADA is running well, and he contacted Gasvoda for a price on a high service pump.

Clerk Updates

Village Clerk Laura Warren thanked everyone for taking part in the Fall Fun Fest. It was a beautiful day, many were in attendance to enjoy all the activities, food, music, and fun!

Commissioner Kasher inquired as to when will the work begin on the sidewalk near Financial Plus Credit Union. Mayor Kernc explained IDOT had to approve their subcontractor. She stated IDOT did approve use of the subcontractor to do the additional work and was told the work would begin soon.

Adjournment to Enter Closed Session for 2 (c)(1) Employee.

MOTION was made by Commissioner Warner, SECOND by Commissioner Kasher to enter closed session at 6:33 p.m. All Ayes: Motion Carried.

MOTION was made by Commissioner Brown, SECOND by Commissioner Kasher to enter open session with no action taken at 6:48 p.m. All Ayes: Motion Carried.

MOTION was made to adjourn at 6:50 p.m. by Commissioner Kasher, SECOND by Commissioner Brown. All Ayes: Motion Carried.
