City of Ottawa City Council met Sept. 16
Here are the minutes provided by the council:
Present: Commissioners Wayne E. Eichelkraut Jr., Thomas G. Ganiere, and Marla K. Pearson.
Absent: Mayor Robert Hasty and Commissioner Brent F. Barron.
Commissioner Ganiere presented minutes of previous meeting.
Moved by Commissioner Ganiere that the minutes of a regular meeting of the Council of the City of Ottawa, Illinois, held on Tuesday, September 2, 2025, be approved as recorded in the permanent files of the City Clerk.

Nays: None.
Resident Katrina Bromann of Gracefield Subdivision asked the Council to evaluate Trick or Treat hours in Ottawa. She would like to see them moved from 6p-8p to 5p-7p.
Mayor Pro Tem Eichelkraut presented Biweekly Salary Payroll.
Moved by Mayor Pro Tem Eichelkraut that the Biweekly Salary Payroll of September 12, 2025, in the amount of $637,888.15, be approved and warrants issued.
Second by Ganiere.

Mayor Pro Tem Eichelkraut presented Bimonthly Expense Report.
Moved by Mayor Pro Tem Eichelkraut that the Bimonthly Expense Report dated September 16, 2025, showing expenses in the amount of $2,206,377.51, be approved and warrants issued.

Mayor Pro Tem Eichelkraut presented Resolution.
Moved by Mayor Pro Tem Eichelkraut that a Resolution authorizing the execution of an agreement for a performance of pest elimination services for 1603 Peoria Street in Peru for NCAT, which has been on file for public inspection since September 2, 2025, be adopted.

Mayor Pro Tem Eichelkraut presented Resolution.
Moved by Mayor Pro Tem Eichelkraut that a Resolution authorizing the execution of the Section 5311 Grant agreement with the Illinois Department of Transportation for NCAT, which has been on file for public inspection since September 2, 2025, be adopted.

Moved by Mayor Pro Tem Eichelkraut that Change Order #1 from John Pohar & Sons in the increased amount of $21,999.10 for the 2025 Water Main replacements, be accepted, approved and paid for from the Water Fund.

Mayor Pro Tem Eichelkraut presented Quote.
Moved by Mayor Pro Tem Eichelkraut that the Quote received from Bonnell Industries Inc. to purchase a new box and dumping mechanism for Truck #20 in the amount of $36,670.06 be accepted, approved, and paid for from the Wastewater Fund.

Mayor Pro Tem Eichelkraut reminded that the Fall Fest parade will be Sunday, October 5, 2025, at noon.

Moved by Mayor Pro Tem Eichelkraut that a Resolution approving and authorizing the execution of an option to purchase and right of first refusal agreement between the City of Ottawa and Marcia Nelson, for Unit 4 in the Ottawa Industrial Park, be received and placed on file for public inspection.

Moved by Mayor Pro Tem Eichelkraut that a Resolution authorizing the execution of a contract for the sale of real estate between the City of Ottawa and CL Real Estate LLC for the parking lot between Columbus and Jackson Streets, which has been on file for public inspection since September 2, 2025, be adopted.

Moved by Mayor Pro Tem Eichelkraut that a Resolution approving and authorizing the execution of a side letter agreement with AFSCME, regarding vacancies and transfers, be received and placed on file for public inspection.

Mayor Pro Tem Eichelkraut presented Report of Historic Preservation Commission.
Moved by Mayor Pro Tem Eichelkraut that the Report of the Historic Preservation
Commission meeting held on Thursday, September 11, 2025, considering the request from LaSalle County for the construction of a generator structure, be received and placed on file. Be it further moved, the Council concur with the recommendations of the Historic Preservation Commission and the request be denied and the follow up Ordinance denying the issuance of a certificate of appropriateness be passed and approved.

Commission meeting held on Thursday, September 11, 2025, considering the request from Ottawa Investment Group LLC for a façade renovation including new windows and doors, be received and placed on file. Be it further moved, the Council concur with the recommendations of the Historic Preservation Commission and the request be approved and the follow up Ordinance authorizing the issuance of a certificate of appropriateness be passed and approved.

Mayor Pro Tem Eichelkraut presented Resolution.
Moved by Mayor Pro Tem Eichelkraut that a Resolution approving and authorizing the execution of an employment agreement for an appointed City Official in Sydney O’Dell as Office Assistant to Finance, be received and placed on file for public inspection.
