DISCUSSION AND POTENTIAL ACTION ON THE FOLLOWING PETITIONS Request from Ameren Illinois to break ground at: 

• 1121 5th Street to retire gas service for demolition. 

• Pulaski Park, 5th Street and Crosat to repair bad underground electric.

Request from Andrew Lamboley for a Special Event Permit for use of City-owned property in the parking lot on 2nd and Wright Streets, Veteran's Memorial Pool parking lot, the parking lot adjacent to pickle ball courts at Hegeler Park, and sidewalk in front of 500 2nd Street for staging of vehicles and Porta Potties for UTV ride through of Celebration of Lights from 5 to 10 p.m. on Saturday November 15, 2025 and related matters. 

Request from Stephanie Bias for a Special Event Permit for use of City-owned property in front of 552 1st Street from 8 a.m. to 2 p.m. on Friday, November 28, 2025 and Saturday, November 29, 2025 for a food truck in conjunction with downtown Black Friday and Small Business Saturday and related matters.
