LaSalle City Council discusses LPHS Facility Master Plan

Meeting 02

At a recent meeting, the LaSalle City Council discussed the LaSalle-Peru High School Facility Master Plan.

The La Salle City Council includes the mayor and eight council members — two from each of the city’s four wards. Regular meetings are held at 7 p.m. every other Tuesday in City Council Chambers, 745 Second St.

CALL TO ORDER

The meeting was called to order at 7:00 p.m.

PLEDGE OF ALLEGIANCE

Excused Absence: Mayor Grove

A quorum was present.

Moved by Alderman Lavieri and seconded by Alderman Herndon to appoint Tom Ptak Mayor Pro-Tem inthe absence of Mayor Grove.

APPROVAL OF MINUTES

Moved by Alderman Demes and seconded by Alderman Reynolds that the minutes of the regular CityCouncil meeting held on Monday, May 9, 2016 and the Special Meeting of the La Salle City Council heldon May 16, 2016 are accepted and placed on file. Each and every alderman has a copy.

PRESENTATION

Moved by Alderman Duncan and seconded by Alderman Reynolds to allow Superintendent SteveWrobleski and Matt Baker to address the council regarding LPHS Facility Master Plan.

Voice vote, all ayes. Motion carried.

Superintendent Wrobleski and Communications Director Matt Baker of La Salle Peru Township HighSchool presented information regarding the proposed plan for a $67,000,000 renovation and expansionto the school. Background information was provided and those in attendance were given an opportunityto ask questions. If support from tax payers is present, the issue will go to referendum on the Novemberballot. Handouts were provided.

PETITIONS

Moved by Alderman Schneider and seconded by Alderman Lavieri to grant the request of CharlesTiemann on behalf of Blood, Sweat and Gears Car Club for a 2016 Raffle License. Each and everyalderman has a copy.

Voice vote. All ayes. Motion carried.

Moved by Alderman Duncan and seconded by Alderman Herndon to accept the recommendation of theFinance Committee and make a $250 donation to Cops 4 Cancer for their annual fundraising event beingheld on Saturday, August 30, 2016 at Cedar Point Park. Each and every alderman has a copy.

Moved by Alderman Lavieri and seconded by Alderman Reynolds to approve a request from the FirstBaptist Church to erect a 32’ x 6’ monument sign at 200 24th Street. Each and every alderman has acopy.

Moved by Alderman Demes and seconded by Alderman Reynolds to approve the request of IVConstruction Inc. for a Solicitor’s Permit to distribute advertising flyers and door hangers to La Salleresidences and related matters. Each and every alderman has a copy.

Moved by Alderman Demes and seconded by Alderman Reynolds to approve the request of DavidSwartz owner of 541 and 543 First Street to lease City Property for outdoor seating. Each and everyalderman has a copy.

REPORT S OF CITY OFFICERS

Moved by Alderman Bacidore and seconded by Alderman Reynolds to accept and place on file theBuilding Inspector’s Report for April 2016 showing total fees collected of $1,555 with total value ofconstruction of $178,400. Each and every alderman has a copy.

Voice vote. All ayes. Motion carried.

Moved by Alderman Lavieri and seconded by Alderman Schneider to accept and place on file theTreasurer’s Report for March 2016 showing total cash balances in the La Salle State Bank of$6,845,321.45 and in Hometown National Bank of $51,179.73. Each and every alderman has a copy.

Moved by Alderman Herndon and seconded by Alderman Reynolds to accept and place on file theMonthly Police Income Report for April 2016 showing total fees collected of 8,531.45. Each and everyalderman has a copy.

COMMUNICATIONS

Moved by Alderman Lavieri and seconded by Alderman Herndon to accept and place on file the IllinoisDepartment of Revenue Report showing sales tax collected for February 2016 of $68,215.26 andreferendum approved sales tax of $27,871.93 for a total of $96,087.19. Each and every alderman has acopy.

Voice vote, all ayes. Motion carried.

STANDING COMMITTEES

Alderman Schneider reported that the Public Grounds and Real Estate committee met earlier andrecommends that the original and revised bids submitted by Kirkman Excavating for the demolition of615-625 be rejected.

Moved by Alderman Schneider and seconded by Alderman Lavieri to accept the recommendation of the Public Grounds and Real Estate Committee and reject the original and revised bid from KirkmanExcavating.

Alderman Schneider also reported that the Public Grounds and Real Estate committee recommends thatthe demolition project be re-bid. The committee also recommended that the Public Grounds and RealEstate will meet to review the specs before the advertisement for bid is published.

The Public Grounds and Real Estate Committee will meet on June 6, 2016 immediately followingthe Finance Committee meeting.

625 Sixth Street.

Moved by Alderman Schneider and seconded by Alderman Reynolds to authorize, pay and place on filePay Estimate #1 to Universal Asphalt and Excavating Inc. for the widening of County Road 13 for theentrance to Rotary Park totaling $240,042.33 Each and every alderman has a copy.

Mayor Pro-Tem Ptak indicated that he has been asked numerous times if the large fishing lake nearRotary Park open or closed. Alderman Schneider stated that residents can fish there, but it is verydifficult to access the lake. Alderman Schneider added that he is currently exploring some fundingmethods to open up a better route to the lake. The concern is that people are using private property toaccess the lake. Chief Uranich stated that he has received complaints for alleged trespassing in thisarea. Discussion followed. The council recommended that the Public Grounds and Real Estatecommittee meet to discuss the options, included but not limited to officially closing the lake until anaccess route is developed. Attorney McPhedran suggested the Committee should run the issue by ourinsurance company to see if they have an opinion on this matter.

Moved by Alderman Lavieri and seconded by Alderman Schneider to schedule a meeting of thePublic Grounds and Real Estate Committee on June 20, 2016 immediately following the FinanceCommittee meeting.

The Public Grounds and Real Estate Committee will meet on June 20, 2016 immediately followingthe Finance Committee meeting.

Building Inspector Chris Covert asked the council if they could take a straw vote regarding two requestsfor sign permits that came in after the agenda was finalized. A vote to confirm action on the straw poll willbe taken at the June 6, 2016 meeting.

The first permit is for the Abundant Life Church for two 36” x 120” banners on the front of the church.

A straw vote was taken and all aldermen were in favor. The second permit is for Motion Industries forseveral signs. A straw vote was taken and all aldermen were in favor.

Alderman Reynolds reminded residents that City ordinance requires that pet owners clean up after theirpets when on City property.

Alderman Bacidore also reminded residents that City ordinance prohibits sweeping grass clippings intoCity streets.

NEW BUSINESS

There was no new business brought forth.

ORDINANCES AND RESOLUTIONS

There were no ordinances or resolutions.

COMMENTS

Cathy Tomlinson asked for clarification regarding the $100,000 appropriated for demolition expenses.

The aldermen explained that $100,000 was appropriated, but that does not mean the money hasphysically been set aside.

Mike Kasap invited everyone to attend the Music and Arts Festival on June 3, 4 and 5 and Rotary Park.

8:17 p.m. Moved by Alderman Schneider and seconded by Alderman Lavieri to exit regular session andenter into Executive Session. Regarding pending and/or potential imminent litigation and related matters:

Collective bargaining and related matters, and acquisition and/or sale of city real estate and relatedmatters and the employment, appointment, performance and/or compensation of non-union personnel

and related matters pursuant to the Open Meetings Act including 5-ILCS 120 Section 2(c)1-3,5,6,and 11thereof.
