Ottawa City Council OKs collective-bargaining pact with AFSCME Local 2819

Meeting 05

At a recent meeting, the Ottawa City Council approved a collective-bargaining agreement with AFSCME Local 2819.

The Ottawa City Council includes the mayor, city clerk and four commissioners. Meetings are held at 7 p.m. on the first and third Tuesdays of each month at City Hall, 301 W. Madison St.

Below are the minutes from this meeting, as provided by the council.

Regular meeting of the Council of the City of Ottawa, Illinois.

Present: Daniel F. Aussem, Thomas G. Ganiere, Wayne A. Eichelkraut Jr.,

James J. Less, and Robert M. Eschbach.

Absent: None.

Commissioner Eichelkraut presented minutes of previous meetings.

Moved by Commissioner Eichelkraut that the minutes of a regular meeting of the

Council of the City of Ottawa, Illinois, held on Tuesday, May 17, 2016, and the minutes of

a special meeting held on Saturday, May 28, 2016, both be approved as recorded in the

permanent files of the City Clerk.

Second by Ganiere.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Biweekly Salary Payroll.

Moved by Commissioner Eichelkraut that the Biweekly Salary Payroll of

May 20, 2016, in the amount of $339,431.52, and the Biweekly Salary Payroll of

June 3, 2016, in the amount of $341,746.69, both be approved and warrants issued.

Second by Aussem.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Monthly Expense Report.

Moved by Commissioner Eichelkraut that the Monthly Expense Report of

June 7, 2016, showing expenses in the amount of $1,080,055.24, be approved and

warrants issued.

Second by Less.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of a

collective bargaining agreement between the City of Ottawa and AFSCME Local 2819

effective May 1, 2016, through April 30, 2019, which has been on file for public inspection

since May 28, 2016, be adopted.

Second by Ganiere.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Commissioner Aussem presented Resolution.

Moved by Commissioner Aussem that a Resolution authorizing the execution of an

engineering services agreement between the City of Ottawa and Renwick & Associates

Inc., regarding the elimination of the James Court and Dairy Lane lift stations, which has

been on file for public inspection since May 28, 2016, be adopted.

Second by Eichelkraut.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Commissioner Aussem presented Resolution.

Moved by Commissioner Aussem that a Resolution requesting permission from the Illinois

Department of Transportation to install a sanitary sewer beneath Illinois Route 71 for the

South Side interceptor Project, be adopted.

Second by Ganiere.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Commissioner Aussem presented Request.

Moved by Commissioner Aussem that the City Clerk be authorized to advertise for Bids

for the North water Loop Project. Bids will be received until Friday, June 24, 2016, at

10:00 a.m.

Second by Less.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Commissioner Aussem presented Quote.

Moved by Commissioner Aussem that the Quote received from the Wastewater

Department to purchase a SL-RAT acoustic inspection tool to conduct blockage

assessments in the amount of $24,437.00, be accepted and paid for from the Wastewater

Fund.

Second by Eichelkraut.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Commissioner Ganiere presented Report of Police Chief.

Moved by Commissioner Ganiere that the Report of Police Chief, Brent A. Roalson, for

the month of May 2016, be received and placed on file.

Second by Eichelkraut.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Commissioner Ganiere presented Report of Fire Chief.

Moved by Commissioner Ganiere that the Report of Fire Chief, Steve Haywood, for the

month of May 2016, be received and placed on file.

Second by Eichelkraut.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Commissioner Less presented Resolution.

Moved by Commissioner Less that a Resolution authorizing a public right of way permit to

Tangled Roots Brewing Company for placement of 4 brew tanks in the rear of

814-820 LaSalle Street, be adopted.

Second by Aussem.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Report of Registrar.

Moved by Mayor Eschbach that the Report of Registrar, Shelly L. Munks, for the month of

May 2016, be received and placed on file.

Second by Less.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Report of Parking Administration.

Moved by Mayor Eschbach that the Report of the parking Administration showing fines

collected of $3,162.00 and $104.00 collected by Collection Professionals Inc., for the

months of April and May 2016, be received and placed on file for public inspection.

Second by Aussem.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Report of Building Official.

Moved by Mayor Eschbach that the Report of Building Official, Michael J. Sutfin, for the

month of May 2016, be received and placed on file.

Second by Aussem.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Mayor Eschbach presented Report of Sidewalk Program.

Moved by Mayor Eschbach that the Report of the Sidewalk Program showing 6

participants in the amount of $4,588.26, be approved and paid for from the General

Corporate Fund.

Second by Ganiere.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Resolution.

Moved by Mayor Eschbach that a Resolution authorizing the execution of agreements

between the City of Ottawa and 8 Music in the Park vendors, be received and placed on

file for public inspection.

Second by Eichelkraut.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Resolution.

Moved by Mayor Eschbach that a Resolution of Support for application for an ITEP grant

for a pedestrian bridge over interstate 80, be adopted.

Second by Ganiere.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Resolution.

Moved by Mayor Eschbach that a Resolution authorizing an agreement for application

services for an ITEP grant with NCICG, which has been on file for public inspection since

May 28, 2016, be adopted.

Second by Eichelkraut.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Resolution.

Moved by Mayor Eschbach that a Resolution authorizing an agreement between the City

of Ottawa and Central States Fireworks, for the 2016 4th of July fireworks, which has been

on file for public inspection since May 28, 2016, be adopted.

Second by Aussem.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Resolution.

Moved by Mayor Eschbach that a Resolution authorizing the execution of an agreement

between the City of Ottawa and Reichhold LLC 2 relating to the payment of annual

enterprise zone fees, be received and placed on file for public inspection.

Second by Eichelkraut.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Sealed Bids.

Moved by Mayor Eschbach that the Bids received for 616-618 Court Street be accepted

and referred to Staff for review and recommendation.

Second by Aussem.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Sealed Bid.

Moved by Mayor Eschbach that the Bid received for 903 Walnut Street be accepted and

referred to Staff for review and recommendation.

Second by Aussem.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Mayor Eschbach presented Report of Zoning Board of Appeals.

Moved by Mayor Eschbach that the Report of the Zoning Board of Appeals meeting held

on Thursday, May 19, 2016, considering the side yard setback variance request to

construct a garage from Jaerod Berta for property located at 433 Third Avenue, be

received and placed on file. Be it further moved, the Council concur with the

recommendation of the Zoning Board of Appeals and the variance request be granted and

the follow up Ordinance, be passed and approved.

Second by Ganiere.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Request.

Moved by Mayor Eschbach that the Request for a conditional use permit from Epworth

Village to construct a private community facility, a Request from Staff to add diesel fueling

stations and truck stops and banquet facilities to the Zoning Ordinance, and a Request for

rezoning and a conditional use permit from Alan Ruhland for dwelling units as an

accessory use, all be received and refereed to the Plan Commission for review and

recommendation.

Second by Ganiere.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Quote.

Moved by Mayor Eschbach that the Quote received from Fowlers & Landers in the

amount of $12,305.00 for the downtown landscape sidewalk cut outs, be accepted and

paid for from the TIF Fund.

Second by Eichelkraut.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Request.

Moved by Mayor Eschbach that the Request for a fundraiser from the Knights of

Columbus to hold their annual Tootsie Roll Drive on Friday, September 23, and Saturday,

September 24, 2016, from 8:00 a.m. until 4:00 p.m. at the intersection of Columbus Street

and Norris Drive, be approved.

Second by Aussem.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Request.

Moved by Mayor Eschbach that the Request for a fundraiser from VFW Post #2470

Auxiliary to hold their annual Poppy Days on Tuesday, June 14, 2016, Flag Day, at the

intersection of Columbus Street and Norris Drive, be approved.

Second by Eichelkraut.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Request.

Moved by Mayor Eschbach that the Request for a fundraiser from the Illinois Valley

Building Trades Council to hold their annual Dollars against Diabetes, Dad’s Day, on

Saturday, June 18, 2016, from 8:00 a.m. until 12:00 p.m. at the intersection of Columbus

Street and Norris Drive, be approved.

Second by Ganiere.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented motion to recess.

Moved by Mayor Eschbach that this Council recess into Closed Session to discuss a

matter of pending litigation.

Second by Aussem.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.
