Peru City Council OKs contract bid for Water Street reconstruction project

At a recent meeting, the Peru City Council approved a contract bid for the Water Street reconstruction project.

The Peru City Council includes two members from each of the city’s four wards. Members meet at 7:30 p.m. every other Monday, except when Monday falls on a holiday, at Peru Municipal Building, 1901 Fourth St.

A regular meeting of the Peru City Council was called to order by Mayor Scott J. Harl in the Peru City Council

Chambers on Monday, June 13, 2016 at 7:05 p.m.

City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Radtke, Mueller, Sapienza and

Payton present; Alderman Lukosus absent; Mayor Harl present.

All joined in the Pledge of Allegiance to the Flag of the United States of America.

Mayor Harl asked for a moment of silence for the loss of life in the Orlando mass shooting.

Mayor Harl presented the minutes of the Regular Meeting of May 31, 2016. Alderman Potthoff made a motion thatthe minutes be received and placed on file. Alderman Waldorf seconded the motion; motion carried.

FINANCE AND SAFETY COMMITTEE

Alderman Radtke presented the following disbursements for payment on June 1, 2016:

Alderman Radtke made a motion that the report be received, placed on file and the bills be paid in the usual manner.

Waldorf, Radtke, Mueller, Sapienza and Payton voting aye; Alderman Lukosus absent; motion carried.

PUBLIC SERVICES COMMITTEE

Alderman Waldorf made a motion to seek bids for Plank Road/May Road Improvements. Alderman Sapienzaseconded the motion. City Engineer Eric Carls reported on the improvements to the area for the new development ofNorthern White Sands and Omni Trax and the addition of the new Speedway Gas Station. City Engineer Eric Carlsoutlined the improvements to the intersection with May Road and Plank Road and the addition of Commerce Drive.

City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Radtke, Mueller, Sapienza andPayton voting aye; Alderman Lukosus absent; motion carried.

Alderman Waldorf made a motion to award the bid for the Water Street Reconstruction project to the lowest bidder,Advanced Asphalt, in the amount of $256,161.45. Alderman Mueller seconded the motion. City Clerk Dave Bartleycalled the roll with Aldermen Potthoff, Ferrari, Waldorf, Radtke, Mueller, Sapienza and Payton voting aye;

Alderman Lukosus absent; motion carried.

Alderman Waldorf made a motion to award Raw Water Pumping Station repairs to Municipal Well & Pump in theamount of $15,350.00. Alderman Sapienza seconded the motion. City Clerk Dave Bartley called the roll withAldermen Potthoff, Ferrari, Waldorf, Radtke, Mueller, Sapienza and Payton voting aye; Alderman Lukosus absent;

motion carried.

Alderman Waldorf made a motion to approve vehicle maintenance of 3-3 ton dump trucks (blast, repaint andundercoating in the amount of $6,401.00 per vehicle from Bonnell Industries). Alderman Potthoff seconded themotion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Radtke, Mueller, Sapienzaand Payton voting aye; Alderman Lukosus absent; motion carried.

REPORT OF CITY ATTORNEY/ORDINANCES AND RESOLUTIONS

City Clerk Dave Bartley presented a proposed ordinance entitled:

ORDINANCE NO. 6159

AN ORDINANCE APPROVING AND AUTHORIZING THE EXECUTION OF AN

INTERGOVERNMENTAL AGREEMENT ENTERED INTO BY THE CITY OF LASALLE, THE CITYOF MENDOTA, THE CITY OF OGLESBY, AND THE CITY OF PERU TO ESTABLISH ANINTERGOVERNMENTAL COOPERATIVE VENTURE KNOWN AS THE “ILLINOIS VALLEYREGIONAL DISPATCH” FOR THE OPERATION AND MAINTENANCE OF A COMBINED DISPATCHAND COMMUNICATION SYSTEM

Alderman Waldorf made a motion that the ordinance be adopted as written and read. Alderman Ferrari seconded themotion. Alderman Potthoff commented on the benefits to all the communities and significant savings to all thecommunities. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Radtke, Mueller,

Sapienza and Payton voting aye; Alderman Lukosus absent; motion carried.

PSM/Fire Chief Jeff King commended the Ax Church for volunteering their time to beautify the City of Peru.

PROCLAMATIONS

PETITIONS AND COMMUNICATIONS

City Clerk Dave Bartley presented a communication from CIT Development requesting zoning change, waivers andvariances for property located on May Road. Alderman Potthoff made a motion that the communication bereceived, placed on file and referred to the Planning/Zoning Commission for review and recommendation. AldermanPayton seconded the motion; motion carried.

City Clerk Dave Bartley presented a communication from Chad Ceretto requesting permission to hold a weddingceremony at Baker Lake on August 20th. Alderman Mueller made a motion that the communication be received,placed on file and permission granted. Alderman Ferrari seconded the motion; motion carried.
