Peru Public Services Committee discusses options to replace entrance billboards

At a recent meeting, the Peru Public Services Committee discussed options for replacing the deteriorating billboard signs at the entrances to the city.

The Peru Public Services Committee addresses all matters regarding water, meters, sewers, streets, alleys, buildings, grounds, cemeteries, landfill/compost sites, city parks and city garages.

OTHER PERSONS PRESENT: Alderman Dave Potthoff, City Clerk Dave Bartley, ASM DougBernabei, PSM Jeff King, City Engineer Eric Carls, Electric Department General Foreman KyeKaszynski, Chris Perra of T.E.S.T., Mike Perry of Chamlin & Associates, Mike Hart, and BenHohenstatt of the News Tribune.

MINUTES

Alderman Mueller made a motion to approve the minutes of the June 20, 2016 Public ServicesCommittee Meeting. Alderman Sapienza seconded the motion; motion carried.

CLOSED SESSION MINUTES

Alderman Lukosus made a motion to approve the following closed session minutes:

Alderman Mueller seconded the motion; motion carried.

WATER & SEWER

None

T.E.S.T.

Chris Perra reported one softener is complete and 4 of 5 are currently operational. He said theyare preparing for tank cleaning/painting. Well 9 is back in the ground and running.

STREETS & ALLEY

City Engineer Eric Carls reported a line item in the General Fund Street Program for

preservation, including city lots. He said he would like to obtain quotes for the 5th and PeoriaStreet city lots for seal coating and restriping.

Alderman Sapienza said he has been approached by residents regarding the poor condition of 2ndStreet between Putnam and Schuyler. Carls said the Area 3 Sewer Separation will cover a portionof that area. Mayor Harl said there is an ordinance stating the street must remain brick and it maypertain to part of that area. Alderman Potthoff stated neighbors did not want the brick removedand an ordinance was passed several years back to keep the brick road. Carls said he willhighlight the areas in the Peoria Street Sewer Separation and provide the information at the nextPublic Services Meeting.

ELECTRIC

Alderman Lukosus reported the IMEA Electric Efficiency Program for Commercial/Industrialand Public-Sector Projects has restarted. He asked if an ad should be run in the newspaper toadvertise program availability. City Clerk Bartley said he can add a 1-page insert intocommercial account bills regarding the program. A link will also be put on the website to obtainfurther information.

LANDFILL

None

AIRPORT

Alderman Lukosus reported receipt of a letter reinstating a new 6-month budget. Carls said as faras he knows, all projects should be back on. He said the construction project is funded by the cityupfront and then the city is reimbursed.

CEMETERY

Alderman Mueller reported architects will be interviewed for the mausoleum project on Monday,July 11th. Carls said he will bring recommendations to the next Public Services Meeting.

PARKS & RECREATION

Alderman Mueller opened discussion of replacement of the bathroom doors and hardware atWashington Park and Sunset Park. PSM King reported the restroom doors are rusting out andneed to be replaced following ADA standards. Alderman Mueller made a motion to approve aquote for replacing doors and hardware at Washington Park for $5,713.70 and Sunset Park for

$2,994.20. Alderman Sapienza seconded the motion; motion carried.

Alderman Mueller reported the Oglesby Hometown Heroes Parade will take place at noon onSunday, July 10th.

PSM King reported a successful fireworks event on July 3rd. He said the event was very familyfriendly with a big crowd and the mall was a great location for the event. Alderman Lukosus saidmany people commented that they were able to watch the fireworks from their backyards.

Alderman Sapienza reported the old Kmart, Walmart and Hobby Lobby lots were full of cars.

ASM Bernabei said there may have been less people in the staged viewing area or beer gardens,but overall there was a significant increase in the number of people viewing the fireworks than inprevious years. He reported no incidents or arrests; and they will tweak traffic control for nextyear. Alderman Mueller suggested modifying the layout a little as there was a long walk to theband area. Chris Perra reported the CSO sold approximately 500 wristbands, which is less thanin previous years. He said many residents seemed to be having their own parties, and weathercould have been a factor as well.

CODE ENFORCEMENT/ BUILDING & ZONING

PSM King reported on work to simplify the Residential Rental Property Ordinance includingremoving the required inspection of every rental unit. He said unfortunately there is not enoughtime to inspect every single rental unit; however he has the right to inspect any property whenthere may be health and safety issues. He said the most important part of the ordinance is to haveupdated contact information for landlords and to provide a fire preplan.

ENGINEERING

City Engineer Eric Carls reported on the following:

· Public Works Building – project continues with first coat of paint applied; overhead

doors installed.

· Venture Drive – preparing area for construction

· MFT – wrapping up Midtown Road project with restoration work

· General Fund Street - miscellaneous work to wrap up project

· Area 3 Phase 1 Sewer Separation - work will continue to late fall

BUILDINGS & GROUNDS

Alderman Lukosus opened discussion of city signage at the entrances to the city. Mayor Harlcommented on the poor condition of the billboard signs and suggested considering monumentsigns with block and steel lettering, similar to Utica’s. City Clerk Bartley said current billboardsigns are wrapped. The committee agreed to have P&D Signs draw up plans for different signoptions.

PSM King reported concrete work behind the fire station would be completed this week.
