Ottawa City Council OKs plan to make sidewalk improvements along Route 23

Meeting 10

At a recent meeting, the Ottawa City Council approval a plan to ask the state for permission to make sidewalk improvements along Illinois Route 23.

August 2, 2016

Regular meeting of the Council of the City of Ottawa, Illinois.

Present: Daniel F. Aussem, Thomas G. Ganiere, Wayne A. Eichelkraut Jr.,

James J. Less, and Robert M. Eschbach.

Absent: None.

Commissioner Eichelkraut presented minutes of previous meeting.

Moved by Commissioner Eichelkraut that the minutes of a regular meeting of the

Council of the City of Ottawa, Illinois, held on Tuesday, July 19, 2016, be approved as

recorded in the permanent files of the City Clerk.

Second by Ganiere.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Lyle Heusner of 844 Kimberly Lane, addressed the Council about wanting to replace a

fence on his property. He understands that a new Ordinance is in progress, but would like

to put up his new fence because he has a pool and would like screening.

The Mayor presented the America in Bloom Judges’ Awards to Avery Timmons, Betty

Lebronson, the Reddick Mansion Association volunteers, Peter Limberger and Inga

Carus.

Commissioner Eichelkraut presented Biweekly Salary Payroll.

Moved by Commissioner Eichelkraut that the Biweekly Salary Payroll of

July 29, 2016, in the amount of $407,852.51, be approved and warrants issued.

Second by Ganiere.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Monthly Expense Report.

Moved by Commissioner Eichelkraut that the Monthly Expense Report of

August 2, 2016, showing expenses in the amount of $1,398,892.52, be approved and

warrants issued.

Second by Ganiere.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Commissioner Eichelkraut awarded Bid.

Moved by Commissioner Eichelkraut that the 19 tablets be distributed as follows; 7 to

Starved Rock Center, 9 to Ottawa Opportunity School and the remaining 3 to the highest

bidder or bidders.

Second by Aussem.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of transit

service agreements between the City of Ottawa and City of Ottawa Playground and

Recreation Department and Friendship House, regarding NCAT, be received and placed

on file for public inspection.

Second by Less.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Commissioner Aussem presented Resolution.

Moved by Commissioner Aussem that a Resolution authorizing the execution of a pipe

line crossing license agreement between the City of Ottawa and Illinois Railway LLC,

regarding the Madison Street Storm Sewer project, be received and placed on file for

public inspection.

Second by Less.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Commissioner Ganiere presented Report of Police Chief.

Moved by Commissioner Ganiere that the Report of Police Chief, Brent A. Roalson, for

the month of July 2016, be received and placed on file.

Second by Eichelkraut.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Commissioner Ganiere presented Report of Fire Chief.

Moved by Commissioner Ganiere that the Report of Fire Chief, Steve Haywood, for the

month of July 2016, be received and placed on file.

Second by Aussem.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Commissioner Less presented Resolution.

Moved by Commissioner Less that a Resolution authorizing the execution of a contract for

sale agreement between the City of Ottawa and Ron Yanke, which has been on file for

public inspection since July 19, 2016, be adopted.

Second by Eichelkraut.

Ayes: Aussem, Ganiere, Eichelkraut, and Less.

Nays: None. Motion carried. Eschbach abstained.

Commissioner Less presented Resolution.

Moved by Commissioner Less that a Resolution authorizing the execution of a lease

agreement between the City of Ottawa and Ron Yanke, for property located at

619 Columbus Street, which has been on file for public inspection since July 19, 2016, be

adopted.

Second by Ganiere.

Ayes: Aussem, Ganiere, Eichelkraut, and Less.

Nays: None. Motion carried. Eschbach abstained.

Commissioner Less presented Resolution.

Moved by Commissioner Less that a Resolution approving and authorizing the execution

of an agreement between the City of Ottawa and Upland Design Ltd., regarding

Dayton Bluffs landscaping, be received and placed on file for public inspection.

Second by Aussem.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Commissioner Less awarded Bid.

Moved by Commissioner Less that the Bid received from Precision Pavement Markings in

the amount of $16,770.00 for bicycle lines on West Main Street from Boyce Memorial

Drive to Columbus Street and West McKinley Road from Adams Street to Route 23, be

accepted and the payment be split 3 ways between the City of Ottawa, City of Ottawa

Playground and Recreation Department and Starved Rock Cycling.

Second by Eichelkraut.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Commissioner Less presented Change Orders.

Moved by Commissioner Less that the Change Orders received from Marseilles Sheet

Metal to upgrade the motor and revise the air handler in the amount of $19,037.57, for the

HVAC project at the Main Police and Fire Station, be accepted and paid for from the bond

proceeds.

Second by Ganiere.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Mayor Eschbach presented Report of Registrar.

Moved by Mayor Eschbach that the Report of Registrar, Shelly L. Munks, for the month of

July 2016, be received and placed on file.

Second by Less.

Nays: None. Motion carried.

Mayor Eschbach presented Report of Parking Administration.

Moved by Mayor Eschbach that the Report of the Parking Administration Department

showing fines collected of $2,734.00, for the month of July 2016, be received and placed

on file.

Second by Ganiere.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Report of Building Official.

Moved by Mayor Eschbach that the Report of Building Official, Michael J. Sutfin, for the

month of July 2016, be received and placed on file.

Second by Eichelkraut.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Resolution.

Moved by mayor Eschbach that a Resolution requesting permission from the Illinois

Department of transportation to perform sidewalk improvements along Illinois Route 23,

be adopted.

Second by Eichelkraut.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Resolution.

Moved by Mayor Eschbach that a Resolution authorizing legal action against

639 East Main Street, be adopted.

Second by Ganiere.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Resolution.

Moved by Mayor Eschbach that a Resolution authorizing the execution of an employment

agreement for an appointed city official in Gary Scott as Public Works Director, which has

been on file for public inspection since July 19, 2016, be adopted.

Second by Aussem.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Request.

Moved by Mayor Eschbach that the Request for a Zoning amendment, conditional use

permit for a drive thru facility and Preliminary and Final Plat approval for CVS Pharmacy,

be received and referred to the Plan Commission for review and recommendation.

Second by Ganiere.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Request.

Moved by Mayor Eschbach that the Request for a conditional use permit for a PUD and

Preliminary and Final Plat approval for Heritage Harbor West Peninsula Unit 6, be

received and referred to the Plan Commission for review and recommendation.

Second by Aussem.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Mayor Eschbach presented Bid Openings.

Moved by Mayor Eschbach that the Proposals received for 528 East Marquette Street,

519 Marcy Street, and 511 Armstrong Street, all be received and referred to Staff for

review and recommendation.

Second by Aussem.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Request.

Moved by Mayor Eschbach that the Request from the Ottawa Youth Football League to

collect donations on Saturday, August 6, 2016, from 9:00 a.m. until 2:00 p.m. for their

annual “Fill the Helmet” fundraiser at the intersection of Route 6 and Columbus Street, be

approved.

Second by Ganiere.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Request.

Moved by Mayor Eschbach that the Request from Camp Tuckabatchee to collect

donations on Saturday, August 13, 2016, from 8:00 a.m. until 1:00 p.m. at the intersection

of Route 6 and Columbus Street, be approved.

Second by Aussem.

Nays: None. Motion carried.
