Sandwich Committee of Whole discusses planned telecommunication tax hike

At a recent meeting, the Sandwich Committee of the Whole discussed a plan to raise the telecommunication tax.

Below are the minutes from this meeting, as provided by the committee.

Mayor Olson called the meeting to order at 7:03 PM

Telecommunication Tax Discussion: Last spring, the Council had discussed raising the telecommunications tax to that of neighboring communities. The City’s current tax rate is 3.75% as opposed to 5-6% tax rate of other municipalities. An ordinance will be drawn and filed with the Department of Revenue prior to September 20th in order for the new rate to take effect January 1st, 2017. No voter referendum is required. The telecommunications tax includes, but not limited to, telephone services, cell phone services, paging services or any other transmission of messages or information by electronic or similar means. Council was in agreement to raise the telecommunication tax to the maximum allowed, or increase by 2.25%.

IML (Illinois Municipal League) Conference: The IML Conference will be held on September 22 – 24, 2016. Mayor Olson requested that if anyone is interested in attending the conference to let him know. Advanced registration ends September 15, 2016.

FVOA (Fox Valley Older Adults) Donation; The Council will be distributing their annual donation payable to FVOA. Director Cindy Worsley was present and thanked the Council for their continued generosity and donation. She added that the State has started releasing funds previously withheld due to the State’s budget impasse.

Ward 3 brush pickup is complete. The next scheduled brush pickup for Ward 3 will be Monday, September 19th.

Bid Results 2016 Concrete Street Maintenance Project (16-00000-01-GM): Bids were received and opened at 10:30 AM on Tuesday, August 9th, 2016. Bids were reviewed and tabulated by Etscheid, Duttlinger & Associates as follows:

Universal Asphalt & Excavating Inc. $302,814.00 Elliott & Wood Inc. $332,000.00 Alliance Contractors Inc. $379,207.75 Stott Contracting, LLC $397,241.98 Sjostrom & Sons Inc. $440,922.12 D Construction Inc. $523,487.00

It is recommended that the City award the contract for this project to Universal Asphalt & Excavating Inc. in the amount of $302,814.00. The projected estimate was $376,597.00. The Council will vote on the recommendation at next week’s meeting.

Bid Results 2016 Hot-Mix Asphalt Street Maintenance Project (16-00000-02-GM): Bid opening was held on Tuesday, August 9th at 10:00 AM. Bids have been reviewed and tabulated by Etscheid, Duttlinger & Associates as follows:

D Construction Inc. $116,533.98 Universal Asphalt & Excavating Inc. $124,491.98 Builders Paving, LLC $132,667.68 Curran Construction Company $134,053.80

It is recommended that the contract for this project be awarded to D Construction Inc. in the amount of $116,553.98. The estimate on the project was $177,027.50. The Council will vote on the recommendation at next week’s meeting.

Chief Bianchi: No report

EMA: Director Tom Cicora has received communication from TransCanada confirming the distribution of $20,000 toward the replacement of the warning sirens. The new sirens should be installed in approximately four (4) weeks.

Alderman Dell advised the Council that after reviewing the monthly financial statement, the City should have spent approximately 25% of the budget. He cautioned that anything greater than 28% should be a concern. Monthly review of the City’s financial status will be discussed in upcoming meetings as needed.

Alderwoman Killey advised that the finance committee will meet immediately following this evening’s meeting.

Alderman McMahon: No report

Alderman Redden: No report

Alderman Robinson: Absent

Alderman Scheidecker: No report

Adjournment:

There being no further business to come before the Council, motion made by Alderman Redden and seconded by Alderman Scheidecker to adjourn the Committee-of-the-Whole Council meeting at 7:35 PM. Motion carried unanimously by voice vote.
