Ottawa City Council votes to consider developer's bid for property

At a recent meeting, the Ottawa City Council voted to consider a developer's bid for 112 W. Madison St.

Below are the minutes from this meeting, as provided by the council.

Ottawa, Illinois

August 16, 2016

Regular meeting of the Council of the City of Ottawa, Illinois.

Present: Daniel F. Aussem, Thomas G. Ganiere, Wayne A. Eichelkraut Jr.,

James J. Less, and Robert M. Eschbach.

Absent: None.

Commissioner Eichelkraut presented minutes of previous meeting.

Moved by Commissioner Eichelkraut that the minutes of a regular meeting of the

Council of the City of Ottawa, Illinois, held on Tuesday, August 2, 2016, be approved as

recorded in the permanent files of the City Clerk.

Second by Ganiere.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Biweekly Salary Payroll.

Moved by Commissioner Eichelkraut that the Biweekly Salary Payroll of

August 12, 2016, in the amount of $357,644.69, be approved and warrants issued.

Second by Aussem.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Monthly Expense Report.

Moved by Commissioner Eichelkraut that the Monthly Expense Report of

August 16, 2016, showing expenses in the amount of $602,739.83, be approved and

warrants issued.

Second by Less.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Monthly Salary Payroll.

Moved by Commissioner Eichelkraut that the Monthly Salary Payroll of August 12, 2016,

in the amount of $23,005.00, be approved and warrants issued.

Second by Ganiere.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Monthly Financial Report.

Moved by Commissioner Eichelkraut that the Monthly Financial Report of City Clerk,

Shelly L. Munks, for the month of July 2016, be received and placed on file.

Second by Ganiere.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of transit

service agreements between the City of Ottawa and City of Ottawa Playground and

Recreation Department and Friendship House, regarding NCAT, which has been on file

for public inspection since August 2, 2016, be adopted.

Second by Aussem.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Commissioner Aussem presented Resolution.

Moved by Commissioner Aussem that a Resolution authorizing the execution of a pipe

line crossing license agreement between the City of Ottawa and Illinois Railway LLC,

regarding the Madison Street Storm Sewer project, which has been on file for public

inspection since August 2, 2016, be adopted.

Second by Ganiere.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Commissioner Aussem presented Resolution.

Moved by Commissioner Aussem that a Resolution authorizing the execution of a pipe

line crossing license agreement between the City of Ottawa and Illinois Railway LLC,

regarding the South side interceptor sewer project, be received and placed on file for

public inspection.

Second by Less.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Commissioner Aussem presented Resolution.

Moved by Commissioner Aussem that a Resolution authorizing the execution of an

engineering services agreement between the City of Ottawa and Renwick & Associates

Inc., regarding the James Court and Dairy Lane lift station eliminations, be received and

placed on file for public inspection.

Second by Eichelkraut.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Commissioner Ganiere presented Resolution.

Moved by Commissioner Ganiere that a Resolution authorizing the execution of

cooperative agreements between the City of Ottawa and the Illinois Department of Natural

Resources, regarding excess property, be received and placed on file for public

inspection.

Second by Eichelkraut.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Commissioner Less presented Resolution.

Moved by Commissioner Less that a Resolution approving and authorizing the execution

of an agreement between the City of Ottawa and Upland Design Ltd., regarding

Dayton Bluffs landscaping, which has been on file for public inspection since

August 2, 2016, be adopted.

Second by Aussem.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

City Engineer, Dave Noble noted that the 2 or 3 new programs are available for people

that are upside down on their mortgages.

Mayor Eschbach presented Ordinance.

Moved by Mayor Eschbach that an Ordinance amending Chapter 22, Section 22-126 of

the Municipal Code of the City of Ottawa, LaSalle County, Illinois, regarding fences, which

has been on file for public inspection since July 5, 2016, be passed and approved.

Discussion ensued.

Lyle Heusner of 844 Kimberly Lane addressed the Council about his corner lot and his

fence. He noted that the fence doesn’t interfere with the view of traffic. He is again

requesting he be allowed to change to a privacy fence and feels the new proposed rule in

extreme.

Second by Ganiere.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Resolution.

Moved by Mayor Eschbach that a Resolution authorizing the execution of a sale of public

property agreement between the City of Ottawa and Jeremy West, for property located at

528 East Marquette Street, be received and placed on file for public inspection.

Second by Ganiere.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Resolution.

Moved by Mayor Eschbach that a Resolution authorizing the execution of a sale of public

property agreement between the City of Ottawa and KPON Properties LLC, for property

located at 511 Armstrong Street, be received and placed on file for public inspection.

Second by Aussem.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Resolution.

Moved by Mayor Eschbach that a Resolution authorizing the execution of a sale of public

property agreement between the City of Ottawa and Jeremy West, for property located at

519 Marcy Street, be received and placed on file for public inspection.

Second by Eichelkraut.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Resolution.

Moved by Mayor Eschbach that a Resolution authorizing the execution of a license

agreement between the City of Ottawa and Unite Private Networks LLC, be received and

placed on file for public inspection.

Second by Eichelkraut.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Change Order.

Moved by Mayor Eschbach that the Change Order received from Robinson Engineering in

the increased amount of $40,233.00 for the Columbus Street Beautification and Lighting

project, be approved and paid for from the TIF Fund.

Second by Ganiere.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Request.

Moved by Mayor Eschbach that the Request for a conditional use permit for a PUD and

preliminary and final plat approvals for Heritage Harbor West Peninsula Unit 1A, be

received and referred to the Plan Commission for review and recommendation.

Second by Eichelkraut.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Request.

Moved by Mayor Eschbach that the Request received for rezoning from MLC Irrevocable

Trust #020812 for property located at 620 West Madison Street, be received and referred

to the Plan Commission for review and recommendation.

Second by Aussem.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Bid.

Moved by Mayor Eschbach that the Bid received from CL Real Estate Development in the

amount of $35,000.00 for property located at 112 West Madison Street, be received and

referred to the Staff for review and recommendation.

Second by Ganiere.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented motion to adjourn.

Moved by Mayor Eschbach that this regular meeting be adjourned.

Second by Eichelkraut.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried. Council adjourned at 7:22 p.m.
