The Illinois Department of Financial and Professional Regulations (IDFPR) now requires domestic violence (DV) training for cosmetology licensees.
The new law took effect on Jan. 1.
Cosmetology and esthetics teachers must take a one-hour continuing education (CE) course to renew their licenses in September 2018. The CE class requirement will be in effect for nail technicians, nail technology teachers, hair braiders and hair braiding teachers for the October 2018 license renewals.
Cosmetologists and estheticians will be required to take the CE class for their September 2019 license renewals, as well. This one-hour class is in addition to the current CE class requirements for licensing.
While the new law is already in effect, the CE requirement will be delayed until the IDFPR establishes and implements rules. After IDFPR develops these rules, they must be approved by the Joint Committee on Administrative Rules (JCAR).
Gov. Bruce Rauner signed the bill into law last summer.
The CE class will teach the state's 88,000 licensed cosmetology and beauty professionals how to recognize the signs of domestic abuse and techniques to help its victims. It will be enforced by the IDFPR.
