LaSalle County Board honors retiring Veteran's Assistance Commission superintendent

LaSalle County Board met Thursday, Jan. 12.

Here are the minutes as provided by LaSalle County:

STATE OF ILLINOIS COUNTY OF LASALLE

The LaSalle County Board met pursuant to Statue at the Governmental Complex, Ottawa, Illinois, on the second Thursday of January, A.D. 2017, it being the 12th day thereof.

Chairman Hicks called the meeting to order at 1:05 p.m.

This is the third meeting of our December 2016-2017 Session.

Pledge of Allegiance

Chairman Hicks asked the Clerk to call the roll call for Mileage & Per Diem.

PRESENT: Curtis Faber, David Zielke, Catherine Owens, Charles Borchsenius, Gary Small, Jill Bernal, Joseph Oscepinski, Larry Butkus, Joseph Savitch, Michael Kasap, David Torres, Tina Busch, Steven Tuftie, Russell Boe, Lou Anne Carretto, Douglas Trager, Thomas Thrush, Brian Dose, Ernest Weiss, Robert Lee, Randy Freeman, Jerry Myers, Timothy Geary, Walter Roach, Norman Sedlock, Elmer Walter and Chairman Hicks.

ABSENT: Ms. McNally, Mr. Erbrederis and Mr. Walsh

There were 14 ayes claiming mileage

Motion by Mr. Faber to approve the roll call for Mileage & Per Diem, second by Mr. Kasap. Voice vote; 26 ayes,3 absent and 1 present.

STUDENT EXCELLENCE AWARDS

Assistant Regional Superintendent of Schools, Jennifer Furgeson, introduced two eighth grade honor roll students to receive the Student Excellence Awards. Claire Morrow, a student at Peru Catholic School and Rutland Grade School student Luke Poffenbarger each received an award plaque from Chairman Hicks and were applauded by the board for their achievements.

RESOLUTION: (#17-01) HONORING MARTIN J. RUE

A resolution was submitted honoring Martin J. Rue in his retirement as Veteran’s Assistance Commission Superintendent. Martin J. Rue assisted the veterans of LaSalle County for 33 years by staying current with new laws and statutes so they could receive their full benefits. He and his staff helped thousands of veterans with claims, disability rating, social security disability and pension from their employment working closely with several State Attorneys over his thirty three years to achieve sentencing for felony charges that would allow for VA Compensation and Social Security not be dropped to their families.

Martin was not able to attend the meeting therefore Chairman Hicks introduced Steve Kreitzer, newly appointed VAC Superintendent, to receive the framed copy of the resolution and honorary plaque for him. Chairman Hicks and the board members extended LaSalle County’s sincere appreciation and deepest gratitude for his 33 years of loyal service.

Mr. Savitch, Mr. Boe, Mr. Weiss and Chairman Hicks all commended “Marty” on his tireless work while helping LaSalle County Veterans. Mr. Freeman added Marty worked very hard to get the LaSalle Veteran’s Home and expressed a “big thank you” from all of LaSalle County Veterans.

Motion by Mr. Savitch to approve the resolution, second by Mr. Weiss. Voice vote;

26 ayes and 3 absent. Motion carried.

COUNTY HIGHWAY

Motion by Mr. Zielke to place the 2016 County Highway’s Annual Report of file, second by Mr. Freeman. Larry Kinzer, LaSalle County Highway Superintendent, addressed the board regarding the 2016 County Highway’s Annual Report. Larry explained the annual report could also be seen online at the County Highway’s website.

Voice vote; 26 ayes and 3 absent. Motion carried.

PRESENTATION

Michael Gianasi, Accounts Manager with Bruce Harris & Associates, Inc, addressed the board with a presentation of GIS Online Systems now available through the LaSalle County Assessment office. He presented a slide show on the 2016 GIS highlights with new features that are available online to the public. He explained one of the newest additions available in LaSalle County is a pictometry flight showing a much clearer picture. The Assessment Office uses GIS maps to help with property assessments, including arial photography used in farmland assessments. EMA can use the GIS Online System to find spill locations and information and Environmental Services can locate flood zones in LaSalle County. The public can find these services online on LaSalle County’s Website listed under the Assessment office.

County Board Member, Joe Savitch, commended Bruce Harris & Associates Inc. for having done an outstanding job throughout the years they have been working with LaSalle County.

RESOLUTION: (#17-02) 90 DAYS AFTER A GENERAL ELECTION REQUIREMENT

TO FILE AS PER PUBLIC ACT #099-0900

A resolution was submitted recommending LaSalle County adopt a resolution to meet the 90 days after a General Election requirement as per Public Act #099-0900 (IMRF Fund), section 40 ILCS 5/7-137.2 (a). LaSalle County Board passed on September 12, 2016 the following Resolution #16-111 For County Board Members Participation in Illinois Municipal Retirement Fund (“IMRF”), Resolution #16-112 Amending Resolution #11-99 dated July 14, 2011 Adopting a 1000 Hour Requirement for Participation in IMRF and Resolution #16-113 Amending Resolution #12-181 dated November 29th, 2012 Relating to Participation by Elected Officials in the Illinois Municipal Retirement Fund to incorporate additions and changes from Public Act #099-900 (Exhibit “A”, Exhibit “B” and Exhibit “C”)

The resolution must be adopted and filed with the Fund no more than 90 days after each general election in which a member of the county board is elected. Motion by Mr. Trager to approve the resolution, second by Ms. Bernal. Voice vote: 26 ayes and 3 absent. Motion carried.

RESOLUTION: (#17-03) ARCHITECTURAL & ENGINEERING SERVICES AGREEMENT FOR LASALLE COUNTY PHONE SYSTEM REPLACEMENT/UPGRADES PROJECT AT MULITIPLE COUNTY SITES

A resolution was submitted recommending entering into an agreement with Basalay, Cary & Alstadt Architects, LTD for phone system replacement/upgrade to be done at multiple county sites at a cost of $42,600.00. The LaSalle County Facility Government/Criminal Justice Center & Detention Home located at 707 Etna Road cost will be $25,560.00, Downtown Courthouse Departments located at 119 W. Madison Street will be $12,780.00 and LaSalle County Nursing Home located at 1380 N. 27th Road will be $4,260.00 and that the LaSalle County Board Chairman is authorized to execute said agreement.

Motion by Mr. Tuftie to approve the resolution, second by Mr. Thrush.

John Haag, LaSalle County’s IT Director, explained why multiple sites needed the replacement/upgrade adding that it would bring the system up to date and in time save the county money compared to what the county was currently paying and that the dealing with AT&T was a nightmare. He answered questions from the board members.

Mr. Tuftie thanked John and the IT department for taking on the huge task and explained John would be needing the cooperation of all Department Heads, Elected Officials and Appointed Officials. He agreed that after dealing with AT & T himself in the past it was a nightmare. Roll call vote: 26 ayes and 3 absent. Motion carried.

Chairman Hicks explained the resolution for Professional Correctional Medical and Health and Mental Health Services for the Adult and Juvenile Inmates and Detainees of the LaSalle County Jail and LaSalle County Juvenile Detention Center that was on the Agenda would be presented next meeting due to the fact that the contract still has not been brought forward.

PRESENTATION

JoAnn Carretto, LaSalle County Clerk, presented the County Clerk’s Annual

Report for the period of December 1st, 2015 through November 30th, 2016.

Motion by Ms. Carretto to place the County Clerk’s Annual Report on file, second

by Mr. Myers. Voice vote; 26 ayes and 3 absent. Motion carried.

RESOLUTION: (#17-04) SURRENDER OF TAX SALE CERTIFICATE

A resolution was submitted recommending the Chairman of the Board of LaSalle County, Illinois, be authorized to assign a Tax Sale Certificate of Purchase for Mobile Home Certificate 201301084, (parcel #03-98-170-016) located at 4462 E. 1251st Road, Lot 16, Earl Township, for the total sum of $695.00. The Treasurer of LaSalle County, Illinois shall receive the sum of $202.47 to be disbursed according to law.

This resolution shall be effective for sixty (60) days from date and any transaction between the parties not occurring within this period shall be null and void.

Motion by Mr. Roach to approve the resolution, second by Mr. Butkus. Roll call vote: 24 ayes and 5 absent. Motion carried.

ABSENT: Ms. McNally, Mr. Erbrederis, Mr. Savitch, Mr. Boe and Mr. Walsh.

RESOLUTION: (#17-05) TAX SALE CERTIFICATE OF PURCHASE

A resolution was submitted recommending that the Chairman of the Board of LaSalle County, Illinois, be authorized to execute a Deed of Conveyance of the County’s interest or authorize the cancellation of the appropriate Certificate(s) of Purchase, as the case may be, on real estate (parcel #01-33-331-009) located in Mendota Township, for the total sum of $646.50 of which $168.71 is to be paid to the Treasurer of LaSalle County, Illinois, to be disbursed according to law.

This resolution to be effective for sixty (60) days from date and any transaction between the parties not occurring withing this period shall be null and void.

RESOLUTION: (#17-06) CERTIFICATE OF PURCHASE

A resolution was submitted recommending that the Chairman of the Board of LaSalle County, Illinois, be authorized to execute a Deed of Conveyance of the County’s interest or authorize the cancellation of the appropriate Certificate(s) of Purchase, as the case may be, on real estate (parcel #17-16-117-003) located in Peru Township, for the sum of $5,550.00 of which $4,057.66 is to be paid to the Treasurer of LaSalle County, Illinois, to be disbursed according to law.

This resolution shall be effective for sixty (60) days from date and any transaction between the above parties not occurring within this period shall be null and void.

Motion by Mr. Geary to approve the resolution, second by Ms. Owens. Roll call vote: 26 ayes and 3 absent. Motion carried.

APPOINTMENT: (#17-07) LASALLE COUNTY INSURANCE TRUST

CITIZEN-AT-LARGE TRUSTEE

A resolution was submitted recommending Sandi Billard be appointed as Citizen-at-Large Trustee , to fill the vacancy left by the resignation of Don Kaminky , for a two year term on the LaSalle County Insurance Trust Board expring November 30th, 2018.

Motion by Mr. Small to approve the resolution, second by Mr. Dose. Voice vote;

26 ayes and 3 absent. Motion carried.

APPOINTMENT: (#17-08) ZONING BOARD OF APPEALS CHAIRMAN

A resolution was submitted recommending Doug Stockley, Zoning Board ofAppeals Member be appointed as the Chairman of the LaSalle County Zoning Board of Appeals to fill a vacancy left by John Hughes’ retirement on November 30th, 2016 which will expire March 31st, 2020 or thereafter a successor is appointed and qualified takes office.

Motion by Mr. Boe to approve the resolution, second by Mr. Walter. Voice vote; 25

ayes and 4 absent. Motion carried.

Chairman Hicks explained an application for Alternate on the Zoning Board of Appleals had been listed on the website and the two applicants who responded will be interviewed by himself, Mr. Stockley, Mr. Kasap and Mr. Erbrederis.

ABSENT: Ms. McNally, Mr. Erbrederis, Mr. Walsh and Mr. Borchsenius.

APPOINTMENT: (#17-09) TRI COUNTY OPPORTUNITY COUNCIL

A resolution was submitted recommending the reappointment of Kenneth Krogulski as a Member of the Tri County Opportunity Council for a 2 year term expiring December 31st, 2018 or thereafter a successor is appointed and qualified.

Motion by Mr. Kasap to approve the resolution, second by Mr. Borchsenius. Voice vote; 26 ayes and 3 absent. Motion carried.

Mr. Freeman added Mr. Krogulski has done a very nice job serving on the Tri County Opportunity Council Board in the past and is a very conscientious person.

MISCELLANEOUS CORRESPONDENCE AND REPORTS

Correspondences to the Department of Revenue regarding Tax Allocation Verification dated December 22nd, 2016 and January 3rd, 2017 were submitted.

Jill Bernal explained to the board members that there was an Economic Development Corporation of North Central Illinois Finacial Report for monthly expenses 12/17/16 through 01/04/17 in their packets, she also explained the website should be up and running soon.

Randy Freeman announced he recently did a presentation with the help of Sandy Panzica for Lostant School’s 7th grade class on local government and he feels it left the students with a positive additude urging everyone to offer their services to help our future generation become more involved and participate in county government.

Chairman Hicks announced the Oversite Meeting is moved to January 25th, at 1:00 in room 242, Salary & Labor Committee meeting will be on January 27th and the February calendars were in their mail boxes.

Motion by Mr. Sedlock to place the Miscellaneous Correspondence & Reports on file, second by Ms. Busch. Voice vote; 26 ayes and 3 absent. Motion carried.

Motion by Mr. Savitch to recess to February 9th, 2017 at 1:00 p.m. in room 250, second by Mr. Oscepinski. Voice vote; 26 ayes and 3 absent. Motion carried.

CHAIRMAN HICKS RECESSED THE MEETING AT 2:48 P. M.
