A public hearing was held on the proposed budget. With no one publicly commenting, the Mayor declared the hearing closed at 6:01 p.m.
Commissioner Eichelkraut presented Ordinance. Moved by Commissioner Eichelkraut that an Ordinance adopting the Operating Budget for the fiscal year commencing May 1, 2017, which has been on file for public inspection since April 18, 2017, be passed and approved. Second by Ganiere. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.
Commissioner Eichelkraut presented Monthly Expense Report. Moved by Commissioner Eichelkraut that the Monthly Expense Report of April 25, 2017, showing expenses in the amount of $445,355.60, be approved and warrants issued. Second by Aussem. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.
Commissioner Aussem presented Resolution. Moved by Commissioner Aussem that a Resolution authorizing the execution of an easement agreement with GOLO Investments Ltd., regarding the south side interceptor sewer project, which has been on file for public inspection since April 18, 2017, be adopted. Second by Ganiere. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Moved by Commissioner Ganiere that a Resolution authorizing the execution of a service agreement between the City of Ottawa and Motorola, which has been on file for public inspection since April 18, 2017, be adopted. Second by Eichelkraut. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Moved by Commissioner Ganiere that a Resolution authorizing the execution of a service agreement between the City of Ottawa and Chicago Communications, which has been on file for public inspection since April 18, 2017, be adopted. Second by Less. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.
Mayor Eschbach presented Resolution. Moved by Mayor Eschbach that a Resolution approving and authorizing the execution of an employment agreement for an appointed city official in Ed Thorsen as Building Inspector, which has been on file for public inspection since April 18, 2017, be adopted. Second by Ganiere. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Moved by Mayor Eschbach that a Resolution authorizing the execution of a consulting agreement between the City of Ottawa and Torricelli Lobbying and Consulting LLC, which has been on file for public inspection since April 18, 2017, be adopted. Mayor Eschbach presented motion to recess. Moved by Mayor Eschbach that this Council recess into Closed Session to discuss a matter of personnel. Second by Aussem. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried. Council recessed at 6:07 p.m.
