Here is the minutes provided by the Board:

The Ladd Village Board met in regular session at 6:30pm on Tuesday, September 12, 2017, in the Village Hall. President

Mike Grivetti called the meeting to order and led the Pledge of Allegiance to the American flag.

Roll Call:

Present – Trustees Frank Cattani, Jim Manning, Jan Martin, Andy Ruggerio, Mike Urbanowski (5)

Absent – Trustee Dan Nelson

In attendance – Attorney Pat Barry, Clerk Diane Chandler, Treasurer Rhonda Bezely, Chief Bill Gaefcke, Assistant

Superintendent B.J. Liebe, Engineer Adam Ossola, Building Inspector Tony Foster

Motion Cattani – Second Manning to approve the (8/22/17 meeting) minutes as presented.

Ayes: Cattani, Manning, Martin, Ruggerio, Urbanowski

Motion carried: 5-0

Motion Urbanowski – Second Ruggerio to pay the bills in the amount of $77,777.14.

Ayes: Cattani, Manning, Martin, Ruggerio, Urbanowski

Motion carried: 5-0

Committee Reports:

Streets & Alleys – Cattani recommended the approval of a sidewalk replacement application.

Motion Cattani – Second Martin to approve the replacement of 160’ of sidewalk at 134 North Bureau Avenue.

Ayes: Cattani, Manning, Martin, Ruggerio, Urbanowski

Motion carried: 5-0

Engineer’s Report:

Easement Vacation – Ossola reported that they have staked the property lines on the Colby Flanagan property. There are no electric or water utilities on the easement. Ossola stated that there are other service lines located there, possibly telephone or cable. Barry added that the Village cannot vacate the other utilities’ rights, the phone and cable companies would need to sign off prior to vacating the easement. Casey’s Sewer Project – The boring for the sewer line is complete but the pump has not been delivered.

Chief’s Report:

Monthly Report – The Police Department’s Activity Report for August 2017 was presented.

Inspector’s Report:

Attorney’s Report:

Fireworks Ordinance – Barry presented a fireworks ordinance for approval.

Motion Ruggerio – Second Urbanowski to pass “An Ordinance Prohibiting The Sale And Use Of Fireworks And Explosive Devices In The Village Of Ladd, Bureau County, Illinois”.

Ayes: Cattani, Manning, Martin, Ruggerio, Urbanowski

Motion carried: 5-0

Ruggerio announced that a company had inspected the roof on the Community Center. While the cost to replace the flat roof was not known, the construction of a truss and hip roof would be quite costly. The board directed Chandler to seek additional contractors in the area who are approved to install a Duro Last roof and to get some additional proposals.

Ruggerio received no additional quotes for playground fall protection. The board reviewed the three proposals received last month. Grivetti announced that the Ladd Men’s Club had made a $3,500.00 donation toward the project. He plans to inquire whether the Men’s Club members would be willing to assist with the installation.

Motion Urbanowski – Second Martin to concur with the Plan Commission’s recommendation to approve William & Susan Cattani’s variance requests for a reduction in front yard setback from 25 feet to 3 feet and a reduction in side yard setback from 10 feet to 5 feet for the construction of a 2,976 sq. ft. building on their property at 218 East Chestnut Street.

Ayes: Cattani, Manning, Martin, Ruggerio, Urbanowski

Motion carried: 5-0

Motion Cattani – Second Urbanowski to accept Electric Pump’s proposal of $452.50 for the installation of the new 3202 pump, the removal of the other pump and to transport it back to the shop for a repair estimate.

Ayes: Cattani, Manning, Martin, Ruggerio, Urbanowski

Motion carried: 5-0

No action was taken on the purchase of an additional trash receptacle for Main Street.

Announcements:

 Grivetti congratulated Martin upon being chosen as one of the 2017 Illinois Valley Living’s Women of Distinction.

Motion Manning – Second Cattani to adjourn.
