CALL TO ORDER The regular meeting of the month of September of the Board of Education of Peru Elementary School District 124, LaSalle County, Illinois, was called to order in the Choral Room at Parkside School, 1800 Church Street, Peru, IL, by Board President Mark Lamboley, on Wednesday, September 20, 2017, at 6:00 p.m.

PLEDGE OF ALLEGIANCE President Lamboley led the Board and audience in the Pledge of Allegiance.

ROLL CALL PRESENT: Members Josanne Bruins, Patti Leynaud, C.G. Pillai, and President Mark Lamboley.

ABSENT: Members Rob Ankiewicz, Simon Kampwerth, and Vice President Jim Renk

OTHERS PRESENT: Superintendent Mark Cross, Board Secretary Kim Vezzetti, Lori Madden, Sara McDonald, Melissa Bosnich, Katie Wellner, Jim Dziarnowski, Mary Jo Freeman, Jennifer Znaniecki, Sally Etzenbach, Jaime Fought, Kelly Schaefer, Cindy Vaske, Bill Newkirk, Mike Vezzetti, and Ben Hohenstatt.

APPROVAL OF MEETING AGENDA MOTION: Moved by Member Pillai, seconded by Member Leynaud, to approve the meeting agenda of September 20, 2017. ROLL CALL, VOTING AYE: Pillai, Leynaud, Lamboley, and Bruins. NAYS: None. ABSENT: Ankiewicz, Kampwerth, and Renk The motion carried 4-0.

PUBLIC COMMENT, CORRESPONDENCE, AND ANNOUNCEMENTS The Board received a thank you note from the Northview staff for the Institute Day luncheon on Monday, August 22.

Member Ankiewicz joined the meeting at 6:04 p.m.

INTRODUCTION OF NEW FACULTY AND STAFF MEMBERS Mr. Cross reported that there are three new faculty members for the 2017-18 school term, along with six new support staff members. Those present for recognition included Parkside teacher aide Katie Wellner, Northview Autism program teacher Jaime Fought, Northview Autism program speech pathologist Sally Etzenbach, Northview teacher aides Mary Jo Freeman and Jen Znaniecki, and Northview head custodian Jim Dziarnowski. Northview mentors Kelly Schaefer and Cindy Vaske were also present. Each of them were given introductions by their principal. New staff members briefly shared their background information with the Board. Parkside 8th grade science teacher Glenn Hall, and Parkside teacher aides Maria Rax and Lisa Tate were unable to attend tonight’s meeting.

PUBLIC PRESENTATION AND HEARING FOR THE FISCAL YEAR 2018 DISTRICT BUDGET MOTION: Moved by Member Bruins, seconded by Member Ankiewicz, to enter the Public Budget Hearing for the Fiscal Year 2018 district budget for Peru Elementary School District 124 at 6:07 p.m.

ROLL CALL, VOTING AYE: Bruins, Ankiewicz, Leynaud, Pillai, and Lamboley. NAYS: None. ABSENT: Kampwerth and Renk. The motion carried 5-0.

Mr. Cross presented the budget for Fiscal year 2018 and pointed out that little has changed since the tentative budget was presented at the August 15, 2017 Board of Education meeting. Estimated revenues for FY18 are $11.29 million and expenditures are approximately $11.94 million leaving a total budget deficit of just under $650,000. He is optimistic that some new city growth will help increase the local tax base as the district reduces the budget deficits in future years.

Member Kampwerth joined the meeting at 6:14 p.m.

MOTION: Moved by Member Ankiewicz, seconded by Member Leynaud, to exit the Public Budget Hearing for the Fiscal Year 2018 district budget for Peru Elementary School District 124 at 6:25 p.m. ROLL CALL, VOTING AYE: Ankiewicz, Leynaud, Pillai, Lamboley, Bruins, and Kampwerth. NAYS: None. ABSENT: Renk. The motion carried 6-0.

CONSENT AGENDA MOTION: Moved by Member Pillai, seconded by Member Kampwerth, to approve the following items in the Consent Agenda:

ROLL CALL, VOTING AYE: Pillai, Kampwerth, Leynaud, Lamboley, Ankiewicz, and Bruins. NAYS: None. ABSENT: Renk. The motion carried 6-0.

REPORTS, UPDATES, AND INFORMATIONAL ITEMS Presentation of Fiscal Year 2017 District Financial Statements, Independent Audit and Annual Financial Report and Shared Services and Outsourcing Report Bill Newkirk presented the Fiscal Year 2017 Audit Report for Peru Elementary School District 124. He reviewed revenues, expenditures and fund balances for the fiscal year and reported that all of the numbers are the same as reported by the district at the end of June 30, 2017. He commended Superintendent Mark Cross and bookkeeper Jeanine Sonnenberg for their thorough preparation and availability of documentation needed to complete the audit.

Presentation of Vezzetti Capital Management Investment Fund Performance Report Mike Vezzetti of Vezzetti Capital Management reviewed the district’s fund performance for FY17. The cash basis earnings net of fees were in the amount of $24,211 with a cash return of.56% for the fiscal year ending June 30, 2017. The beginning balance on July 1, 2016 was $2,267,868 and contributions were made in the amount of $6,810,459 and distributions were in the amount of $6,306,381. The average monthly distribution was $525,532. The ending market value of the account under management on June 30, 2017 was $2,790,050. Cash earnings since the inception of the investment account are $258,884.

Administrative Reports Mrs. McDonald reported:

• The District Open house was held prior to the first day of the school year for the first time and was very well received by parents and staff. The parent participation rate jumped from 58% last year to 86% this year.

• The IL CHIPS program was held at both Northview and Parkside. The Illinois Masons provide the service free of charge to parents. Students are fingerprinted, have their picture taken and voice recorded for identification. The packet is sent home to parents with a sample DNA kit also.

Ms. Madden reported:

• Ms. Madden reported that just under 100 students participated in the IL CHIPS program this year compared to about 30 the last time the program was held.

• The new ESL class taught by Mrs. Hardin is going very well. Students attend the class during their regular social studies period and work on reading, writing and listening skills.

Mrs. Bosnich reported:

• Mrs. Bosnich will be reporting on the results of assessments at the regular October meeting.

Superintendent’s Report Mr. Cross reported:

• The Application for Recognition of Schools no longer needs to be formally approved by the Board of Education.

• BR Bleachers has offered a one year and a five year proposal for service and maintenance of the bleachers, backboards and curtains. The locked in five year proposal would provide a cost savings of $750 per year. The Board would like to formally approve the proposal at the regular October Board meeting.

• The IASB Starved Rock Division Meeting will be held on Thursday, October 12 at Ottawa High School. Jim Burgett will be the featured speaker.

Teaching for 2020 Strategic Plan Progress Report Mr. Cross reported that the administrative team has been focusing on several areas of the district’s Strategic Plan at their administrative team meetings. They have been discussing homework philosophy and Accelerated Reader, among other things. They are also developing a simple curriculum guide for parents to follow on expectations of students at each grade level during the school year, and this will be a major focus of the upcoming teacher institute day.

Presentation of Recommended Additions, Deletions and Modifications of Board of Education Policy Numbers: 2:260; 6:290; 6:330; 6:80; 6:210; 7:160; 7:275; 8:70. For the most part, these policies have very minor changes. Mr. Cross asked the Board to review the policies and he will have them ready for Board approval at the October 18, 2017, regular Board meeting.

Approval of the Fiscal Year 2017 District Financial Statements, Independent Audit, Annual Financial Report and Shared Services and Outsourcing Report MOTION: Moved by Member Bruins, seconded by Member Ankiewicz, to approve the Fiscal Year 2017 District Financial Statements, Independent Audit and Annual Financial Report and Shared Services and Outsourcing Report. AYE 6, NAY 0. The motion carried 6-0.

Appointment of Delegate and Alternate for the IASB Delegate Assembly MOTION: Moved by Member Ankiewicz, seconded by Member Leynaud, to appoint Member Pillai to be the delegate and Member Kampwerth to be the alternate for the IASB Delegate Assembly at the annual conference this November. AYE 6, NAY 0. The motion carried 6-0.

Approval of 2017-18 Mechanical Incorporated Planned Maintenance Program Proposals for Northview and Parkside Schools MOTION: Moved by Member Pillai, seconded by Member Ankiewicz, to approve the 2017-18 Mechanical Incorporated Planned Maintenance Program Proposals for Northview and Parkside Schools. ROLL CALL, VOTING AYE: Pillai, Ankiewicz, Bruins, Kampwerth, Leyanud, and Lamboley. NAYS: None. ABSENT: Renk. The motion carried 6-0.

Approval of 2017-18 Evaluators for Certified and Non-Certified Staff MOTION: Moved by Member Leynaud, seconded by Member Pillai, to approve Sara McDonald, Melissa Bosnich, Lori Madden, Sherri Pannier, Mark Cross, and Brandi Anderson Maier as the 2017-18 evaluators for certified and non-certified staff. ROLL CALL, VOTING AYE: Leynaud, Pillai, Lamboley, Ankiewicz, Bruins, and Kampwerth. NAYS: None. ABSENT: Renk. The motion carried 6-0.

ROLL CALL, VOTING AYE: Kampwerth, Bruins, Leynaud, Pillai, Lamboley, and Ankiewicz. NAYS: None. ABSENT: Renk. The motion carried 6-0.

Employment of Recommended Personnel MOTION: Moved by Member Kampwerth, seconded by Member Leynaud, to employ Shannon Turczyn as a teacher aide at Parkside School for the 2017-18 school year. AYE 6, NAY 0. The motion carried 6-0.

Approval of Memorandum of Understanding Regarding the 2017-18 Health Insurance Programs with the Peru Educators’ Association MOTION: Moved by Member Pillai, seconded by Member Ankiewicz, to approve the Memorandum of Understanding regarding the 2017-18 Health Insurance Programs with the Peru Educators’ Association. ROLL CALL, VOTING AYE: Pillai, Ankiewicz, Bruins, Leynaud, and Lamboley. NAYS: None. ABSTAIN: Kampwerth. ABSENT: Renk. The motion carried 6-0.
