Peru City Council met December 11.

Here is the minutes provided by the Council:

City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Lukosus, Radtke, Sapienza, Payton and Ballard present; Alderman Waldorf absent; Mayor Harl present.

All joined in the Pledge of Allegiance to the Flag of the United States of America.

Public Comment:

Corporate Counsel Doug Schweickert presented a proposed ordinance entitled:

Ordinance No. 6258

An Ordinance Amending The Code Of Ordinances, City Of Peru, Chapter 6, Article V, Alcoholic Beverages, Section 6-102(a)

Alderman Potthoff made a motion the ordinance be adopted as written and read. Alderman Radtke seconded the motion. Aldermen Potthoff and Payton favored a May 1, 2018 start date. Alderman Potthoff noted that the City wants to be consistent with other local areas and that 2 a.m. is enough time. Mayor Harl stated the ordinance change recommend was due in part because of the recent fatal confrontation at a LaSalle tavern. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; Aldermen Waldorf absent; motion carried.

Presentation:

Finance Officer Justin Miller provided the following review of the FY 2017 audit. Finance Officer Miller noted he is very proud that a previous finding in the preceding years regarding segregation of duties was removed this year due to the implementation of procedures to eliminate the finding. Following the presentation Alderman Potthoff commented on the following:

• Strong financial position of the City

• There is almost 3 million dollars of debt that was paid down

• Huge increases in pension contribution over the last several years

• Congratulated Finance Office Miller on his good work and the removal of the segregation of duties finding

Fiscal Year 2017 Audit 2017 Highlights

Revenues of the City's governmental activities increased 7.33%, or $1,217,014, from fiscal year 2016 to fiscal year 2017.

Program expenses of the City's governmental activities increased 0.32%, or $46,331 from fiscal year 2016 to fiscal year 2017.

The City's net position increased 6.95%, for a total of $4,952,456

Minutes:

Mayor Harl presented the minutes of the Regular Meeting of November 27, 2017. Alderman Ferrari made a motion that the minutes be received and placed on file. Alderman Payton seconded the motion; motion carried.

Financial Reports

Activity Reports:

Mayor Harl presented the Water and Wastewater Treatment Plants Report for October 2017. Alderman Potthoff made a motion the report be received and placed on file. Alderman Lukosus seconded the motion; motion carried.

Finance And Safety Committee:

Alderman Radtke presented the following disbursements for payment on December 13, 2017:

Alderman Radtke made a motion that the report be received, placed on file and the bills be paid in the usual manner. Alderman Payton seconded the motion. Alderman Potthoff expressed his displeasure regarding a pool fund donor that requested their donation be returned. Clerk Bartley explained years ago, letters were sent to people who had donated to the city-managed pool fund notifying them that the city would pursue the construction of a splash pad. Clerk Bartley reported donors were able to send postcards asking for their money back or asking for the city to keep the donations but to not spend them on a splash pad. Clerk Bartley reported this was a person who had asked that their money not be spent on a splash pad and now wanted the money back. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; Alderman Waldorf absent; motion carried.

Alderman Potthoff made a motion to seek Request for Proposals for residential solid waste and recycling. Alderman Radtke seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; Alderman Waldorf absent; motion carried.

Alderman Potthoff made a motion to approve revised amount for 2018 Health Insurance to Key Benefit Administrators in the amount of $922,349.72. Alderman Payton seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; Alderman Waldorf absent; motion carried.

Alderman Potthoff made a motion to authorize one-time payment of $3,500 to employees who shift from city insurance plan; $2,500 one-time payment if already off the insurance plan and remain off. Alderman Payton seconded the motion. Human Resource Manager Kim Reese noted the payments are due to the city assuming a rise by being self-insured this year and it is an incentive not being on the city’s plan. Alderman Radtke stated he is in favor of the program for a one-year trial but will need to re-evaluate and see how much money, if any is saved. Alderman Potthoff noted it is an incentive for the city. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; Alderman Waldorf absent; motion carried.

Alderman Potthoff made a motion to execute a Letter of Engagement for actuarial services with Foster & Foster for the following:

• GASB No. 67 in the amount of $1,545

• GASB No. 68 in the amount of $1,545

• GASB No. 45 in the amount of $2,575

Alderman Radtke seconded the motion. Finance Officer Justin Miller stated the services are an annual requirement for the audit. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; Alderman Waldorf absent; motion carried.

Alderman Potthoff made a motion to approve Christmas Bonus for city employees; $50 for full-time and $25 for part-time. Alderman Ferrari seconded the motion. Alderman Potthoff reported bonus’ are part of the collective bargaining agreements. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; Alderman Waldorf absent; motion carried.

Public Services Committee:

Alderman Lukosus made a motion to authorize execution of Support and Maintenance Agreement from Tantalus regarding Advanced Metering. Alderman Sapienza seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; Alderman Waldorf absent; motion carried.

Alderman Lukosus made a motion the ordinance be adopted as written and read. Alderman Sapienza seconded the motion. Alderman Lukosus commented on the new hangar. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; Alderman Waldorf absent; motion carried.

Petitions And Communications

Public Comment:

Mr. Kevin Ellerbrock of Elle’s Tap spoke out against the liquor ordinance. Mr. Kevin Ellerbrock of Elle’s Tap disagreed and stated it would cost his business $32,000 annually. Mr. Ellerbrock stated that he has owned the business for 35 years and doesn’t think it’s fair. Mr. Ellerbrock asked the council to explain the decision.

Closed Session:

Mayor Harl asked for a motion to go into closed session to discuss litigation “when an action against, affecting or on behalf of the particular public body has been filed and is pending before a court or administrative tribunal, or when the public body finds that an action is probable or imminent, in which case the basis for the finding shall be recorded and entered into the minutes of the closed meeting”. Alderman Potthoff made a motion to go into closed session. Alderman Payton seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; Aldermen Waldorf absent; motion carried.

Closed session began at 7:45 p.m.; ended 7:50 p.m.

Alderman Potthoff made a motion to re-open the meeting at 7:51 p.m. Alderman Sapienza seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Lukosus, Radtke, Sapienza, Payton and Ballard present; Aldermen Waldorf absent; Mayor Harl present.

Adjournment:

Alderman Radtke made a motion that the meeting be adjourned. Alderman Ferrari seconded the motion and motion carried. Meeting adjourned 7:51 p.m.
