Here is the minutes provided by the Council:

A regular meeting of the La Salle City Council of La Salle, Illinois was held Monday, November 20, 2017 at 7:00 p.m. with Mayor Jeff Grove presiding and with proper notice being duly and continuously posted.

The meeting was called to order at 7:00 p.m.

PLEDGE OF ALLEGIANCE

ROLL CALL Present- Alderman Demes,Bacidore, Ptak, Reynolds, Lavieri, Duncan, Schneider Absent: Alderman Herndon A quorum was present.

PUBLIC HEARING Attorney McPhedran indicated for the record that this evening’s Public Hearing was independently noticed in the newspaper by North Central Council of Government on November 6, 2017 to be compliant with State law, therefore was not listed on the City Council Agenda.

7:00 p.m. Moved by Alderman Schneider and seconded by Alderman Lavieri to open the Public Hearing on the CDBG Grant for the Hegeler Park Sewer Separation project. ROLL CALL: AYE: Alderman Demes, Bacidore, Ptak, Reynolds, Lavieri, Duncan, Schneider NAY: None Absent: Alderman Herndon Abstain: None Motion Carried 7-0

Shug Grosenbach, representative of North Central Council of Governments conducted the public hearing regarding the grant application to DCEO for a CDBG for the Hegeler Park Sewer Separation project. Minutes compiled by North Central Council of Governments are attached as Exhibit A.

7:18 p.m. Moved by Alderman Lavieri and seconded by Alderman Duncan to close the public hearing. ROLL CALL: AYE: Alderman Demes, Bacidore, Ptak, Reynolds, Lavieri, Duncan, Schneider NAY: None Absent: Alderman Herndon Abstain: None Motion Carried 7-0

APPROVAL OF MINUTES Moved by Alderman Demes and seconded by Alderman Reynolds that the minutes of the regular City Council meeting held on Monday, November 6, 2017 are accepted and placed on file. Each and every alderman has a copy. Voice vote, all ayes. Motion carried.

PETITIONS Moved by Alderman Reynolds and seconded by Alderman Schneider to grant the request of the Illinois Valley Youth Choir for a 2017 Raffle License. Each and every alderman has a copy. Voice vote, all ayes. Motion carried.

Moved by Alderman Lavieri and seconded by Alderman Reynolds to grant the request of Kinights of Columbus #792 for and the Illinois Valley Youth Choir for a 2018 Raffle License. Each and every alderman has a copy. Voice vote, all ayes. Motion carried.

Moved by Alderman Ptak and seconded by Alderman Lavieri to accept the recommendation of the Finance Committee and deny the request of the La Salle Peru Township High School Marching Cavaliers for a monetary sponsorship of its annual Trivia Night on Saturday, January 13, 2018 at Senica’s Oak Ridge. Each and every alderman has a copy. ROLL CALL: AYE: Alderman Demes, Bacidore, Ptak, Reynolds, Lavieri, Duncan, Schneider NAY: None Absent: Alderman Herndon Abstain: None Motion Carried 7-0

Moved by Alderman Bacidore and seconded by Alderman Ptak to refer the request of Laura Borowiec for no parking signs on 7th Street between Bucklin and Wright Streets to the Streets, Alleys and Traffic Committee. Each and every alderman has a copy. Voice vote, all ayes. Motion carried.

The Streets, Alleys and Traffic Committee will meet on Monday, December 4, 2017 immediately following the 6:30 Finance Committee meeting.

REPORTS OF CITY OFFICERS Moved by Alderman Ptak and seconded by Alderman Lavieri to accept and place on file the Treasurer’s Report for October 2017 showing cash balances in the La Salle State Bank of $5,892,247.41 and in Hometown National Bank of $5,267,589.82. Each and every alderman has a copy. Voice vote, all ayes. Motion carried.

Moved by Alderman Bacidore and seconded by Alderman Reynolds to accept and place on file the Monthly Police Income Report for October 2017 showing total fees collected of $3,919.90. Each and every alderman has a copy. Voice vote, all ayes. Motion carried.

COMMUNICATIONS Moved by Alderman Ptak and seconded by Alderman Lavieri to accept and place on file the Illinois Department of Revenue Report showing sales tax collected for August 2017 of $94,846.74 and referendum approved sales tax of $41,621.77 for a total of $136,468.51. Each and every alderman has a copy. Voice vote, all ayes. Motion carried.

NEW BUSINESS Moved by Alderman Ptak and seconded by Alderman Schneider to authorize, pay and place on file the following Redevelopment Incentive Grants. Each and every alderman has a copy. Ariva Skin Care and Day Spa- $1,311.80 ROLL CALL: AYE: Alderman Demes, Bacidore, Ptak, Reynolds, Lavieri, Duncan, Schneider NAY: None Absent: Alderman Herndon Abstain: None Motion Carried 7-0

Alderman Bacidore inquired as to when leaf pick-up would conclude. Superintendent Bumgarner stated that it is set to end on December 1 however, he is willing to extend leaf pick- up weather permitting to be sure we get them all.

Alderman Bacidore also asked if it would be possible to get a representative from Comcast to come before the council. He stated that he is getting many complaints from residents about customer service issues with the company. Mayor Grove stated that we can contact Comcast to either come before the council or meet with the Alderman individually.

Ordinance 2709 :An Ordinance An Ordinance Authorizing the Execution of the IMLRMA Minimum/Maximum Contribution Agreement and related matters

COMMENTS Mayor Grove thanked Shug Grosenbach and NCICG for their continued partnership.

Alderman Reynolds stated that he has received complaints about Clearview Energy who has recently been soliciting door-to-door. Alderman Reynolds expressed concern because they did not have permit from the City. He recommends that we stop issuing solititor permits to these type of companies. Alderman Reynolds referenced the decision recently made on November 9 by the Ottawa Police Department to stop issuing solicitor permits to all energy companies. Alderman Reynolds suggested that the City of La Salle do the same Attorney McPhedran stated that we can look into this futher and get a copy of ttawa ordinance.

Mayor Grove informed the public on the upcoming events in the City. Celebration of Lights is now open each evening at 5:00 p.m. at Rotary Park. Small Business Saturday will be this weekend. The 9th annual Miracle of First event will take place on Saturday, December 2 concluding with the tree lighting at City Hall. At that time, a $500 early bird drawing of our 50/50 raffle will be conducted. Lastly, the LBA will host the Christkindlmarket on December 9 and 10 in the parking lot at Second and Marquette Streets. Mayor Grove thanked all for the time and effort put into these projects. He added that the last day for yard waste bag pick up is Monday, November 27. Mayor Grove wished everyone a safe and Happy Thanksgiving.

7:40 p.m. Moved by Alderman Schneider and seconded by Alderman Lavieri to exit regular session and enter into Executive Session regarding pending and/or potential imminent litigation and related matters: Collective bargaining and related matters, and acquisition and/or sale of city real estate and related matters and the employment, appointment, performance and/or compensation of non-union personnel and related matters pursuant to the Open Meetings Act including 5-ILCS 120 Section 2(c) 1-3,5,6,and 11 thereof. ROLL CALL: AYE Alderman Demes, Bacidore, Ptak, Reynolds, Lavieri, Duncan, Schneider NAY: None Absent: Alderman Herndon Abstain: None Motion Carried 7-0

APPROVAL OF BILLS Moved by Alderman Ptak and seconded by Alderman Lavieri that bills submitted totaling $1,187,007.68 (Total Payroll $166,859.50, Bills to be Paid $543,762.98, Total Bills Paid $476,385.20) be accepted, paid and placed on file.
