Here is the minutes provided by the Board:

Hearing Called to Order/Roll Call:

Jim Knoblauch, President, called the levy hearing meeting to order at 5:30 p.m. Present: Mike Barrie, Bob Etzenbach, Doug Kramarsic, Jason Curran, Marc Strand, and Jim Knoblauch. Absent: Mike Porter. Others present: Michael Pillion, Superintendent, Michael Balestri, Principal, Merritt Burns, Principal, and Traci Tomasson, Secretary to the Board of Education.

Pledge of Allegiance:

Discussion and Public Comment:

Mr. Pillion said the levy documents were part of the board packet and that there was one slight change. He said the overall levy amount is the same and the tax rate changed to 3.4891 which is a.002 difference and matches the truth in taxation notification.

Motion by Bob Etzenbach, seconded by Doug Kramarsic, to adjourn. All in favor, aye. The motion carried 6-0. Time: 5:36 p.m.

Regular Meeting Called to Order/Roll Call:

Jim Knoblauch, President, called the meeting to order at 5:37 p.m. Present: Mike Barrie, Bob Etzenbach, Doug Kramarsic, Jason Curran, Marc Strand, and Jim Knoblauch. Absent: Mike Porter. Others present: Michael Pillion, Superintendent, Michael Balestri, Principal, Merritt Burns, Principal, and Traci Tomasson, Secretary, Board of Education.

Approval of Agenda:

Motion by Marc Strand, seconded by Mike Barrie, to approve the board meeting agenda for December 20, 2017. Voting aye: Marc Strand, Mike Barrie, Bob Etzenbach, Doug Kramarsic, Jason Curran, and Jim Knoblauch. The motion carried 6-0.

Approval of Consent Agenda:

Motion by Jason Curran, seconded by Marc Strand, to approve the consent agenda, keeping the November 15, 2017, closed minutes closed. Voting aye: Jason Curran, Marc Strand, Mike Barrie, Bob Etzenbach, Doug Kramarsic, and Jim Knoblauch. The motion carried 6-0.

Communications:

Mr. Pillion said the board had an invite to the Trivia Night from the Trivia Night Committee in the board packet. He also received thank you notes from Amy Turri, Cara Burr, Mary Newcomer and Traci Tomasson for the holiday ham.

Approval of the Levy as Presented:

Motion by Marc Strand, seconded by Doug Kramarsic, to approve the Levy as presented in the hearing. Voting aye: Marc Strand, Doug Kramarsic, Mike Barrie, Bob Etzenbach, Jason Curran, and Jim Knoblauch. The motion carried 6-0.

Approval of the Resolution for the Direct Abatement of Taxes:

Mr. Pillion said the resolution is done yearly for the agreement with the city and Lincoln School. Motion by Mike Barrie, seconded by Bob Etzenbach, to approve the Resolution for the Direct Abatement of Taxes as presented. Voting aye: Mike Barrie, Bob Etzenbach, Doug Kramarsic, Jason Curran, Marc Strand, and Jim Knoblauch. The motion carried 6-0.

Approval of the Second Reading of Board Policies (2:260, 4:10, 4:110, 4:170, 5:90, 5:200, 5:220, 5:240, 5:270, 5:290, 5:300, 5:310, 6:50, 6:150, 7:15, 7:20, 7:70, 7:170, 7:180, 7:190, 7:250, 7:275, 7:305)

Mr. Pillion said he stated at the last board meeting for the first reading that most changes for the second reading were due to the district not being a high school. Motion by Doug Kramarsic, seconded by Marc Strand, to approve the second reading of board policies (2:260, 4:10, 4:110, 4:170, 5:90, 5:200, 5:220, 5:240, 5:270, 5:290, 5:300, 5:310, 6:50, 6:150, 7:15, 7:20, 7:70, 7:170, 7:180, 7:190, 7:250, 7:275, 7:305) as presented. Voting aye: Doug Kramarsic, Marc Strand, Mike Barrie, Bob Etzenbach, Jason Curran, and Jim Knoblauch. The motion carried 6-0.

Information Regarding Meetings of Joint RIF Committee:

Mr. Pillion said they had the Joint Review Committee Meeting October 20, 2017. He said the committee meets every year. He noted that there was no change from previous years.

Reports/Updates:

Superintendent Reports/Information:

• Funding Report– Mr. Pillion said the district has not received any preschool, 0-3, or remaining categorical payments this school year.

• Early Childhood Update– Mr. Pillion said the preschool RFP is out and they are currently working on it. He said he will be hand delivering it to Springfield after break because it is not an electronic submission this year.

• Enrollment Report – Mr. Pillion said the numbers were similar to last month.

• FOIA Request - Mr. Pillion said there were no FOIA Requests this month.

• Triple I Conference – Mr. Pillion said there were many different seminars and workshops that were attended at the Triple I conference. He said many board members shared information from the workshops which included legislative sessions, community engagement, kindergarten interactive learning modules, teacher discipline, using Makr Tech, board-superintendent relations, ELN network, and risk management.

• District Goals Review – Mr. Pillion said there are three basic goals that were chosen in regards to finance, curriculum and communication. He said the board had an overview in the packet of what was done in the last year through the strategic plan.

• Technology Update – Mr. Pillion said Mark Karlosky will be adding access points at Lincoln and Washington Schools over the break to alleviate problems with the WiFi.

• Donation and Kindness List – Mr. Pillion said the board members had a list in their packet of the many different donations received at Oglesby Schools. He said he is grateful to the donors and the list will be posted on the district website and Facebook page.

• Flooring Update – Mr. Pillion said he spoke with a person from Carpet Land and it looks like they could fix the Washington School gym floor in one day. He said he is still waiting to hear back from Keifer Flooring.

Principal Reports/Information (Lincoln):

• Holiday Programs– Mr. Balestri said students performed holiday concerts December 11, 12 and 13 under the direction of Mrs. Adelmann and Mr. Dennison. He said the fourth and fifth grade band students participated in the band and choir concert on the 11th, K-2 on the 12th, and 3-5 on the 13th. He said each night was very well attended and congratulated the students and music teachers on a great job!

• 5 Essentials Survey– Mr. Balestri said the survey opened on December 5th and runs through the end of January. He said teachers and parents at Lincoln are participating in the survey, and information has been communicated to parents through the newsletter, email, text, website and Facebook page.

• P.B.I.S. –Mr. Balestri summarized P.B.I.S. data through November of this year compared with last year and said it is very similar.

• Professional Development – Mr. Balestri said teachers will be participating in a training with Kids at the Core on the January 8th Institute Day. He said the training will focus on SLO development. He said during early dismissal days, the teachers have been working in teams to continue the development of quality assessments. He also noted that teachers and staff have completed mandated trainings through ELN.

• Elks Hoop Shoot – Mr. Balestri congratulated Nick Salazar for finishing second in the Elks Hoop Shoot in his age division. He noted that Nick is the first alternate for the next level of competition.

• 2016 Illinois Science Assessment Results – Mr. Balestri reported that 51% of 5th grade students in 2016 received a proficient score on the test. He said we still have not received the 2017 results.

• P.B.I.S. – Mr. Balestri congratulated the following P.B.I.S. Spotlight Students: Kindergarten, Addison Sesto; 1st Grade, Ethan Mrowicki; 2nd Grade, Hunter Freeman; 3rd Grade, Riley Videgar; 4th Grade, Haley Torchia; 5th Grade, Ana Lopez.

Principal Reports/Information (Washington):

• Professional Learning Committee Meetings- Mr. Burns said the technology team has been delivering professional development to staff on how to deliver powerful assessments using technology. He said train the trainer assessments are being delivered to the Washington staff.

• Elf The Musical– Mr. Burns congratulated Mrs. Adelmann and the students for a very successful musical.

• Band – Mr. Burns congratulated Mrs. Adelmann and the students on a great Junior High Concert and Band Tour.

• 5 Essentials Survey – Mr. Burns summarized the participation rates as follows: 96% of students, 100% of teachers, 33% of parents.

• P.B.I.S. – Mr. Burns congratulated the following students for being chosen for the P.B.I.S. Student Spotlight: Bella Baracani, 6th grade; Brendan Pillion, 7th grade; Ivy Soens, 8th grade.

• Athletics – Mr. Burns said the 8th grade boys’ basketball team is doing well. He said the 7th grade team won the Vermilion Conference Tournament, and he summarized the 6th grade (0-8) and 7th grade (1-7) records. He said the volleyball team is currently practicing and will begin games in January.

Closed Session:

Motion by Doug Kramarsic, seconded by Marc Strand, to enter into closed session at 5:57 p.m. to discuss:

1. The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity. 5 ILCS 120/2(c)(1).

2. The placement of individual students in special education programs and other matters relating to individual students. 5 ILCS 120/2(c)(10).

Voting aye: Doug Kramarsic, Marc Strand, Mike Barrie, Bob Etzenbach, Jason Curran, and Jim Knoblauch. The motion carried 6-0.

Motion by Marc Strand, seconded by Mike Barrie, to return to regular session at 6:10 p.m. Voting aye: Marc Strand, Mike Barrie, Bob Etzenbach, Doug Kramarsic, Jason Curran, and Jim Knoblauch. The motion carried 6-0.
