City of Streator City Council met January 17.

Call To Order: Councilwoman Tara Bedei called the meeting to order at 7:00 p.m.

Scott Wrighton, City Manager, addressed the Council and requested they appoint Councilwoman Bedei Acting
Mayor for this meeting.
Motion: A motion to appoint Councilwoman Bedei was made by Brozak, seconded by Scarbeary.

1.Ordinance 2018-01. Amending Title 10, Chapter 10.24, “Stopping Standing And Parking” Of The Streator Municipal Code Of Ordinances, La Salle And Livingston Counties, Illinois By Designating No Parking Zone (At the intersection of S. 5th Avenue and Reading Street, a distance of 657 west of the intersection along Reading and 50° north of the intersection along 5th Avenue)
Jeremy Palm, City Engineer, presented this item to the Council. It is the recommendation of the City Engineer and the Chief of Police that due to the increase of enrollment at Kimes School and for the safety the students that we establish this a No Parking Zone at the request of the school and bus company. Acting Mayor Bedei called for a motion and second to adopt and approve the ordinance as written asking the to change the date of the ordinance to today
Motion: Brozak made a motion to adopt and approve the ordinance with the date change, seconded by Crouch.

2. Ordinance 2018-02. Ordinance Abating The Tax Hereto Levied For The Year 2017 To Pay The Principal Of And Interest On $1,325,000 General Obligation Bonds (Alternate Revenue Source), Series 2017b, Of The City Of Streator, Lasalle And Livingston Counties, Illinois.
Wrighton presented items 2-6 to the Council explaining the property tax abatement ordinances. Acting Mayor Bedei requested a motion and second to adopt the ordinance abatement for Series 2017B.

Acting Mayor Bedei request a motion and second to adopt the abatement ordinance for Series 2017C.

7. Resolution 2018-01. Authorizing A Representative To Sign Loan Documents In Connection With An Application For A Loan From The Water Pollution Control Revolving Fund And Resolution Of Intent Regarding National Flood Insurance (Center Street Area Sewer Project).
Palm presented this item to the Council and reported it is important to note that this resolution does not authorize any debt to be incurred or the award of any contract, this is simply the first step in the process to obtain loan funding for the project. Acting Mayor Bedei requested a motion and second to approve the resolution.

8. Motion To Receive And Place On File Plan Commission Recommendation 2018-01. Recommending Approval Of A Facade Grant In The Amount Of $15,000 To Doug & Sherlyn Beckman, Owners, 304-306 East Main Street: Palm presented this item to the Council, he reported this is the former Thrifty Drug Building and the upper portion would be the first phase. Acting Mayor Bedei requested a motion and second to place the Plan Commission Rec 2018-01 on file.

9. Resolution 2018-04. Recommending Approval And Granting Award Of A “Facade Grant” To Doug & Sherlyn Beckman, Owners, 304-306 East Main Street In The Amount Of $15,000.
Acting Mayor Bedei requested a motion and second to approve the Facade Grant Award with the provision that this be amended from an Ordinance to a Resolution.

10. Resolution 2018-02. Awarding A Construction Contract To D Construction, Coal City, Illinois, For The City Of Streator's Recently Annexed Barlow Addition Sewer Project. Palm presented this item to the Council, and explained that this contractor was determined to be the lowest responsive, responsible bidder. Acting Mayor Bedei requested a motion and second to approve award the contract to D Construction, Coal City, Illinois.

11. Resolution 2018-03. Resolution Of Support And Commitment Of Funds, Naming An Authorized Representative And Authorization To Submit An Economic Development Administration (Eda) Grant For Incubator Funding.
Wrighton presented this item to the Council and reported it is important to note that this resolution is the first step of applying for an EDA Grant for funding for the Incubator. Acting Mayor Bedei requested a motion and second to approve the resolution.

13. Consent Agenda:_Acting Mayor Bedei presented the consent agenda with a fund warrant total amended to $966,072.34. Acting Mayor Bedei called for a motion and second to approve the Consent Agenda with Scarbeary abstaining from Section B and Crouch abstaining from Section C.

City Official Comments
Brozak - Councilman Brozak asked Jeremy Palm, how many “Facade Grants”” have been awarded and Palm said currently he thought 19. Brozak also noted that Streator's Incubator's operation is one of the best in the state and he would like to commend their Board of Directors. Scarbeary - Councilman Scarbeary thanked everyone who attended the meeting.
