The Council Observed A Moment Of Silence For Commissioner Carey Who Passed Away Monday February 26.

A Motion Was Made By Porter, Seconded By Rivara to approve the regular meeting minutes from February 20, 2018. Ayes: Porter, Rivara, Zborowski, Finley.

The Mayor opened the floor to comments from the public on agenda items only. There were none.

Todd Schroeder from Lauterbach & Amen, LLP presented the Council with a Police Pension Fund Report.

A Motion Was Made By Zborowski, Seconded By Porter to Approve Ordinance 1003-022018, Labor Agreement between the City of Oglesby and IBEW Local 51. Ayes: Porter, Zborowski, Finley. Nays: Rivara.

A Motion Was Made By Zborowski, Seconded By Porter to Approve Ordinance 1004-030518, Management and Supervision Agreement for Wastewater and Water Treatment Plant with T.E.S.T Inc. Ayes: Porter, Zborowski, Finley. Nays: Rivara

A Motion Was Made By Rivara, Seconded By Porter to place on file Ordinance 1005-031918 Adopting Amendment Number 1 to Pole Attachment Agreement between the City of Oglesby and Illinois Bell Telephone Co. d/b/a AT&T IL. Ayes: Porter, Rivara, Zborowski, Finley.

A Motion Was Made By Porter, Seconded By Zborowski to place on file Ordinance 1006-031918 Authorizing a Municipal Contract for Garbage Collection Services between the City of Oglesby and Allied Waste DBA Republic Services. Ayes: Porter, Zborowski, Finley. Nays: Rivara

Jim Pozzi from Republic Services was present to answer any questions from the Council and Public.

A Motion Was Made By Rivara, Seconded By Porter to place on file Ordinance 1007-031918 Amending Ordinance 818-111912 Entitled “An Ordinance Re-Establishing Rates and Charges for the Use and Service of Electrical System of the City of Oglesby, Which Repeals all Prior Ordinances and Resolutions in Conflict.” Ayes: Porter, Rivara, Zborowski, Finley.

A Motion Was Made By Porter, Seconded By Zborowski to accept the recommendation of the LPOS Shared Services Committee to hire outside Legal Counsel of Klein, Thorpe, & Jenkins. The max fee would be $30,000 total; Oglesby paying 13% of cost at $3,900. Ayes: Porter, Rivara, Zborowski, Finley.

A Motion Was Made By Porter, Seconded By Rivara to contribute $2,600 of non-refundable funds to the LPOS Shared Service Planning Fund. (13% of $20,000) Ayes: Porter, Rivara, Zborowski, Finley.

A Motion Was Made By Porter, Seconded By Zborowski to place on file the recommendation of the LPOS Shared Services Committee to hire Basalay, Cary, Alstadt Architect. The max fee would be $70,000 total; Oglesby paying 13% of cost at $9,100. Ayes: Porter, Rivara, Zborowski, Finley.

A Motion Was Made By Porter, Seconded By Zborowski to place on file the bid of $39,896 received for the replacement of the City Hall Office Sign. The City received two bids and this was the lowest. The funds would come from the Hotel Motel Tax account. Ayes: Porter, Rivara, Zborowski, Finley.

A Motion Was Made By Porter, Seconded By Zborowski to place on file an agreement with Roger Brooks International to perform a community assessment of the City for $25,000 to be paid from TIF funds. Ayes: Porter, Rivara, Zborowski, Finley.

The Mayor asked for comments from the public. Jason Curran said that the City has a plan commission and they haven’t had a meeting. He felt that the City should use the planning commission prior to using Roger Brooks International. The Mayor said that the company will meet with the plan commission when completed. He said that a fresh set of eyes will be helpful, they will tell us how to get the plans done, and where to focus. Then the plan commission would work to implement it. Jason said that it sounded like a good plan.
