Ottawa City Council met April 3.

Here is the minutes provided by the Council:

Present: Thomas G. Ganiere, Wayne A. Eichelkraut Jr., James J. Less and

Robert M. Eschbach

Absent: Daniel F. Aussem.

Commissioner Less presented minutes of previous meeting.

Moved by Commissioner Less that the minutes of a regular meeting of the Council of the City of Ottawa, Illinois, held on Tuesday, March 20, 2018, be approved as recorded in the permanent files of the City Clerk.

Second by Ganiere.

Ayes: Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Donna Nordstorm of the Reddick Mansion Association, addressed the Council regarding a request for funding for marketing materials. She is looking for $5,650.00 to help with rack cards, flyers, etc. Katie Troccoli had a few mural questions. She specifically asked about the Lincoln-Douglas mural. She wondered what the plan was regarding placing it in storage. She mentioned she knew the artist. She then inquired about the Wallace mural on the building she owns. If she owns the bricks, who owns the mural?

Commissioner Eichelkraut presented Biweekly Salary Payroll.

Moved by Commissioner Eichelkraut that the Biweekly Salary Payroll of

March 23, 2018, in the amount of $368,796.59, be approved and warrants issued.

Second by Less.

Ayes: Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Monthly Expense Report.

Moved by Commissioner Eichelkraut that the Monthly Expense Report of

April 3, 2018, showing expenses in the amount of $351,790.50, be approved and warrants issued.

Second by Ganiere.

Ayes: Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of an Illinois medical transportation outsource agreement between the City of Ottawa and Secure Transportation Company of IL LLC, be received and placed on file for public inspection.

Second by Less.

Ayes: Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of a commercial lease agreement between the City of Ottawa and Carder Development Ottawa LLC, be received and placed on file for public inspection.

Second by Ganiere.

Ayes: Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution approving and authorizing the execution of employment agreements for appointed city officials in Gary McConville, Dennis Bute, and Gregg Schneider, all as part time NCAT bus drivers, be received and placed on file for public inspection.

Second by Less.

Ayes: Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution approving and authorizing the execution of an addendum to an employment agreement for Alicia Fuchs as Medicaid Specialist, be received and placed on file for public inspection.

Second by Ganiere.

Ayes: Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Commissioner Ganiere presented Report of Police Chief.

Moved by Commissioner Ganiere that the Report of Police Chief, Brent A. Roalson, for the month of March 2018, be received and placed on file.

Second by Eichelkraut.

Ayes: Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Commissioner Ganiere presented Report of Fire Chief.

Moved by Commissioner Ganiere that the Report of Fire Chief, Steve Haywood, for the month of March 2018, be received and placed on file.

Second by Less.

Ayes: Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Report of Registrar.

Moved by Mayor Eschbach that the Report of Registrar, Shelly L. Munks, for the month of March 2018, be received and placed on file.

Second by Ganiere.

Ayes: Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Parking Administration Department.

Moved by Mayor Eschbach that the Parking Administration Department showing fines collected of $3,625.00 for the month of March 2018, be received and placed on file.

Second by Eichelkraut.

Ayes: Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Report of Building Official.

Moved by Mayor Eschbach that the Report of Building Official, Michael J. Sutfin, for the month of March 2018, be received and placed on file.

Second by Ganiere.

Ayes: Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Resolution.

Moved by Mayor Eschbach that a Resolution authorizing the execution of agreements between the City of Ottawa and multiple Riverfest vendors and allowing execution thereof, be adopted.

Second by Eichelkraut.

Ayes: Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Resolution.

Moved by Mayor Eschbach that a Resolution authorizing the execution of an

intergovernmental agreement for police services and school resource officers between the City of Ottawa and Ottawa Township High School District #140, be received and placed on file for public inspection.

Second by Less.

Ayes: Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Resolution.

Moved by Mayor Eschbach that a Resolution authorizing the execution of an

intergovernmental agreement for police services and school resource officers between the City of Ottawa and Ottawa Elementary School District #141, be received and placed on file for public inspection.

Second by Ganiere.

Ayes: Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Resolution.

Moved by Mayor Eschbach that a Resolution approving the Request for Qualifications for the Ottawa waterfront development, be adopted.

Second by Eichelkraut.

Ayes: Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Report of Plan Commission.

Moved by Mayor Eschbach that a Report of the Plan Commission meeting held on Monday, April 2, 2018, considering the conditional use permit request for a planned unit development including preliminary plat approval for an office building from the UAW for property located at 1000 East Center Street, be received and placed on file. Be it further moved, the Council concur with the recommendation of the Plan Commission and the conditional use permit be granted, the preliminary plat be approved, and the follow up

Ordinance be passed and approved.

Second by Ganiere.

Ayes: Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Request.

Moved by Mayor Eschbach that Request for a fundraiser from Ottawa First to solicit firework donations on Saturday, June 23, 2018, at the intersection of Columbus Street and Norris Drive and Columbus Street and Main Street from 8:00 a.m. until 2:00 p.m., be approved.

Second by Less.

Ayes: Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Proclamation.

Moved by Mayor Eschbach that a Proclamation declaring the month of April 2018 as Child Abuse Prevention Month in the City of Ottawa, be adopted.

Second by Ganiere.

Ayes: Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented motion to adjourn.

Moved by Mayor Eschbach that this regular meeting be adjourned.

Second by Less.

Nays: None. Motion carried. Council adjourned at 7:35 p.m.
