Here is the minutes provided by the Council:

The meeting was called to order at 7:00 p.m.

Pledge Of Allegiance:

A moment of silence was held for former Peru Alderman Bob Ankiewcz.

Roll Call:

Present- Alderman Demes, Bacidore, Ptak, Reynolds, Lavieri, Duncan

Absent: Alderman Herndon, Alderman Schneider

Excused Late Arrival: Attorney McPhedran

A quorum was present.

Approval Of Minutes:

Moved by Alderman Demes and seconded by Alderman Reynolds that the minutes of the regular City Council meeting held on Monday, April 23, 2018 are accepted and placed on file. Each and every alderman has a copy.

Voice vote, all ayes. Motion carried.

Proclamations:

Moved by Alderman Duncan and seconded by Alderman Reynolds to allow James Plunket to address the council.

Voice vote, all ayes. Motion carried.

Mr. Plunket and Darrell Haefner thanked the council for their support of safe boating and offered the services of the Coast Guard Auxiliary if needed.

Moved by Alderman Duncan and seconded by Alderman Reynolds to proclaim May 19-25, 2018 National Safe Boating Week. Each and every alderman has a copy.

Petitions:

Moved by Alderman Demes and seconded by Alderman Ptak to refer the request of Gregory E. Hack for a variance to the front yard set back from 25ft to 12ft for new construction for premises located at 2176 Rockwell Road to the Zoning Board of Appeals. Each and every alderman has a copy.

Voice vote, all ayes. Motion carried.

Moved by Alderman Demes and seconded by Alderman Reynolds to grant the request of Guylene Strange on behalf of LP Cavalettes to hold a Tag Day collection on June 30, 2018 and July 1, 2018 at the intersection of 11th and Bucklin Streets and at La Salle businesses. Each and every alderman has a copy.

Moved by Alderman Demes and seconded by Alderman Duncan to grant the request of George Green on behalf of Cruisin’ La Salle for a 2018 Raffle License. Each and every alderman has a copy

Voice vote, all ayes. Motion carried.

Moved by Alderman Duncan and seconded by Alderman Demes to grant the request of George Green on behalf of Crusin’ La Salle to close Second Street from Bucklin to Joliet on Saturday, September 15, 2018 for the annual Cruisin’ La Salle Car Show from 9 a.m. until 8 p.m. Each and every alderman has a copy.

Voice vote, all ayes. Motion carried.

Moved by Alderman Ptak and seconded by Alderman Lavieri to accept the recommendation of the Finance Committee and grant the request of George Green for a monetary donation of $250 to the Cruisin’ La Salle Car Show which benefits the boys and girls baseball programs in the City of La Salle. Each and every alderman has a copy.

Reports Of City Officers:

Moved by Alderman Bacidore and seconded by Alderman Reynolds to accept and place on file the Building Inspector’s Report for March 2018 showing total fees collected of $2,873.84 with total value of construction of $750,500. Each and every alderman has a copy.

Old Business:

Moved by Alderman Ptak and seconded by Alderman Lavieri to authorize, pay and place on file Pay Estimate #2 to Universal Asphalt and Excavating Inc. for the 2018 Non-MFT project (2nd and Wright Street, 1st and Gooding Parking lot and Lindberg Road Bus Lane at Lincoln School totaling $80,709.81 Each and every alderman has a copy.

Alderman Bacidore inquired as to the status of the Kaskaskia project. Mayor Grove stated that the plan is to invite Peter Limberger to a council meeting to present information and provide an update. Mayor Grove stated that it is his understanding the group is waiting on funding from China which could be affected by decisions of the congress concerning EB-5 funding. Katherine Toraason stated that she has had conversations with Peter Lindberg regarding the Maytag building. She was informed that it will be ready to rent in fall of 2018 with construction commencing in May.

New Business:

Moved by Alderman Ptak and seconded by Alderman Reynolds to authorize the purchase of two sewer cameras from Standard Equipment Company totaling $31,850. Each and every alderman has a copy.

Moved by Alderman Demes and seconded by Alderman Duncan to grant the request of Mark Sekula of Magnum Auto Restoration for a Redevelopment Incentive Grant totaling $3,300 for premises located at 11 Gunia Drive. Each and every alderman has a copy.

Moved by Alderman Ptak and seconded by Alderman Demes to deny the request of Genghis Khan Mongolian Grill for a Redevelopment Incentive Grant totaling $794.50 for premises located at 521 First Street because it did not fall within the guidelines of the grant. Each and every alderman has a copy.

Ordinances/Resolutions:

Alderman Duncan stated he was not at the last meeting and wondered why the 15 Minute parking sign was approved. He stated that he is typically against these types of signs and suggested we develop a comprehensive plan that guides the council when to grant these types of signs. Alderman Bacidore stated that Peaces of Fashion requested the sign, but it will also serve Rosati’s Pizza as well. During lunch hour, there is very limited parking due to the Uptown’s lunch crowd. Alderman Ptak stated that he agreed with Alderman Duncan and opposed the sign and continued by stating that developing a comprehensive parking plan was a good idea.

Attorney McPhedran entered the meeting at 7:29 p.m.

Ordinance 2730: Ordinance further regulating parking within the City of La Salle. (15 Minute Parking Sign 141 Gooding) Each and every alderman has a copy.

Ordinance 2730- Further Regulating Parking within the City of La Salle and Related Matters. (15 Minute Parking Sign 141 Gooding).

Mayor Grove stated we had a few absences tonight. Finance Director Duncan was attending a training. He thanked Beth Ketter for filling in for Carrie Brown who is on vacation. He added that City Engineer Brian Brown was also on vacation, Alderman Schneider was coaching and Alderman Herndon was working.

Chief Bacidore congratulated the newest members who graduated with their State Firefighter’s Certification and informed the council that a number of his department members have completed training to now provide Critical Care transports.

Economic Development Director Katherine Toraason informed the council that we did not receive the ITEP grant for the trail at Prairie Park. She reviewed the various cities that did receive the grant. She stated that we are still awaiting notification on two other grants.

Mayor Grove gave an update on Mike Bird’s building stating that he now has tenants in all available space. The tenants are currently Opus Music Studio, O’Bees Sub Shoppe and a health food store. Mayor commended Mike Bird on the great job he has done with the building and stated that the City would be happy to work together in the future.

Mayor Grove announced that Tom Arnold’s Bridgeview Marketplace has rented the front space to Three Little Birds Café and Catering.

Moved by Alderman Ptak and seconded by Alderman Lavieri that bills submitted totaling $244,130.78 (Total Payroll $181,502.64, Total Bills Paid $62,628.14) be accepted, paid and placed on file. Each and every alderman has a copy.
