Peru City Council met May 29.

Here is the minutes provided by the Council:

A regular meeting of the Peru City Council was called to order by Scott J. Harl in the Peru City Council Chambers on May 29, 2018 at 7:00 p.m.

Deputy City Clerk Stephanie Piscia called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard present; Mayor Harl present.

All joined in the Pledge of Allegiance to the Flag of the United States of America.

Public Comment

Presentation:

Mr. Andy Ruggerio and Mr. James Kristapovich of the Peru VFW presented a donation in the amount of $500 to the City of Peru to be used toward US Flag purchases for the City.

Minutes:

Mayor Harl presented the minutes of the Regular Meeting of May 15, 2018. Alderman Potthoff made a motion that the minutes be received and placed on file. Alderman Waldorf seconded the motion; motion carried.

Financial Reports:

Mayor Harl presented the Treasurer’s Report for April 2018; City Clerk’s Report of Cash Received for April 2018 and Sales, Home Rule, Use and Telecommunication Tax Receipts for February 2018. Alderman Potthoff made a motion the reports be received and placed on file and noted the City took in $68,000 more in sales tax this year as opposed to January and February 2017. Alderman Radtke seconded the motion; motion carried.

Activity Reports:

Mayor Harl presented the Peru Volunteer Ambulance Service Inc. Alderman Waldorf made a motion the report be received and placed on file. Alderman Lukosus seconded the motion; motion carried.

Finance And Safety Committee:

Alderman Radtke presented the following disbursements for payment on May 30, 2018:

Alderman Radtke made a motion that the report be received, placed on file and the bills be paid in the usual manner. Alderman Payton seconded the motion. Deputy Clerk Stephanie Piscia called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Alderman Ferrari made a motion to seek bids for new command vehicle purchase. Fire Chief Jeff King reported the 2008 command vehicle he drives will be passed down to Deputy Chief Jim Duncan, and Duncan’s command vehicle will be sold at auction. Fire Chief Jeff King stated the current command vehicle is up there in years, and the one that Jim has needs to go away. Fire Chief Jeff King stated the bid request will be for a 2018 command vehicle, and $80,000 is budgeted for a vehicle that will include radio equipment and other emergency response necessities.

Alderman Radtke seconded the motion. Deputy Clerk Stephanie Piscia called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Public Services Committee:

Alderman Lukosus made a motion to approve proposal from Haverfield in an amount not to exceed $70,755.50 for aerial tree trimming work along an eight mile stretch of line along the railroad between the hydroelectric plant and substation. Alderman Lukosus stated it looks like a lot of money now, but it should be a cost savings once the work is done the trees shouldn’t need to be trimmed again for five to 10 years. Alderman Waldorf stated if the city’s electric department were to perform the trimming, it would take months, which would quickly become expensive. Alderman Waldorf stated that’s because railroad personnel must be present to watch the city’s workers and that costs $500 per worker per day, and generally the railroad requires having two employees present. Alderman Lukosus stated it’s very difficult for the electric department to get in there to cut the trees. Alderman Waldorf seconded the motion. Deputy Clerk Stephanie Piscia called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Report Of City Attorney/Ordinances And Resolutions:

Assistant Corporate Counsel Scott Schweickert presented a proposed ordinance entitled:

Ordinance No. 6291

An Ordinance Authorizing Execution Of Labor Agreement Between The City Of Peru And Ibew Local 51

Alderman Radtke made a motion the resolution be adopted as written and read. Alderman Potthoff seconded the motion. Human Resource Manager Kim Reese reported the negotiations went very smooth. Deputy Clerk Stephanie Piscia called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

New Business:

Mayor Harl reported on a contribution request from Illinois Small Business Development Center at Starved Rock Country Alliance and asked the Council for input.

Petitions And Communications:

Deputy Clerk Piscia presented a communication from Rachael Anderson requesting permission to hold a wedding at Baker Lake on September 8, 2019. Alderman Payton made a motion the communication be received, placed on file and permission be granted. Alderman Ballard seconded the motion; motion carried.

Alderman Ferrari made a motion that the meeting be adjourned. Alderman Lukosus seconded the motion and motion carried. Meeting adjourned 7:17 p.m.
