Village of Minooka Board met May 22.

Here is the minutes provided by the Board:

Village President, Patrick Brennan, called the meeting to order at 6:30 p.m. followed by the Pledge of Allegiance. Trustees present: Dave Deahl, Chad Hrechko, Terry Houchens, Dennis Martin, Dick Parrish and Barry Thompson. Also present: Dan Duffy - Village Administrator and Justin Meyer, Village Police Chief.

Changes to Agenda – No changes.

Review of Minutes – Minutes of the Village Board Meetings of April 24, 2018 and April 30, 2018 were reviewed. Trustee Thompson moved, Trustee Deahl seconded the motion to accept the minutes of April 24, 2018 and April 30, 2018 Village Board Meetings as presented with below corrections;

On the April 24, 2018 minutes: page 1, second paragraph, under Public Forum, added Staff Officer James Plunket to the beginning of the first sentence.

On the April 30, 2018 minutes: page 2, added discussion of collective bargaining as the reason for the Executive Session. Page 2, in the motion to go back to a regular session, corrected the seconded motion to Trustee Martin.

Bills and Transfers - Trustee Martin moved, Trustee Houchens seconded the motion to approve the Bills and Transfers as presented.

Treasurer’s Report - Trustee Martin moved, Trustee Houchens seconded the motion to approve the Treasurer’s Report as presented.

Ayes: Thompson, Houchens, Hrechko, Deahl, Parrish, Martin

Public Forum – President Brennan opened the public forum at 6:33 p.m.

Chief Justin Meyer presented the Police Departments newest officer, Michael Osborne and President Brennan administered the oath to swear Officer Osborne in as a Police Officer.

There was no one else present for the Public Forum.

President Brennan closed the public forum at 6:37 p.m.

Consent Agenda – Mr. Dan Duffy read the titles of three (3) items (9A-9C). Trustee Thompson moved, Trustee Parrish seconded the motion to accept the Consent Agenda.

Ayes: Hrechko, Martin, Deahl, Houchens, Parrish, Thompson

Appointment to Planning & Zoning Board – Bruce Miller for a Five Year Term – Trustee Martin moved, Trustee Thompson seconded the motion for the appointment to Planning & Zoning Board – Bruce Miller for a Five Year Term.

Appointment to Police Pension Board – Jay Richie for a Two Year Term – Trustee Parrish moved, Trustee Houchens seconded the motion for the appointment to Police Pension Board – Jay Richie for a Two Year Term.

Ayes: Deahl, Houchens, Hrechko, Martin, Parrish, Thompson

Nays: None

Motion carried.

Chief Justin Meyer introduced Jerry Wall to the board for appointment of a three year term on the Police Commission board.

Appointment to Police Commission – Jerry Wall for a Three-Year Term – Trustee Parrish moved, Trustee Houchens seconded the motion for the appointment to Police Commission – Jerry Wall for a Three-Year Term.

Ayes: Hrechko, Martin, Parrish, Thompson, Deahl, Houchens

Motion carried. President Brennan administered the oath to swear in Jerry Wall to be a member of the Police Commission Board.

Ordinance Adding Chapter 17, Municipal Utility Tax, Title 3, Business Regulations, of the Municipal Code of the Village of Minooka – Trustee Hrechko moved, Trustee Thompson seconded the motion to pass Ordinance #2018-12, Adding Chapter 17, Municipal Utility Tax, Title 3, Business Regulations, of the Municipal Code of the Village of Minooka.

Ayes: Parrish, Martin, Deahl, Hrechko, Thompson

Nays: Houchens

Resolution for Authorizing the Village of Minooka to Enter into an Agreement between Upland Design for Landscape Architectural Service at the Aux Sable Springs Park Master Plan ($37, 511.00, plus $1,200 Reimbursements) – Trustee Houchens moved, Trustee Parrish seconded the motion to pass Resolution #2018R-2170, Authorizing the Village of Minooka to Enter into an Agreement between Upland Design for Landscape Architectural Service at the Aux Sable Springs Park Master Plan ($37, 511.00, plus $1,200 Reimbursements).

Resolution Authorizing Execution of Purchase Agreement for the Supply of Electricity (NIMEC Street Light Bid) – Trustee Thompson moved, Trustee Deahl seconded the motion to pass Resolution #2018R-2172, Authorizing Execution of Purchase Agreement for the Supply of Electricity (NIMEC Street Light Bid).

Resolution Authorizing a Contribution to the American Legion Post 1188 For Memorial Day Parade ($1,000.00) – Trustee Parrish moved, Trustee Martin seconded the motion to pass Resolution #2018R-2173, Authorizing a Contribution to the American Legion Post 1188 For Memorial Day Parade ($1,000.00).

Ordinance Amending Title 3, Section 3-4-7(a) (Liquor Control, Number of Licenses; Fees) of the Minooka Village Code --- Decreasing Class A2 from 3 to 2 (Java Jill’s Closed) – Trustee Thompson moved, Trustee Hrechko seconded the motion to pass Ordinance #2018-14, Amending Title 3, Section 3-4-7(a) (Liquor Control, Number of Licenses; Fees) of the Minooka Village Code --- Decreasing Class A2 from 3 to 2 (Java Jill’s Closed)

Annexation Committee Report – President Brennan stated that there was nothing to report.

Executive Session – President Brennan announced there was no need for an Executive Session.

Action from Executive Session – No action needed.

As Appropriate – President Brennan reminded everyone of the Memorial Day Parade that will take place on Monday – May 28, 2018 downtown at 10:00 a.m. Trustee Parrish noted that anyone wanting to be a part of the parade should be at the starting point by 9:30 a.m.

Trustee Thompson moved, Trustee Parrish seconded the motion to adjourn at 6:51 p.m. All voted aye, meeting adjourned.
