Ottawa City Council met June 19.

Here is the minutes provided by the Council:

Present: Daniel F. Aussem, Wayne A. Eichelkraut Jr., James J. Less and Robert M. Eschbach

Absent: Thomas G. Ganiere.

Commissioner Eichelkraut presented minutes of previous meeting.

Moved by Commissioner Eichelkraut that the minutes of a regular meeting of the Council of the City of Ottawa, Illinois, held on Tuesday, June 5, 2018, be approved as recorded in the permanent files of the City Clerk.

Second by Less.

Ayes: Aussem, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Vicki Olsen of 117 Beveridge Avenue addressed the Council about her parcel in Fields Hill and the proposed annexation date and cost. A public hearing was then held on 30 annexation agreements. With no one publicly commenting, the Mayor declared the hearing closed at 7:08 p.m.

Commissioner Eichelkraut presented Biweekly Salary Payroll.

Moved by Commissioner Eichelkraut that the Biweekly Salary Payroll of June 15, 2018, in the amount of $404,901.19, be approved and warrants issued.

Second by Less.

Ayes: Aussem, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Monthly Expense Report.

Moved by Commissioner Eichelkraut that the Monthly Expense Report of June 19, 2018, showing expenses in the amount of $1,320,307.33, be approved and warrants issued.

Second by Aussem.

Ayes: Aussem, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Monthly Salary Payroll.

Moved by Commissioner Eichelkraut that the Monthly Salary Payroll of June 8, 2018, in the amount of $11,193.98, be approved and warrants issued.

Second by Less.

Ayes: Aussem, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Monthly Financial Report.

Moved by Commissioner Eichelkraut that the Monthly Financial Report of City Clerk, Shelly L. Munks, for the month of May 2018, be received and placed on file.

Second by Aussem.

Ayes: Aussem, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing amendment #2 to the grant agreement between the State of Illinois’ Department of Transportation Office of Intermodal Project implementation and the City of Ottawa, regarding NCAT, which has been on file for public inspection since June 5, 2018, be adopted.

Second by Less.

Ayes: Aussem, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution approving and authorizing the execution of an employment agreement for an appointed city official in Laura Loughridge as NCAT reservationist, be received and placed on file for public inspection.

Second by Aussem.

Ayes: Aussem, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Commissioner Aussem presented Resolution.

Moved by Commissioner Aussem that a Resolution requesting permission from the Illinois Department of Transportation to repair a sanitary sewer beneath US Route 6 at Route 23, be adopted.

Second by Eichelkraut.

Ayes: Aussem, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Commissioner Aussem presented Ordinance.

Moved by Commissioner Aussem that an Ordinance providing for the payment of prevailing wages in the City of Ottawa, LaSalle County, Illinois, be passed and approved.

Second by Eichelkraut.

Ayes: Aussem, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Commissioner Aussem presented Request.

Moved by Commissioner Aussem that the Request from the Public Works Department to purchase an enclosed trailer from Midwest Trailer Sales in the amount of $6,496.00 for use by the Water Department and a 2019 Ford F250 pickup truck from Bill Walsh at the purchase price of $32,334.72 for use by the Wastewater Department, be approved and be paid for from the Water & Wastewater Funds and competitive bidding be waived.

Second by Eichelkraut.

Ayes: Aussem, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Commissioner Less awarded Bid.

Moved by Commissioner Less that the Low bid received from Opperman Construction Company in the amount of $194,866.00 for the 2018 Curb Replacement Project, be accepted and paid for from the General Corporate Fund.

Second by Eichelkraut.

Ayes: Aussem, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Commissioner Less presented Resolution.

Moved by Commissioner Less that a Resolution authorizing the execution of an engineering services agreement between the City of Ottawa and Renwick & Associates Inc., regarding the tornado recovery grant for street resurfacing, which has been on file for public inspection since June 5, 2018, be adopted.

Second by Aussem.

Ayes: Aussem, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Commissioner Less presented Resolution.

Moved by Commissioner Less that a Resolution authorizing the execution of a HVAC maintenance contract between the City of Ottawa and Marseilles Sheet Metal Inc., regarding the Police and Fire Stations, which has been on file for public inspection since June 5, 2018, be adopted.

Second by Eichelkraut.

Ayes: Aussem, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Commissioner Less presented Resolution.

Moved by Commissioner Less a Resolution authorizing the execution of agreements between the City of Ottawa and Commercial Electronic Systems Inc., regarding fire alarms and inspections, be received and placed on file for public inspection.

Moved by Commissioner Less that a Resolution authorizing a maintenance contract between the City of Ottawa and Patten Power Systems, regarding the Police and Fire Station’s generator, be received and placed on file for public inspection.

Commissioner Less presented Request.

Moved by Commissioner Less that the Request from the Public Works Department to purchase a 2019 Ford F250 pickup truck from Bill Walsh Ford at the purchase price of $26,469.72 for use by the Parks Division, be approved and paid for from the General Corporate Fund and competitive bidding be waived.

Moved by Mayor Eschbach that an Ordinance approving and authorizing the execution of a TIF redevelopment agreement between the City of Ottawa and LJ Caruso II LLC, which has been on file for public inspection since June 5, 2018, be passed and approved.

Moved by Mayor Eschbach that an Ordinance authorizing the sale of real property owned by the City of Ottawa and located at 534 Second Avenue and providing for public notice thereof, be passed and approved.

Moved by Mayor Eschbach that a Resolution authorizing the execution of an agreement between the City of Ottawa and Central States Fireworks Inc., which has been on file for public inspection since June 5, 2018, be adopted.

Moved by Mayor Eschbach that A Resolution authorizing the execution of a proposal for professional engineering services between the City of Ottawa and Knight engineers and architects, regarding the Green Street improvements benefit cost analysis, which has been on file for public inspection since June 5, 2018, be adopted.

Moved by Mayor Eschbach that a Resolution accepting and approving a grant agreement between the City of Ottawa and IEMA, regarding the OHS flood grant, which has been on file for public inspection since June 5, 2018, be adopted.

Mayor Eschbach presented Resolution.

Moved by Mayor Eschbach that a Resolution authorizing the execution of an agreement between the City of Ottawa and NCICG, for administration and coordination services for a pre disaster mitigation grant for the proposed OHS flood wall, be received and placed on file for public inspection.

Second by Eichelkraut.

Moved by Mayor Eschbach that a Resolution conveying property to the Illinois Department of Transportation covering 374 square feet for the purpose of resurfacing ADA ramps, be adopted.

Mayor Eschbach presented Resolution.

Moved by Mayor Eschbach that a Resolution authorizing the execution of a memorandum of agreement between the United States Army Corps of Engineers, Rock Island District, the Illinois State Historic Preservation Office and the City of Ottawa, regarding modifications to the Illinois and Michigan Canal, be received and placed on file for public inspection.

Second by Eichelkraut.
